...Snow Is Moving Toward The Area This Afternoon...

.At 1220 pm, radar indicated snow across much of western into
southcentral Minnesota, heading steadily east. Visibilities
are below one mile in some spots within the snow, and 
accumulations occurred rapidly after the snow began. The snow is 
forecast to spread in from west to east this afternoon.

A band of 5 to 8 inches of snow is still expected north of
Interstate 90 through the I-94 corridor. Snow amounts will decrease
very quickly south of I-90. Blowing and drifting snow Wednesday
morning is expected as winds increase. 

The second and stronger wave of snow arrives from south to north 
Wednesday across the entire area. By the time the storm ends late
Thursday, an additional 8 to 12 inches of snow is expected 
northwest of an Austin, Minnesota to Necedah, Wisconsin line.
sleet and freezing rain are a expected south of this line. Ice 
amounts over a quarter of an inch are possible along and south of 
the Highway 18 corridor between Wednesday evening and Thursday 
morning with the risk of tree and power line damage amplified by 
winds gusting to 30 to 40 mph.

This will be a HIGHLY impactful winter storm with travel severely
impacted at times.

.Snow continues along and north of Interstate 90 from southeast
Minnesota into west and central Wisconsin. Heaviest snowfall 
rates up to an inch per hour slightly farther north towards the
Interstate 94 corridor. Highest accumulations from this afternoon
and evening near 4 inches in parts of southeast Minnesota with 
1-3 inches elsewhere in western and central Wisconsin. Rapidly 
reducing visibilities below one mile expected in aforementioned 
heavier snow bands with quick accumulations rapidly deteriorating 
road conditions.

A band of 5 to 8 inches of total snow is expected north of 
Interstate 90 through the I-94 corridor tonight into Wednesday 
morning. Snow amounts will decrease very quickly south of I-90.

...Second round of heavy snow, sleet, and freezing rain arriving
from the south...

.The next wave of snow arrives from south to north this morning
and persists through the rest of today and tonight, ending from
southwest to northeast during the morning on Thursday. Strong
winds gusting to 30 to 40 mph combined with the falling snow will
lead to reduced visibilities and possibly whiteout conditions in
open areas. By the time the storm ends, an additional 8 to 12 
inches of snow is expected northwest of an Austin, Minnesota to 
Necedah, Wisconsin line.

Sleet and freezing rain may mix with the snow at times, with the
best potential for hazardous icing conditions being across
northeast Iowa and southwest Wisconsin. Ice amounts from a tenth
to four tenths of an inch are expected along and south of the
Highway 18 corridor through tonight. This ice brings with it the
risk of tree and power line damage amplified by winds gusting to
30 to 40 mph.

This will be a HIGHLY impactful winter storm with travel severely
affected at times.

.This early afternoon the heavy snowband that moved into the
region from the south is along I-90. Visibilities have been less 
than 1 mile at times under the heaviest band. HREF guidance remains 
consistent keeping the higher accumulating rates along this 
corridor through the afternoon, but the signal for 1 inch rates 
have weakened. Heading into the evening the snowfall is 
anticipated to spread further northward and fill across northeast 
Iowa and southwest Wisconsin. Strong winds gusting up to 40 mph 
combined with the falling snow could lead to whiteout conditions 
especially in open areas. Sleet and freezing rain have been 
reported for locations in far southwest Wisconsin through central 
Iowa. Ice accumulations near 1/4 of an inch are still possible for
locations south of highway 18. This will be a HIGHLY impactful 
winter storm with travel severely affected at times.

...Period of Heavier Accumulations through Late Afternoon...

.At mid-afternoon, radar continues to show widespread 
precipitation occurring across the region, with the heaviest 
rates seen so far today. Freezing rain, sleet and snow was seen in
northeast Iowa and southwest Wisconsin, with around a tenth of an
inch of ice accumulation. Mainly snow, occasionally mixing with 
sleet, is found around the Interstate 90 corridor with 4 to 8 
inches received thus far. All snow is found further north of 
Interstate 90. Winds are gusting from 30 to 35 mph causing some 
drifting, especially on ridgetops and higher terrain. 

Though the afternoon commute, expect accumulating ice and snow to
continue with gusty winds. Travel continues to deteriorate. 

There will be a period of freezing drizzle near or south of
Interstate 90 during the evening and into the overnight, reducing
the snow accumulations. Light ice accumulations are expected. Snow
will continue north of I-90. Another period of heavier snow will 
occur before sunrise west and north of La Crosse.

...Temporary Decrease In The Precipitation...

.Some drier air was working into parts of the area this evening
and has been responsible for a temporary decrease in the
precipitation across parts of northeast Iowa and southeast
Minnesota. This drier air will move across much of the rest of the
area with a decrease in the precipitation before another round of
widespread precipitation moves in overnight.

For the rest of the evening, expect mainly snow north of
Interstate 90, although this could be mixed with some sleet or
freezing drizzle at times. Farther south, expect freezing rain and
sleet to be the main precipitation types. Overnight into Thursday
morning, all the precipitation is expected to switch over to snow.

Winds will continue to gust into the 25 to 35 mph range cause some
drifting snow, especially on ridge tops, higher terrain and open
areas.

Some power outages have occurred this evening across portions of

 - Two main rounds of snow expected from this storm late Tue
afternoon into early Wednesday morning and then Wednesday Tue
evening through Thursday. While the snow may lessen during the day
on Wednesday, blowing and drifting snow may result in continued
travel impacts.

 - Total snow accumulations of 6 to 12 inches expected in the
current winter storm watch, with amounts in excess of a foot likely
at some locales.

 - A wintry mix of snow and freezing rain impacts northeast Iowa and
far southwest Wisconsin Wed evening through Thu morning. The
greatest impacts from icing look to be along and south of the
Highway 18 corridor.

 - Light snow ends across the north this evening, but blustery winds
for most.

* SNOW EXITING EAST THIS EVENING: mostly north of I-94, min
  accumulations. Blustery winds through the night.

North-south running band of low level warm air advection currently
powering much of the light snow shifting west-east across the area
early this afternoon. Ripple in the upper level flow over the
northern plains gradually catches up to this, but looks to hold
across northern WI. Overall, expect the light snow chances to
persist into early evening, mostly north of I-94, and should shift
away/end by late evening. Could see some rain mix in along southerly
portions of the band. Snow amounts still look minimal, perhaps up to
an inch.

Winds will be on the increase through the afternoon, staying fairly
windy tonight with tighter pressure gradient around passing low
pressure system in the north.

A multi-faceted winter storm will bring snow, wind (blowing and
drifting) and a wintry mix to the region from Tuesday night through
Thursday. Medium range guidance has been steadfast in the
overarching scheme and fairly steady in potential snow/icing
amounts. Some increase in winds heighten possible blowing/drifting
snow threat in additional to some tightening of snow bands and
mostly small shifts in where the bands bands/mixed pcpn transition
will lie. Overall the messages remains the same > a high impact
storm with multiple threats and widespread travel hazards.

The storm will come in 2 main parts with a potential "lull" in
between. Higher end impacts are most likely Wednesday night through
Thursday morning.

1) TUE NIGHT: band of snow will develop along/north of a west to
east running warm front across the northern plains, shifting
eastward across central MN/northern MN Tue night. A weak ripple in
the upper level flow could aid in the lift, but much of this snow
will be driven by the frontogenetic forcing...and the short term
models are showing some lift northward compared to what the medium
range guidance has been favoring the past several days. This could
shift the bulk of the snow to along/north of I-90, with little/if
any chances across NE IA/SW WI. Also, some hints of a weaker Fgen
band - which could impact amounts (lower). This west-east layout
will bring time/residence into accumulations, helping elevate
amounts where that band setups. Amounts looking a little less than
previous days, with 3 to 5" currently progged.

2) WED: a "lull" from significant snowfall, but winds will be
ramping up.

The low level warming/Fgen band of snow exits east by mid morning.
Broad, relatively weak isentropic upglide could persist for much of
the day. Some hints of narrow west-east running 600:700 mb Fgen
band, also weak, running along the I-90 corridor. This should be
enough to continue light snow chances, although amounts look to be
relatively light into early afternoon (approx an inch or less). Pcpn
could be returning from the south as soon as mid afternoon - but
models showing some differences here.

The pressure gradient starts to tighten overnight Tue, persisting
through Wed. Sustained from 15 to 25 mph with gusts into the lower
to mid 30s look likely. Blowing and drifting of the freshly fallen
snow would occur, especially in open/unsheltered areas. How
significant of an impact is a bit uncertain, with questions on
location/amounts. Also a few mph swing in winds up or down could
greatly increase or lessen the impacts.

3) WED NIGHT-THU: heavy snow north, wintry mix south, continued
blowing/drifting.

Upper level trough on track to kick out of the southern Rockies with
cyclogenesis ramping up as it lifts northeast, working along an
exiting warm front which runs west to east over the mid mississippi
river valley (associated with a different piece of upper level
energy).

Strong push of moist, milder air ahead of the storm system as it
nears with steady plume of 850:700 mb moisture transport across the
front, wrapping westward - feeding the deformation region of the
storm. +1 to +2 PW anomalies via the NAEFS and ECMWF from late Wed
afternoon/Wed night. Low level warming of +1 to +3 expected into
northeast IA/southwest WI, riding on top of a sub freezing sfc
layer. A band of mostly freezing rain/sleet would be likely. How
warm, deep and northward extending this layer is remains a
question mark. The GFS has trended southward and has been
consistent on keep any icing threat just south of the forecast
area (DBQ southward) over its last 4 runs. The EC continues with
upwards 1/4" over northeast IA/southwest WI - some wavering north
and south, but steady with south of the MN/IA border. The NAM
muddies what used to be a clearer signal with +1 to +2 warm layer
up to I-90 border...suggesting the wintry mix would extend farther
north. For now, will hold with the model blend to ferret out the
ptype transition line - and hold it across NE IA/SW WI

North of there, the frontogenetic band will increase/narrow as the
system approaches, with a strong response in the favored 700 mb snow
producing layer north/west of the sfc low. Moderate to heavy bands
of snow should be the result. Lower SLRs (10:1) near the transition
zone of the snow/wintry mix, but in the favored frontogenetic
banding, ratios should push into the mid teens, even closer to 20:1
at times. 1-2" per hour are expected overnight Wed through about mid
morning Thu. Amounts, intensity should fall off by the afternoon as
the storm continues to push northeast. With several/many more inches
of fresh snow to play with, and likely a lot less water content
where the higher amounts fall, the persistent strong/gusty winds
will blow and drift this snow. Wind prone, open areas could
experience localized white-out conditions.

The GFS/EC have been persistent and insistent on the strength and
potential piles of snow with this storm system. At least the last 4
ensemble runs of the EPS and GEFS put around a foot of snow around I-
90 northward to I-94. The GEFS likes a couple more inches on top of
that. Important note here: this output is based on 10:1 SLRs...lower
than what is expected. Amount likely higher and could push 18" or
more.

HEADLINES: electing to hold with current watch. With some potential
for further adjustments in where the snow falls/amounts Tue night,
will let short term models provide a bit more guidance. As it sits,
looking more like a winter weather adv for Tue night generally
around and north of I-90. Could extend into Wed due to
blowing/drifting snow concerns (snow amounts/area dependent). The
watch could be extended into northeast IA/southwest WI with more
widespread warnings and advisories for the high impact then for Wed
night-Thu time period.

A cold front was moving across the area late this evening and was
bringing a few flurries and MVFR ceilings with. These should move
past both sites overnight with the return of VFR conditions by
sunrise. Gusty west winds with the front will continue through the
night before diminishing early Tuesday morning. A short wave
coming in from the northwest will push a round of snow into the
area for late Tuesday afternoon into the evening. This is expected
to bring the visibility down to IFR with mainly MVFR ceilings.
Latest hi-res guidance is suggesting the heavier snow may set up
just to the north of both sites with this wave.
