.An intense winter storm is expected tonight through Thursday. The 
first part of the storm will bring snow accumulations of 2 to 5 
inches to much of the forecast area tonight. The second, and more 
impactful part of the storm will arrive during the afternoon or 
early evening on Wednesday, and continue through Thursday. Heavy 
snow, strong winds and considerable blowing and drifting snow will 
create near blizzard conditions at times, particularly across rural 
and open areas. Widespread hazardous conditions for land and air

.SHORT TERM...Today...Tonight...and Wednesday
Issued at 412 AM CST Tue Feb 21 2023

Snow showers and flurries will come to an end this
morning as the Alberta Clipper exits the area. Gusty west winds
should also diminish quickly during the midday and early afternoon
hours. Light snow associated with the next winter storm may arrive
in central Wisconsin during the late afternoon hours.

Low level warm advection and a strong upper jet approaching from
the southwestern United States will bring snow to the area
tonight. Two to five inches of snow are likely by Wednesday
morning, the greatest amounts expected over central Wisconsin.
Steady or slowly rising temperatures are expected over all but
the far north.

The snow will likely diminish Wednesday morning, but increase in
intensity again towards evening across east Central Wisconsin as
low level warm advection increases. Northeast winds will begin to
increase during the afternoon with some blowing or drifting snow
possible by evening.

.LONG TERM...Wednesday Night Through Monday

Mean flow to remain fairly constant through the end of the week
with an upper trough over the western CONUS, a closed upper low
north of Hudson Bay and a subtropical ridge from the Gulf of
Mexico to the western Atlantic. Initial winter storm to be
underway at the start of the period with the passage of a northern
stream shortwave trough/WAA bringing another snow chance to
northeast WI Friday night. The western CONUS upper trough gets
ejected by an upstream kicker and makes a beeline toward the Great
Lakes next Monday. This system will need to be watched with a wide
open gulf expected. Temperatures to go below normal late this
week, then trend toward or above normal thereafter.

Wednesday night and Thursday...
Surface low to track northeast from the central Plains to roughly
northeast IA Wednesday night. Associated warm front to lift north
to near the WI/IL border by daybreak with gulf moisture
overrunning the front. A tight baroclinic zone to be located over
southern WI with an anticipated strong FGEN band to set up north
of this zone. In the mid-levels, a negatively-tilted shortwave
trough to move into the Midwest with strong Q-G forcing focused
from central MN to southern WI. Adding to the isentropic lift near
the surface will be a nearly coupled jet structure over the
region. Anticipate 1" per hour snow rates at times and when one
adds northeast winds gusting 30-45 mph, near white-out conditions
will occur making for hazardous or near impossible travel. As the
surface low moves across southern WI Thursday morning, eventually
reaching Lake Huron Thursday afternoon, the heavier snows will
shift toward northern WI. The intensity of the snow should
diminish Thursday afternoon as the storm pulls away, as well as
the strength of the winds. As colder air begins to wrap into WI
behind the storm, snow-to-liquid ratios will rise making the snow
more fluffy with time and more easily blown around. Accumulation
numbers between Wednesday night and Thursday end up in the 5 to 10
inch range south of a Marshfield to Marinette line and 10 to 15
inches north of this line. Due to the very gusty winds, measuring
the snow will be quite the challenge!

Thursday night and Friday...
Light snow will diminish for most of northeast WI Thursday evening
with little additional accumulation. The exception would be north-
central WI where lake effect would take over for most of Thursday
night. Perhaps another one-half inch or so across the Vilas County
snowbelt, then the lake effect would diminish after midnight as
high pressure begins to build into the Upper MS Valley. A cold air
mass, coupled with light winds and a new, deep snowpack will allow
temperatures to plunge. Look for min temperatures to range from
around 5 below zero over parts of north-central WI, 5 to 10 above
zero along Lake MI. The high pressure is forecast to move across
WI Friday morning and shift toward the eastern Great Lakes Friday
afternoon. A return flow will develop over WI in the afternoon
with clouds gradually overspreading the area. Despite some decent
WAA, do not think the atmosphere will be able to saturate enough
for precipitation to develop, thus have kept Friday dry.
Temperatures look to be the coldest of the extended forecast with
Friday's readings only in the middle to upper teens.

Friday night and Saturday...
There is some question as to how much the atmosphere can saturate
as the WAA continues into Friday night. Prefer to just run with
chance pops for now with any snow that can develop be on the light
side. A weak clipper system to move across southern Ontario on
Saturday with a cold front to approach northwest WI late in the
day. Do not see much in the way of precipitation with this system,
so have kept Saturday dry with more clouds north than south. Max
temperatures on Saturday will recover into the middle 20s north-
central WI, around 30 degrees for rest of the area thanks to a
southwest wind.

Saturday night and Sunday...
Cannot rule our another brief period of lake effect Saturday night
over north-central WI as winds turn northwest behind the cold
front. There will also be a northern stream shortwave trough
dropping southeast into the northern Great Lakes which could help
enhance the lake effect. Otherwise, have dry conditions over the
rest of northeast WI. The next high pressure is forecast to move
into the western Great Lakes on Sunday, ending any lake effect and
bringing some sunshine back to the area. Max temperatures on
Sunday to be in the upper 20s to lower 30s.

Sunday night and Monday...
Attention turns back to the central Plains where the western CONUS
upper trough to have ejected and allowed for cyclogenesis to
develop. As one would expect this far out in time, models are
having timing and track issues. This system could impact northeast
WI as early as Sunday night or hold off until Monday. Gulf
moisture looks to get pulled north rapidly on southerly winds > 40
mph, thus storm track will be critical to eventual precipitation
type. Something to watch for once we clear the initial winter
storm.

.AVIATION...for 18Z TAF Issuance

Lake-effect snow showers were tapering off over north central WI
at TAF issuance, but some MVFR ceilings persisted. Radar showed
snow associated with the first part of an incoming storm
overspread southern MN and northern IA.

Snow and IFR conditions will arrive from west to east during the
late afternoon through mid-evening hours, then persist through the
night. Several inches of dry, powdery snow will be likely by
daybreak Wednesday.

The snow may diminish somewhat Wednesday morning, but will intensify
from south to north during the afternoon and evening hours as a
winter storm approaches from the Plains. Heavy snow and strong
northeast winds will produce considerable blowing and drifting
snow Wednesday night and Thursday. It will be difficult to keep
runways and taxiways clear.

This Hazardous Weather Outlook is for north-central and northeast
Wisconsin.

.DAY ONE...This Afternoon and Tonight

Snow will arrive from west to east during the late afternoon and
early evening hours, and continue tonight. Snow accumulations of
2 to 5 inches are expected over much of the forecast area.
Hazardous travel conditions will develop over the region tonight,
and may persist into the Wednesday morning commute.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday

An extended period of accumulating snow and strong winds can be
expected late Wednesday afternoon into Thursday. Very heavy snow,
strong northeast winds and considerable blowing and drifting snow
are imminent. Localized blizzard conditions will be possible.
This system will result in widespread dangerous travel conditions,
so anyone with travel plans should closely monitor the latest
forecasts and statements. Flight delays or cancellations will be
likely.

A Winter Storm Watch has been issued for late Wednesday afternoon
through Thursday for all of northeast Wisconsin.
