.SYNOPSIS...
Fair, cool, and dry weather will continue through Saturday. A winter
storm will move south along the Coast, spreading rain from north to
south over Southern California beginning Saturday night, and
continuing through Monday. Steadier rainfall and strong, southwest
winds will accompany the cold front on Sunday, becoming more showery
and colder on Monday, with snow showers over the mountains. Locally
heavy rainfall is possible at times. The storm will exit to the east
Monday night, but colder than normal conditions will continue
through at least the middle of next week. Another storm could impact
the region next weekend.

COUNTIES...

Morning Update:

No changes were made for the morning update to the forecast. The
winter storm incoming tomorrow night will bring a multitude of
impacts to our region, especially wind concerns, localized flooding,
and heavy snow in the mountains.

Skies were mostly clear at 9 AM PST, and it was quite cool in some
of the wind-sheltered valleys, with temperatures down into the 30s
in the colder spots. Winds were light, even in the mountains again
this morning, due to weak sfc pressure gradients. Expect another
cool and sunny day today, and much the same on Saturday, except for
a few more clouds.

Remainder of previous discussion (early morning issuance):

A cold, winter storm is on target to drop south along the West Coast
this weekend, and turn inland over the Great Basin on Monday. Close
to an inch of precipitable water (PW) will be drawn into this system
on Sunday, setting up the best potential for widespread, moderate
rainfall accumulations. Atmospheric moisture will decrease into
Monday, but colder air will swirl south around the back side of the
system, providing additional instability for showers, and even a few
thunderstorms. Low snow levels Sunday night/Mon will set up a better
potential for snowfall accumulation over the mountains as well. The
storm will move farther east on Tuesday, but a baggy trough will
linger over the SW, keeping it quite cool, but dry. Modest warming
is expected for the remainder of next week.

By next weekend, we are looking at more prospects for precipitation
as the atmosphere looks quite unsettled. Low pressure is favored
over the EastPac, and there is potential for another significant
moisture tap to develop from the subtropics. Due to the anomalous
atmospheric flow pattern, cut-off from the main Westerlies,
confidence is quite low regarding the weather outcome here over
SoCal, but we do have potential for more significant precipitation
then.

Confidence is higher for the system incoming this weekend though.
Showers should begin Saturday night, but it looks like the bulk of
the rain will fall on Sunday as a cold front sweeps across the
region. Rainfall should be most widespread and locally heavy near
the time of frontal passage. Upslope flow will enhance rainfall
totals o the coastal slopes of the mountains. A high snow level over
7000 FT initially, will keep the main heavy snow threat above 6500
FT, but some snow will accumulate at lower elevations (4000-6000 FT)
through Monday. Showers will be more scattered behind the front
through Monday night. See the Hydrology discussion below for more
detail.

Winds could result in some impacts as well, especially over the San
Bernardino Mts where gusts to 70 MPH or more are possible on Sunday.
Winds will be noticeable at lower elevations as well, especially
ahead of the cold front where they could gust from the south to
around 40 MPH. A high Wind Watch has been issued for the mountains
on Sunday. Wind Advisories will likely follow, to be in effect on
Sunday as well.

.AVIATION...
091635Z...Mostly clear with unrestricted VIS through tonight. SCT
low clouds with bases around 2500 feet are expected near the coast
after 08Z Saturday. Low confidence for CIG impacts at TAF sites.

.MARINE...
No hazardous marine conditions are expected through Saturday. For
Saturday night through Monday, a storm will likely generate west-
northwest winds gusting to 25-30 kt, rough seas, and reduced
visibility at times in moderate to heavy rain. Conditions will
improve on Tuesday.

.HYDROLOGY...

A cold winter storm will track inland across California Sun/Mon
accompanied by a period of moderate to locally heavy rain, and
showers. Rain is expected to begin Saturday night over northern
areas and spread south by Sunday morning across San Diego County.
Light to moderate rainfall will become widespread ahead of a cold
front Sunday morning, then turn showery for the remainder of the day
and evening. Brief, heavy rainfall rates of 1/2 to 3/4 inch/hour are
possible near the front.

Another shot of cold air and instability will arrive on Sunday
night/Mon, behind the main cold front. This could set off more
rounds of heavy showers and even a few thunderstorms into Monday.
Some of these showers could be locally heavy, with small hail and
brief, very heavy rainfall rates, but since they will be scattered
and moving swiftly, excessive rainfall in any one spot is unlikely.

Preliminary storm total precipitation is as follows:
Coast and Valleys...0.75-1.50 inches
Mountains...2-4 inches (except locally 4-6 inches on the coastal
slopes of the San Bernardino Mountains)
Deserts...0.25-0.50 inch

Hourly rainfall rates could easily reach one-half inch per hour,
which would generate local flooding problems, especially in urban
areas, recent burn scars, and areas with poor drainage. Freezing
levels above 7000 feet initially, will fall to around 4000 feet
Sunday night. This will keep the greatest heavy snowfall potential
above 6500 feet, where amounts over ten inches are possible by
Monday evening. Heavy runoff along the coastal slopes is likely
through Sunday, due to the much higher snow levels. The flooding
risk will lessen as the snow level lowers and heavier showers mix
with ice on Monday. No mainstem river flooding is expected, although
smaller streams could, and normally dry creek beds will be flowing
at times.
