.DISCUSSION...(Today through Wednesday)

Summary: Isolated rain showers today along the North Shore. Rain
chances build south to north late this evening and into Friday
morning for the southern half of the Northland. Moderate rainfall
is possible in northwest Wisconsin by Friday evening. Strong east
to northeast winds gust 30 to 40 mph late tonight through Friday
evening. Lakeshore flooding is possible in the City of Duluth
between Canal Park and Bayfront View Park from Friday morning to
late Friday night.

Low dewpoints, clear skies and calm winds under a weak surface
high pressure located along the UP/WI stateline tonight is helping
to create pockets of fog in north-central Wisconsin. Current
observation at 330 AM show visibility down to 1.5 miles in Price
and Iron Counties. While this fog is not expected to become more
than patchy in coverage, limited visibility may still hang around
into the early morning commute hours today for those traveling.
Use low-beam headlights and fog lights within those areas of
restricted visibility from fog.

High pressure located over central Manitoba continues to move
southward today and bring easterly flow across the region as a
now-deepening low pressure system in the US Central Plains lifts
northeastward. Expect an area of isolated rain showers to form
today near/over the Twin Ports and northward to Lutsen along the
North Shore. This area has the best chances with an area of
converging low-level flow, over-lake moisture and upsloping
terrain enhancement. Expect only light rainfall under any of these
showers, less than 0.05 inches.

The 12/00Z deterministic medium-range model guidance has slowed
the advance of the low pressure system by a few hours with a
slight northward shift in the low center by this evening. The
result is a bit slower entry of the deepest moisture and low-level
front forcing to trigger stratiform rain tonight. The forecast
reflects this trend by slowing the south to north precip chances
from 9 PM to 3 AM tonight by a few hours. This mainly affects
locations in the southern tier counties of the forecast area (Pine
to Price). The east-central Minnesota and much of northwest
Wisconsin remain on track though to see at least a few tenths of
an inch of rainfall though by the Friday morning commute. This
moderate rainfall, no thunder from extremely limited instability,
lasts into Friday afternoon for east-central MN and northwest
Wisconsin south of WI Hwy 77. Further northward along the US Hwy 2
corridor in NW WI and northeast MN, there is potential for storm
total of a quarter (north of Hwy 2) to a half (south of Hwy 2) on
an inch of rainfall by Friday evening. These totals along the US
Hwy 2 corridor though are very contingent on just how much dry air
from the high pressure to the north gets wrapped in from the
east. The main message of a sharp gradient in rainfall for these
30-50 miles of the Northland remains. Further south with the
moderate rain wrapping up in Pine to Price Counties Friday
evening, 1 - 1.5 inches of rain may fall (60-80% chance), while
the southern parts of those counties still have a 40% chance of
observing 2 inches of rain. Due to the rainfall rates around
0.1-0.3" per hour in these southern parts of the moderate rainfall
region and longer-duration of this rainfall, flooding is
currently not a concern.

The tightening pressure gradient over the Northland from the high
pressure to the north and incoming low pressure, easterly to
northeasterly winds this afternoon gust 20 to 30 mph. Those winds
further increase with that low advancing northward tonight to
create northeasterly winds by early Friday morning gusting 30 to
40 mph. This may create conditions that unsecured objects outside
could be moved around and down a few tree limbs. The most likely
location for the strongest winds are near the Lake Superior
shorelines and into east-central Minnesota then eastward to inland
northwest Wisconsin. These strong winds by Friday morning will
also build wave heights in western Lake Superior to a forecast 10
to 15 feet. These conditions, with lake levels at the Duluth Water
Station potentially reaching 603 feet, may create lakeshore
flooding at Canal Park and Bayfront View Park and locations in-
between through Friday night. A Lakeshore Flood Watch has been
issued for those location in the immediate lakeshore area as a
result. The limiting factor right now in confidence is just how
high water levels reach since as of 330 AM that station was at
602.7 feet.

The low pressure centered in northern Illinois Friday night begins
to allow more dry northerly air, along with less frontal forcing,
from the Canadian high pressure into the Northland to create a
notable drop off in precip potential from northwest to southeast
tomorrow night. Expect all but scattered rain showers by Saturday
morning under the drier, but colder air. This will cause those
rain showers to be largely limited to lake-effect showers in the
Northland, creating only light rainfall amounts expected for the
North and South Shores.

Mean low to mid-level northerly flow by Sunday keeps temperatures
just below normal, with possible South Shore lake effect rain
showers as well to end the weekend. Those near to slightly below
normal temperatures persist into early next week ahead of
southerly return flow out ahead of some sort of shortwave passing
by mid-week. Just how far northward the warmer air makes it though
is still very uncertain.

VFR conditions at most terminals, with MVFR cigs along the North
Shore, this morning are expected for much of the daytime hours
today as BKN100-2000 sky decks move in from the south ahead of an
incoming band of rain tonight. Isolated rain showers though have
already formed from KDLH northward to KCKC and are likely to
continue in localized areas through this afternoon. Light easterly
winds 5-10 knots this morning mix out 15-18Z to become gusty from
the east-northeast this afternoon gusting 15-25 knots. The band of
rain tonight moves into southern Northland terminals 03-06Z Fri
and brings steady light rain along and south of a line from KXVG
to KDLH to KIWD after 09Z.

East-northeast winds 10 to 20 knots through late morning today
increase through midday today to gust 20 to 30 knots by this
afternoon. Wave heights 1-3 feet this morning build with those
increasing winds to become 4 to 8 feet by this evening across all
of western Lake Superior. Small Craft Advisories go into effect
after 10 AM this morning for these hazardous conditions today and
tonight. Gale force wind gusts build first in the southwestern arm
early Friday morning and spread in coverage to all western waters
by daybreak. Strong gale force gusts to 40 knots are likely
through Friday evening. A Gale Watch remains in effect for all
zones except Saxon Harbor and Chequamegon Bay where slightly
lighter winds are expected, but still gusting to 33 knots. Large
waves from 10 - 15 feet are forecast from Taconite Harbor to the
Outer Apostle Islands and into the head of the lake much of Friday
and Friday night. Winds shift primarily northeasterly by Saturday
and are likely to continue to create conditions hazardous to small
craft to start the weekend.

.DAY ONE...Today and Tonight

A fall storm system will bring strong northeast winds starting
today, especially near Lake Superior. Moderate rainfall begins
moving northward into the area beginning this evening and
increases in coverage tonight.

.DAYS TWO THROUGH SEVEN...Friday through Wednesday

Moderate rainfall is expected to continue through Friday into
Friday night before tapering off into Saturday. Measurable
rainfall is expected as far north as the Iron Range in Minnesota,
with the highest potential for greater than an inch of rain along
and south of a Hinckley, MN to Hayward, WI to Park Falls, WI line.

Strong non-thunderstorm winds continue through the day on Friday
with northeast wind gusts up to 30 to 40 mph, especially near
Lake Superior. These strong winds combined with wave heights as
high as 10 to 15 feet could lead to lakeshore flooding in the Twin
Ports.
