...Band of Heavy Snow Expected Tonight into Monday Morning...

.A very complex winter storm system impacts the region this
afternoon through Monday morning. Through Noon, temperatures have
fallen to freezing or below from around Rochester to west of
Charles City with light precipitation with freezing drizzle or 
light snow. Although the observations are reporting freezing 
drizzle, due to the warm pavement temperatures, pavement is likely
"wet". Farther east, temperatures are milder in the mid 30s to 
lower 40s. Here at the NWS on a ridgetop, at noon we were 34
degrees with sleet. 

This afternoon, the snow will change to snow and increase in
intensity. During the nighttime hours, east of the Mississippi 
River where snowfall rates in the heavy snow band will likely 
exceed an inch per hour.

Data this morning continues to show good agreement with the heavy
snow east of the Mississippi River, especially from Taylor through
Clark, Jackson, Monroe, Juneau, parts of La Crossse and Vernon 
counties and parts of Richland counties. Total snow amounts will 
vary widely over short distances depending on how early the rain 
changes to snow and where the band of snow sets up. Highest 
amounts of 6 to 12 inches should fall in this north to south band 
through Monday morning. Travel tonight and into Monday will be 
significant hampered and some roads may be impassable until 
plowed.

In addition, strong winds of 35 to 45 mph will further reduce
visibilities during the times of heavier snow and a mix of
freezing rain is possible north of Highway 10 in central
Wisconsin this evening before transitioning to all snow.

.Heavy snow has developed in a band from west of the Mississippi
River at Winona through La Crosse and toward Viroqua with 1/4 to 
1/2 mile visibilities in snow. Through tonight, we'll see bands of
heavy snow develop and weaken and re-develop over parts of 
western and central Wisconsin. Initially, the snow is accumulating
on grassy area and cold surfaces, however, roads will become 
snowcovered and hazardous due to the continuation of the heavy 
snow overnight. Snow rates of 1 to 2 inches are expected to 
persist tonight in the heavy snow band. Due to the heavy and wet 
nature of the snow, the budding out of some trees, and gusty 
winds, power outages and tree damage could occur.

We may lose a few inches of snow due to melting and compaction,
however 6 to 12 inches with locally higher amounts are expected
through Monday morning. Travel tonight and into Monday will be 
significant hampered and some roads may be impassable until 
plowed.

In addition, strong winds of 35 to 45 mph will further reduce
visibilities during the times of heavier snow and a mix of
freezing rain is possible north of Highway 10 in central
Wisconsin this evening before transitioning to all snow.

...Temporary Decrease In The Snow Early This Evening...

.The snow has temporarily diminished in intensity across much of
the area early this evening. However, another band of heavy snow
is expected to develop after dark across portions of north-central
into western Wisconsin. Rates of 1 to 2 inches per hour can be
expected again in the next band of heavy snow. This will be enough
for rapid accumulation to occur and for roads to become snow
covered and slippery. In addition, the heavy, wet snow combined 
with gusty winds could cause some power outages and tree damage to
occur.

Snowfall reports along the Mississippi River under the heavy snow
band from the afternoon indicate amounts of 3 to 8 inches fell. As
more snow falls overnight, we may lose a few inches due to

...Next Heavy Snow Band Taking Shape...

.The next band of heavy snow was forming this evening from north-
central Wisconsin into parts of western Wisconsin, or roughly from
Taylor County south into portions of La Crosse and Monroe Counties.
Snowfall rates in this band are expected to be 1 to 2 inches per 
hour which will cause rapid accumulations to occur and for roads 
to become snow covered and slippery. In addition, the heavy, wet 
snow combined with gusty winds could cause some power outages and 
tree damage to occur.

Snowfall reports from the afternoon have been highly variable with
a wide range. Amounts of a couple of inches have been common for
parts of southeast Minnesota to as much as 10 inches across parts
of western Wisconsin. As more snow falls overnight, storm totals 
could be a foot or more for portions of western Wisconsin. Travel 
tonight into Monday morning is expected to be impacted with a 
slower than normal morning commute possible.

.The heaviest band of snow so far formed overnight, from north- 
central Wisconsin into parts of western Wisconsin, or roughly from

Counties. Estimated snowfall rates are nearing 2 inches per hour 
with visibilities less than a mile being reported. Webcams are 
showing rapid accumulations occurring, with roads becoming snow 
covered rapidly after being plowed. In addition, the heavy, wet 
snow combined with gusty winds could cause some power outages and 
tree damage to occur. This heaviest band expected to remain over 
north-central Wisconsin into the morning hours.

Snow reports from Sunday have been highly variable with a wide 
range. Amounts of a couple of inches have been common for parts of
southeast Minnesota to as much as 10 inches across parts of 
western Wisconsin. As more snow falls overnight, storm totals 
could be a foot or more for portions of western Wisconsin. Travel 
tonight into Monday morning is expected to be impacted with a

.Snow continues to track south southeast across western and
central Wisconsin early this morning. Locally heavier banding
continues to produce 1 to 2" per hour rates. Public reports from

excess of a foot. Another 1 to 4 inches are possible over western
and central Wisconsin, with the snow tapering off and easing east
toward the noon hour.

We continue to see some narrow bands of snow through parts of
central Wisconsin, however a look at area cameras and observations
show that additional impacts would be limited, therefore the
winter storm warning will be allowed to expire at 1 pm. Snow will
continue to fall in 5 to 10 mile wide bands where additional 
minor accumulations will be possible and some visibilities may 
drop to less than a mile, however on traveled roads, the roads 
should remain mostly wet.

Issued at 805 PM CDT Sat Apr 15 2023

Made some adjustments to the start and end time of the winter
weather advisory for southeast Minnesota. Looks like the
temperatures will be dropping fast enough for snow to mix in with
the rain or for a complete changeover to all snow around sunrise
Sunday morning. Also moved up the ending time of the advisory to
17.06Z as little or no new snow is expected during this time.
Opted to not play around with snow accumulations this evening but
concerned that outside of the heaviest snow band they could be on
the high end. The 15.12Z HREF has no signal over southeast
Minnesota for rates of 1" per hour or greater. With the lower
rates and snow falling during the day, accumulations will be
fighting against the daytime insolation and recent warm up of
ground temperatures. This could limit amounts in general and to
grassy or elevated surfaces.

Key Messages:

 -Complex spring storm with showers and thunderstorms tonight has
  the potential to bring several inches of snow Sunday night into
  Monday morning.

 -Taste of spring coming to an end as nature reminds us we can still
  get accumulating snow.

 -Strong to severe weather risk continues this afternoon for
  parts of central WI.

 -Gusty northwest winds 35 to 50 mph behind the front with through
  Monday.

 -Through Tuesday morning, there is a 40 to 100% chance across the
  area of minimum temperatures going below 28 degrees.  The greater
  than 50% probabilities for less and 25 degrees is for parts of west
  central WI.

Overview:

Late this morning, water vapor satellite imagery/heights/lightning
showed a large trough over the central part of the country with
shortwave trough energy moving through the upper Mississippi Valley.
A strong line of storms was pushing across eastern MO and another
cluster of storms over LA. Showers and a few thunderstorms lifted
northeast during the morning with a trace to 0.15" of rainfall with
their passage.

At 18Z, the cold front was pushing through central Wisconsin.

Tonight, the trough closes off over the Missouri River Valley and by
12Z, the closed 500mb low is forecast to be centered over southeast
Iowa with the surface low somewhere over central and eastern
Wisconsin.  This slows the system down a little.  Northwest winds
increase for west of the Mississippi River and these stronger winds
spread east later Sunday east of the Mississippi River.  There is
enough cold air for accumulating snow for parts of MN Saturday night
and rain changing to accumulating snow in the deformation band on
the back side of the storm system Sunday and Sunday night, lingering
into Monday.

Storms this afternoon:

Around 20Z...the CAMs increase the intensity of the storms as
they exit the area. We'll need to monitor these storms due to the
steep lapse rates and MLCAPE of 500 to 1000 J/kg. Deep layer shear
is around 25kts, however the cloud layer shear is 35 to 40kts.
There are low probabilities 5 to 15% of marginal severe hail for
parts of southwest and central WI in our forecast area before the
storms exit the area. These storms should move out of our forecast
area early in the forecast.

Showers and thunderstorms tonight:

Another round of showers and thunderstorm will lift northeast
this evening and expand overnight as the upper level trough
deepens. The trough becomes negatively tilted and the 850mb jet
across Illinois strengthens 35 to 45kts with deeper moisture
increasing from the south and east. Rainfall amounts look to vary
from a quarter to three quarters of an inch.

Snow accumulations/winter storm watch:

Colder air continues to deepen with rain changing to snow on the
western portion of the storm system with a deformation band
setting up. Although the synoptic features are fairly similar, there
remains a large spread in where the heavier band sets up. the
15.12Z NAM and EC both have a more westward solution while the GFS
remains farther east with the heavy snow east of the Mississippi
River. The 06Z GEFs plumes showed a mean of 2 inches at RST and 5
inches at LSE for example, but the range was still as high at 11
at RST and 18 inches at LSE. The 15.00Z grand ensemble for 6
inches or more continued to higher the area where the current
watch was. Incorporating additional 12Z data, extended the watch
to include all of southwest Wisconsin. The 12Z HREF 1" or more per
hour rates continue to highlight parts of western and central
Wisconsin. We'll need to continue monitor for forecast adjustments
for upgrades to a winter storm warning.

Winds/winter weather advisory:

Strongest northwest winds through 06Z are west of the area.  As the
surface low deepens below 1000mb, we start to see increasing wind
gusts over 25-35kts spreading into southeast MN/northeast Iowa early
Sunday morning. These winds strengthen to 40 to 50 mph in some
spots. The increasing winds spread into WI and last into Monday.
With the strong winds expected did issue a wind advisory for parts
of northeast Iowa and outside of the watch, where snow is
expected, included a winter weather advisory. Some adjustments may
needed at the snow ends, but the winds remain. Temperatures
dropping below freezing-some locations 20 to 25 Tuesday morning -
Below normal temperatures through mid-week:

Surface high pressure moves in Monday night with decreasing clouds
west to east.  Some low clouds may linger for parts of central WI
with mid clouds increasing in the west by morning.  Where skies are
clear, temperatures should drop off with the light winds Tuesday
morning.  Most locations are looking at lows in the mid to upper
20s, however parts of west and north central WI could see lows 20 to
25. A mid level ridge advances Tuesday with increasing mid and high
level clouds.  Highs Tuesday are forecast to top out in the 40s and
50s.  Record lows at Rochester and La Crosse Tuesday (4/18) are 16
(RST) and 20 (LSE); both set in 1983

Next Week-Another Storm System To Watch:

The storm system over the Pacific Northwest and the northern Rockies
begins to move into the Plains Tuesday night.  A lead wave will
bring showers and thunderstorms back into the forecast Wednesday.
The main portion of the trough organizes over the Plains Thursday
into Friday.  There are still some differences in this evolution,
however again, this storm system does pull enough cold air in on the
backside of it where the rain could change to snow.  The longer
range Grand Ensemble shows that an impactful snow of 3" or more is
10% or less.

.AVIATION...(For the 06Z TAFS through 06Z Sunday night)

The first round of rain was advancing into the area late this
evening and should spread over both sites by forecast issuance
time. The CAMs are suggesting there could be a bit of lull late
tonight for KLSE into Sunday morning before the second round moves
in with a rain/snow mix for the afternoon and then going over to
all snow in the evening. For KRST, it appears that the cold air
will move in for snow to start mixing in overnight with all snow
expected by sunrise and then continuing into the Sunday evening.
Ceilings at both sites have already gone down to IFR with no
improvement expected. The visibility will also come down to IFR in
the snow for both sites.

.HYDROLOGY...
Issued at 313 PM CDT Sat Apr 15 2023

Main flood wave from recent snowmelt upstream is coming down the
Mississippi River this week. Minor flooding is occurring near
Wabasha. Crest timing remains the same from Lake City, MN downstream
through La Crosse, WI. With the anticipated rainfall and snowfall
tonight into Monday could bring the crests up a 0.5 feet. Confidence
the expected runoff from the rain and snow is lower due to drier
conditions the past week. Moderate flooding will occur, however if
more rainfall occurs tonight into Monday. There is a small chance
(10 to 20%) that Wabasha, Winona, and La Crosse could reach Major
Flood Stage.

The weather pattern continues to be unsettled next week with
periodic rounds of precipitation. The QPF from these system may
exacerbate ongoing flooding or could lead to a prolonged period of
elevated river levels. Continue to monitor the river forecast
through this week.
