Increasing southerly winds in Laramie county have caused wind
chills to drop further this morning. Opted to expand this
morning's Wind Chill Warning to include the south Laramie range
foothills through 11AM as wind chills below -30F are likely. Also
went ahead and issued a Wind Chill Advisory for the entire area
for tonight, covering 5PM tonight through 9AM Tuesday. Widespread
wind chills between -20F and -30F look likely once again.

.SHORT TERM...(Today and tonight)
Issued at 400 AM MST Mon Jan 30 2023

The main focus for the next few days remains the dangerously cold
temperatures firmly entrenched across the area today through
Tuesday.

Currently, the long duration snow event is finally nearing its end.
Light snow continues to fall across the southern portion of the CWA
at this hour, but the cold is becoming the greater weather hazard at
this point. GOES satellite imagery shows the region of cloudiness
starting to clear through northern and western portions.
Interestingly, the GOES IR imagery shows the cloud cover as a
region of warmer brightness temperatures when compared to the
brutally cold surface left behind in this arctic airmass as the
warmer clouds overhead depart. Brightness temperatures approaching
-40C are showing up in northern Converse County where skies have
been clear for a few hours now. Expect any area that manages to
clear out before sunrise to see tanking temperatures, even if its
just a few hours. Douglas already dropped from -6F to -15F in the
hour since the clouds broke. Cloud cover further south is keeping
the rest of the area with steadier temperatures in the 0 to -10
range, with some -15F readings near the I-80 summit and the
Arlington/Elk Mountain area. With a light breeze continuing across
the I-80 summit, they have been able to reach very impressive
wind chills, so opted to add that zone to the Wind Chill Warning.
The Arlington/Elk Mountain zone also reached Wind Chill Warning
criteria, but they are better covered with the Winter Storm
Warning, so did not add any Wind Chill headlines on top. For most
of the rest of the area, winds are remaining fairly light,
preventing wind chills from reaching warning criteria, but
widespread -20 to - 30F wind chills will be present as people wake
up this morning. All winter weather and wind chill headlines
should be able to expire on time at 18z this morning.

The back edge of the cloud cover should clear the I-80 corridor this
afternoon, so most of the area can expect to see the sun today for
the first time in several days. While the sun will help the cold
lose its edge compared to yesterday, another frigid day is expected.
Most areas will top out in the single digits above zero this
afternoon. One more brutally cold night is expected tonight into
Tuesday morning. This will be a little different though, as it will
be driven by radiative cooling. The trough axis aloft that delivered
the cold air to our area will start to push eastward today, allowing
warm air advection to resume aloft as ridging over the West Coast
pushes slightly eastward. Thus, tonight's cold is expected to be a
battle between a warming influence of westerly winds and strong
radiative cooling of a very cold airmass on top of new fresh snow
cover and underneath clear skies. While the winds may keep areas
along and immediately east of the Laramie range slightly milder,
expecting valleys and typical cold spots to decouple and see
plummeting temperatures. The lower elevations west of the Laramie
range will likely see the coldest temperatures, so went with a
temperature forecast well below most guidance, following the lower
end of MOS. Also may have to watch the Douglas area and the
Alliance area for colder temperatures, but some uncertainty in how
much the winds will be able to do overnight. Looks like Wind
Chill Advisories will be needed once again for most of the area,
and could see Warning criteria being approached for some areas,
particularly the Laramie Valley, Shirley Basin, and lower
elevations of Carbon county.

The arctic cold will finally break on Tuesday. As the upper level
trough slides further east, warmer air will be able to creep in
aloft. 700-mb temperatures are expected to rise very quickly to
around -8C by 00z Wednesday. Sunshine and increased westerly winds
should allow most areas east of the Laramie range to at least
warm to the mid 20s which might feel springlike after the last few
days! Height/pressure gradients will be climbing through the day
on Tuesday also, so expecting winds to start increasing in the
wind prone areas once again. This is likely to lead to significant
blowing snow concerns potentially starting during the day on
Tuesday. There is higher confidence in this occurring overnight
Tuesday into Wednesday, which is described in more detail in the
Long Term section below.

.LONG TERM...(Tuesday through Sunday)

Overview: Monitoring two periods for high wind potential, with the
first occurring Tuesday night through Wednesday, and the second
occurring Friday through Saturday. The high wind threat for Tuesday
through Wednesday will bring the added hazard of blowing and
drifting snow across portions of I-80 and I-25. Outside of the wind
threat, the majority of the long term forecast looks to be
predominately dry with gradually warming temperatures throughout the
week. The best chance for light precipitation will be confined the
higher elevations in the mountains. The long term discussion will be
segmented, with the first section talking about both high wind
periods. The second section will focus on the temperatures and the
gradual warmup expected.

(High Wind/Ground Blizzard Potential): As stated above, the first
period for high winds will be Tuesday night into Wednesday, as a
passing shortwave moves through the region. Models have been
consistent with this event and really focuses on the wind prone
areas for the highest probabilities to see high wind gusts. In-house
model guidance supports what the model ensembles are showing. 700mb
winds will increase as the shortwave moves aloft and the pressure
gradients begins to tighten with widespread 40-45kt winds with a few
50kt flags being analyzed during the late Tuesday night through
early Wednesday morning period.

Focusing on the each of the wind prone areas separately, the
greatest concern is across the Arlington wind prone area. In
addition to the expected high winds, new snowfall accumulation from
the recent snow event is ranging from 8-12" which fell on top of a
hardened older snowpack across this area. This new snow will be
susceptible to blowing and drifting as winds are expected to
increase through Tuesday night into Wednesday morning. CAG-CPR
gradients through that time period hold in the 74-79m range. The
only limiting factor continues to be the strength of the downward
omega fields and how much of the winds aloft mix down to the
surface. While this may limit a more widespread wind event, a 12hr
window exists where wind gusts could approach 65 mph. With the high
likelihood of blowing snow that could create near ground blizzard
conditions and the strong winds, decided to issue a High Wind Watch
for the Arlington wind prone area and message both the high winds
and the potential for ground blizzard conditions.

Confidence is lower for both reaching high wind criteria and
potential ground blizzard conditions across both Bordeaux and the I-
80 summit. The same issue applies for these areas, of how much we
can mix down the 40-45kt 700mb winds. Blowing snow will be possible
but lesser snow totals and winds should limit the impacts. Could see
isolated gusts up to 55 to 55 mph and these zones will be monitored
for potential wind highlights in later forecast packages.

Both model guidance and in-house analysis is beginning to show
another round of high winds that could be more widespread and spill
into sections of the I-25 corridor by Friday and into Saturday.
Another shortwave trough clips us to the north as it transverses in a
northwest flow. Stronger 700mb winds and downward omega values are
noted with this shortwave compared, with subtle hints of mountain
wave activity being noted in some cross section analysis. Way to far
out to think about wind highlights and blowing snow impacts at this

(Temperatures): After a long stretch of cold temperatures an upper
level ridge builds across the Intermountain West and pushes the cold
arctic air back up to the north and brings gradually warming
temperatures to SE Wyoming and the Nebraska Panhandle. While we
aren't expecting warm temperatures, at least temperatures are
progged to climb above freezing on Wednesday and could warm into the
40s by Friday. If we get some westerly downsloping winds Friday,
temperatures could run a few degrees warmer. A weak cold front
swings through on Saturday and will drop temperatures solidly back
into the mid 30s for areas east of the Laramie Range before
rebounding back into the 40s on Sunday.

VFR conditions currently across area terminals as cloud cover from
this weekend's system continues to move out of the area. FEW-SCT
upper level clouds will approach from the west late this afternoon
and evening, but should see SKC prevail for most sites. KSNY
remains the only site with mid-level clouds sticking around the
southern Nebraska Panhandle per the latest GOES imagery. Could see
brief periods of MVFR ceilings through 21z before these clouds
clear out headed into the evening.

Minimal fire weather concerns over the next several days due to
widespread recent snowfall and well below average temperatures.
Snow will come to an end this morning across the area, but
temperatures remain bitterly cold through Tuesday morning.
Dangerously cold wind chills are likely through mid-morning today,
and then again tonight into mid-morning Tuesday. Temperatures
start to moderate Tuesday with a gradual warming trend for the
remainder of the work week. Strong winds are possible in the wind
prone areas of southeast Wyoming Tuesday afternoon through
Wednesday.
