.SYNOPSIS...
Snow arrives late morning into the early afternoon before changing
over to heavy rain tonight before ending Thursday morning. Gusty
winds accompany this winter storm through Thursday. Seasonably chilly
conditions for Friday ahead of a Clipper system that passes to our
north on Saturday. Our next system looks to arrive around Sunday
night or Monday. While details aren't clear, this system could
bring wintry mixed precipitation or rain to our area.

.NEAR TERM /THROUGH TONIGHT/...
Highlights...

* After a dry start to the day a multi-hazard winter storm moves
  across southern New England this afternoon before exiting the
  region Thursday morning.

Dry, cool, and quiet this morning for southern New England, ahead of
a multi-hazard winter storm, set to arrive late this morning into
the early afternoon. Until then, cloud cover continues to expand, as
seen on RBG NT channel. Morning temperatures slowly rise out of the
teens and 20s, before holding steady in the upper-20s to low-30s
this afternoon. Conditions will begin to deteriorate between 16z/19z
for western MA/CT and between 19z/22z for eastern MA/RI. Max
temperatures reach into the upper-30 across northwest MA and low-50s
for the I-95 corridor around late Thursday night. A non-diurnal
temperature trend for sure. Let us breakdown these hazards...

1). Snow: Thermal profiles support all snow at the onset, with the
exception of Cape Cod and the islands. As previously mentioned in an
earlier AFD, soundings show good forcing and omega in the snow
growth region, allowing for a period of moderate to heavy snow to
occur this afternoon. The 00z high-res guidance probability of 1+"
snowfall rates are low, generally less than 30 percent for northwest
Massachusetts between 21z and 00z. PWATs increase during the late
morning, light flurries are possible 14z-16z across far western
Massachusetts and Connecticut, otherwise dry conditions through late
morning. Snowfall intensity will pick up and conditions deteriorate
between 16z-19z for western Massachusetts and central Connecticut
conditions  then 19z-22z for Rhode Island and eastern Massachusetts.
Snow transitions to rain, with some patchy freezing rain possible,
around 23z-01z tonight as a warm nose aloft is ushered in by the low
level jet. Likely becoming all rain by 06z. Before the change over
to rain occurs, areas northwest of I-495 and north of the Mass Pike
will receive between 3-6 inches, highest amounts closer to the
northern border. Could not rule out a few 6"+ in northwest Franklin
County along the Vermont border. South of the Mass Pike generally 1-
3 inches of snow. Enjoy it, because the heavy rain will more than
likely wash it away. On small change was made to the Winter Weather
Advisory, during this update western Essex County was placed in the
advisory as snowfall in that portion of the county meets advisory
criteria.

2). Heavy Rain: PWATs as mentioned above are well above normal for
late January, around 1.0 to 1.5 inches late evening into the early
hours of Thursday morning. Heaviest rainfall coincides with the nose
of the low level jet moving over Rhode Island and southeast
Massachusetts, between 06z and 09z. During this time it's not
out of the question to have 1+" an hour rainfall rates. Storm
total QPF has remain unchanged, widespread 1.5" to 2.0" with
isolated higher amounts up to  2.5" possible. Given the 12-15"
of rain that has fallen since December 1st across RI and
southeast Massachusetts, we are water logged. The NERFC
forecasts for several rivers in the area are for it to reach
minor flood stage Thursday to include; the Pawtuxet River at
Cranston, RI, Taunton River near Bridgewater, MA, and the Wood
River at Hope Valley, RI. Also, some areas will have the
snowpack and blocked drains on roads, so minor roadway flooding
is possible. A Flood Watch remains for the area mentioned above
into Thursday late morning.

3). Wind: Low level jet, with about 80-90kts (give or take) at 850mb
and even 75kts down to 925mb comes across the region during
Wednesday night. Luckily the low levels are very stable as the
strongest winds are timed with the heaviest rain, and mixing will be
limited. Still with that much wind we should see gusts 40kts or a
bit higher, especially across southeast sections which will get into
the warm sector. Small potential that if there are more breaks in
the rain and we overachieve on the warmth and reach the mid 50s,
that higher wind gusts could occur. The Wind Advisory remains for
southern Rhode Island, coastal southeast Massachusetts, Cape Cod,
and the Islands.

4). Coastal Flooding: See coastal flood section at the bottom of the
AFD.

.SHORT TERM /THURSDAY/...
Highlights...

* Rain ends Thursday morning, but upslope snow showers are possible
  for northern Berkshires into the afternoon. Breezy winds still
  likely thanks to strong CAA.

Thursday: The back edge of the precipitation moves out over the
eastern waters on Thursday and winds become westerly. Still
expecting fairly breezy conditions with 925mb winds around 30 to
40 knots, along with efficient mixing, not out of the question
to have gusts 20 to 30 knots. Lingering moisture will allow for
a few snow showers in the northern Berkshires, a few could get
into the northern Connecticut River Valley. Highest terrain of
western Franklin and Hampshire County could see an additional
inch or two through Thursday night. Temperature wise, expecting
the warmest part to be during the predawn hours as the warm air
moves off shore and CAA takes hold.

.LONG TERM /THURSDAY NIGHT THROUGH TUESDAY/...
Highlights:

* Dry, tranquil but seasonably chilly Fri, then moderating into Sat,
  despite early cloud cover.

* Frontal system late Sunday into Monday could bring a period of
  wintry mixed precipitation and/or rain. It remains a highly
  uncertain forecast, with the specifics not yet known.

Details:

Most of this portion of the forecast looks rather tranquil.
Expecting mid level flow to become practically zonal across most of
the CONUS, with the core of the flow extended from Colorado to the
Mid Atlantic coast. This would leave southern New England on the
drier side. Still expecting periods of higher level moisture, but
that should result in mainly clouds at times. Our next chance for
some precipitation looks to be sometime late Sunday into Monday as a
cold front and mid level shortwave approaches. Quite a bit of
uncertainty in the forecast solutions this far out, so not confident
in the details at this time. At this time, snow would be favored at
night, with mainly rain during the daytime hours.

Temperature-wise, the initial arrival of a high pressure will result
in a colder westerly flow. Have kept low temperatures Thursday night
mostly in the 20s. Thinking two factors are arguing against going
lower: lingering clouds and gusty winds maintaining mechanical
mixing. Should be colder Friday into Friday night, with clearing
skies an diminishing winds, but still near to slightly below
normal. For this weekend, a high pressure should shift offshore,
leading to near to slightly above normal temperatures into early
next week. Should be trending colder behind a cold front towards
Tuesday, but the magnitude and timing remains uncertain.

.AVIATION /09Z WEDNESDAY THROUGH SUNDAY/...
Forecaster Confidence Levels:

Low - less than 30 percent.
Medium - 30 to 60 percent.
High - greater than 60 percent.

Starts out VFR, however cloud ceilings will lower as the day goes
on. After 18z, areas of snow will develop initially across CT and
spread northeast. With the snow, visibilities and ceilings will
quickly drop to IFR. Surface winds will start out from the north
early in the day, become easterly and finally southeasterly by late
afternoon.

Tonight...High confidence.

IFR to LIFR with areas of light snow changing to rain from S to N.
Locally heavy rain possible for BOS, PVD and SE MA, Cape Cod and
Islands after 06z. SE winds increase markedly for PVD, BOS SE to
Cape Cod/ACK with gusts 30-45kt. N/W of I-95, E/SE winds around 10-
13 kt gusts to 25 kt.

Thursday...Moderate confidence.

IFR/MVFR cigs with light rain, improving to VFR between 16z and 20z.
West winds 15 to 20 kts and gust to 30 kts.

KBOS Terminal...High confidence. VFR through 18z Wednesday. Snow and
IFR visbys expected to develop sometime after 18z Wednesday.

BDL Terminal...High confidence. VFR through 15z Wednesday, with snow
and IFR visbys expected to develop after that time.

Outlook /Thursday Night through Sunday/...

Thursday: Mainly MVFR, with local IFR possible. Strong winds
with areas of gusts up to 45 kt. Chance RA.

930 pm update...

* Coastal Flood Advisory from 8 PM Wednesday to 3 AM EST
  Thursday.

Strong southeast/south winds will result in a storm surge
approaching 2 feet across the south-facing coastal areas per
available guidance, including the Stevens Institute ensembles.
Given astronomical tides are not at their highest, and that the peak
surge (along with peak winds) is not expected to coincide exactly
with high tide, this amount of surge should not pose any significant
issues. That said, we will continue to examine later guidance for
that late Wednesday evening high tide, since if the surge/winds
occur earlier or the winds are stronger than currently forecast, we
may see spots, particularly in Narragansett Bay, experience minor
coastal flooding.
