.SYNOPSIS...
A high impact, long duration, multi faceted winter storm
affects the region Monday night into Wednesday morning, with
heavy wet snow, strong winds, possible power outages, and minor
to possibly pockets of moderate coastal flooding. There is still
some uncertainty on exact details. Drier weather returns
Thursday into Friday.

.NEAR TERM /THROUGH TODAY/...
945 PM Sunday Update...

Forecast is on track. No changes needed. Lots to examine once
the 00z models and ensemble data becomes available!

Highlights

* Dry and quiet weather tonight with increasing cloud cover.

* Should be dry for much of the region for the first half of
  Monday, but will have increasing chances of rain and higher
  terrain snow late.

A ridge axis will be situated over New England this evening,
while a trough is over the western Great Lakes. The ridge builds
into the Gulf of Maine/Nova Scotia late tonight. The trough will
dig into the central Great Lakes by early Monday. The trough
will begin lifting into the OH Valley/eastern Great Lakes by
late Monday. A weak high will loosen its grip on our region
tonight and tomorrow as the it builds over Nova Scotia. A broad
low will be over the eastern Great Lakes for much of Monday,
while a secondary low develops near the Carolinas/just offshore.
The secondary low will begin lifting toward us late on Monday.

No major concerns in this forecast period other than timing
the increasing chances of precipitation on Monday. Did knock
back chances a bit from the previous forecast as guidance is
trending just a touch slower with the onset. So, leaned toward
the latest HREF guidance. Utilized the NERFC QPF as it looks
quite reasonable. At this point ptypes at onset are looking
like rain for much of the region other than the higher terrain
of the Berkshires/Worcester Hills. Little if any snowfall
accumulation is expected due to the light precip rates and
marginal temperatures through the day Monday.

Will see increasing ESE to SE winds as the pressure gradient
tightens ahead of the incoming system. Could see some 20-30 mph
wind gusts across the southern coastline.

&&

.SHORT TERM /TONIGHT THROUGH WEDNESDAY/...
445 PM update...

* High impactful late winter storm affects the region late Mon night
  into Wed AM, with heavy wet snow, strong to damaging winds,
  possible power outages and minor to moderate coastal flooding

* Winter Storm Watches expanded southeast including Boston &
  Providence

* Travel may become very difficult Tue/Tue night with snow covered
  roads, low visibility and strong winds

Overview...

12z model guidance continues to support a major coastal storm near
the southern New England coast Tue into early Wed. 12z guidance has
trended a bit farther southeast with the track of the mid/upper
level low, along with the low level circulation. This yields a
slightly colder scenario. Thus, winter storm watches have been
expanded southeast into Boston and Providence areas. This will be a
high impactful storm given explosive deepening/intensification, as
it tracks along or near the southern New England coast. Now is the
time to begin preparing for potential power outages, given heavy wet
snow coupled with strong to perhaps damaging winds.

Heavy wet snow/power outage threat...

Models continuing to advertise vigorous upward motion as half
wavelength from trough to ridge collapses, and rapid height falls
commence, yielding explosive deepening with sub 980 mb surface low
somewhere just south or east of ACK/CC. Precip initially begins as
rain Monday night, except the high terrain where it begins as snow.
Not much antecedent cold air available, which is typical for a March
storm, but this system will generate its own cold air from vigorous
upward motion (dynamical cooling) and diabatic cooling from melting
snow. Late Mon night/early Tue morning, rain changes over to snow as
far southeast as the I-95 corridor, in response to strong forcing
for ascent and melting snow in the boundary layer. However, despite
snow falling during the Tue morning commute (I95 & points NW), high
res guidance suggest surface temps still above freezing. Therefore,
accumulations for the Tue morning commute likely confined to the
high terrain. However by late morning and especially the afternoon,
surface temps will cool and snow is expected to accumulate in all
areas, except southeast MA, where temps are expected to remain above
freezing. Therefore the late day Tue commute is expected to have
snow covered roads from I-95 corridor, including Boston to
Providence and points northwest. Snowfall rates of 1+ inches are
possible, along with very strong northeast winds yielding low
visibility. Typically a storm track so close to the coast will yield
a rain/snow line well northwest of I-95. However, in this event,
with rapid height falls (cooling from top down thru the column), the
rain/snow line may collapse right to the surface low! By Tue
evening/night, surface low should be just east of our longitude,
with winds shifting to the NNW, and rain/snow line will crash
southeast thru the Cape and Islands. Thus, accumulating snow
continues Tue night as comma head pivots across the area. Snow
tapers off Wed morning, except possibly continuing across CC as
comma head maybe slow to depart. Given the strong height
falls/increasing mid level lapse rates, would not be surprised to
see isolated TSSN Tue!

Given the above attributes, expanded the winter storm watch farther
southeast into the I-95 corridor of Boston and Providence. High
confidence for 7+ inches across the high terrain of MA, resulted in
watches being converted over the warnings. Snow accumulations always
difficult to forecast in March, given increasing sun angle, warm
ground and low SLR. However for this event, heavy qpf of 2-3" (some
guidance sources 4-5"!) supports dynamical and diabatic cooling
processes, that will support heavy snow threat and help offset the
high sun angle and warm ground. In addition, despite low SLR and
some loss in snowfall potential on the front end as ptype will be
rain, plenty of qpf to work with after the changeover. To come up
with a conservative snow forecast given still beyond 48 hours in
model time, we capped SLR to 10-1 with lower ratios in the coastal
plain, and limited snow accumulations to surface temps 32 or colder.
This still resulted in 12-18" in the high terrain, tapering downward
to 4-7 inches in the Boston to Providence corridor. More
importantly, given this will be a heavy wet snow (transitioning to
higher SLR Tue night), past events have shown the onset for snapping
tree branches is 4+ inches. Thus, power outage risk increases where
our snowfall map is greater than 4 inches.

Strong/damaging winds...

Increasing easterly jet late Monday night into Tue, then flipping to
north Tue evening/night, then slowly easing Wed. Wind gusts up to 60
mph are possible along the eastern MA coast from Cape Cod northward
thru Boston to MA/NH border. High wind watch continues, including
the city of Boston. Along the coast is where the risk is highest for
power outages, and perhaps northeast MA where heavy wet snow
combines with strong winds. Winds not as strong across the higher
terrain, but coupled with heavy wet snow, power outages are a
concern.

Heavy rain threat...

Southeast MA where ptype will be mainly rain before changing to snow
Tue evening/night, heavy rain up to 2 inches may cause minor poor
drainage/urban flooding.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
Highlights...

* Drier weather returns Thursday into Friday, then unsettled weather
  possible Fri night into Saturday

Given the impacts expected with the upcoming storm largely
utilized the NBM through the extended. Will have a period of
drier weather late in the week in wake of the exiting system.
Next shot for more widespread precipitation and perhaps gusty
winds comes late Friday into Saturday. Will resolve these
details as the week progresses. At this point appearing like an
all rain event with above normal temps anticipated.

.AVIATION /05Z MONDAY THROUGH FRIDAY/...
Forecaster Confidence Levels:

Low - less than 30 percent.
Medium - 30 to 60 percent.
High - greater than 60 percent.

06z TAFs: Medium confidence.

Lower end VFR or MVFR ceilings dominate today. Seeing some brief
clearing across RI and along parts of south coast, Cape Cod, and
Islands which should fill back in with VFR ceilings before
sunrise. Light rain slowly spreads in from SW to NE this
afternoon with mostly light snow across the hills but little if
any accumulation on pavement.

Conditions lower to IFR tonight in rain and fog with areas of
LIFR across higher terrain where snow is expected and may be
heavy at times. Rain changes over to snow across lower
elevations later Tue morning and along coast Tue afternoon with
widespread IFR conditions.

Light S/SE winds this morning become E this afternoon and
increase to 10-15 kt with gusts to 25kt along south coast. E/NE
winds tonight with gusts 20-40kt, strongest near coast, and
become N/NE Tue with gusts 30-50kt, again strongest near coast.
Conditions improve Wed with NW winds gusting to 30-40kt.

.TIDES/COASTAL FLOODING...
445 pm update...

Very strong coastal low develops south of New England Monday
night into Tue, then slowly pivots just east of Cape Cod Tue
night, before slowly exiting seaward Wed. The exact track will
be critical to the magnitude of the coastal flooding.
Astronomical tides are low (less than 10 ft MLLW in Boston) and
that will likely limit inundation and erosion to minor. However,
duration of onshore winds will impact three tide cycles, hence
increasing the risk for moderate inundation and erosion. The
most susceptible tide cycle appears to be late Tue night/early
Wed morning. Given winds will be northerly for that tide cycle,
the greatest concern is from Cape Cod northward to the MA/NH
border. This is the tide cycle that may experience pockets of
moderate inundation and erosion, but confidence is not high
enough at this time range to hoist a coastal flood watch. Storm
surge is expected to range between 2-3 ft and waves just
offshore 25-30 ft possible. This very large wave action may be
sufficient to makeup for the shortfall in total water level. As
of now, thinking widespread minor inundation and erosion. We
will continue to evaluate later model trends.
