...FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 415 PM PDT THIS 
AFTERNOON FOR RIVERSIDE AND SAN BERNARDINO COUNTIES...

At 253 PM PDT, Doppler radar indicated thunderstorms producing heavy 
rain across the warned area. Between 0.5 and 1 inch of rain has 
fallen. Additional rainfall amounts up to 0.25 inches are possible 
in the warned area.

HAZARD...Life threatening flash flooding. Thunderstorms producing
         flash flooding.

SOURCE...Radar.

IMPACT...Life threatening flash flooding of creeks and streams,
         urban areas, highways, streets and underpasses.

Some locations that will experience flash flooding include...
  Yucaipa, southeastern Mount San Gorgonio, Beaumont, Banning, 
  Calimesa, Morongo Indian Reservation and Cherry Valley.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

This is a life threatening situation. Heavy rainfall may cause 
extensive and severe flash flooding of creeks, streams, and ditches 
in the El Dorado and Apple Burn Scars. Severe debris flows can also 
be anticipated across roads. Roads and driveways may be washed away 
in places. If you encounter flood waters, climb to safety.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

.SYNOPSIS...
There will be fluctuations during the next week in monsoonal
moisture and chances for afternoon and early evening thunderstorms
in the mountains and deserts. Today is expected to be similar to
Monday, then a little drier with fewer thunderstorms for Wednesday
and Thursday. Then increasing moisture for Friday and Saturday
with greater chances for thunderstorms and inland high
temperatures not as hot. Then a drying trend for Sunday and Monday
with warmer high temperatures for inland areas early next week as
the drying occurs.

.DISCUSSION...FOR EXTREME SOUTHWESTERN CALIFORNIA INCLUDING ORANGE...
SAN DIEGO...WESTERN RIVERSIDE AND SOUTHWESTERN SAN BERNARDINO
COUNTIES...

.SHORT TERM...(Today through Thursday)...
Convection has started to grow and become more widespread over the
mountains, especially near the Big Bear area. These showers and
storms will continue to produce locally heavy rainfall and gusty
winds through the early evening. The marine layer will continue to
be shallow and will bring some cloudy conditions near the coast
this evening into tomorrow morning. Wednesday and Thursday still
look to be slightly drier with PWAT values lowering a bit from
today. Will continue a slight chance of thunderstorms across the
mountain areas during Wednesday and Thursday afternoons as the
monsoonal flow pattern weakens. High temperatures are currently
right near the century mark this afternoon. We will see similar
temperatures for tomorrow, with a slight decrease in temperatures
for Thursday.

.LONG TERM...(Friday into early next week)...
Another surge of monsoonal moisture is expected Friday into
Saturday per latest long-range models. This will lead to a higher
chance of scattered thunderstorms across the mountains and
deserts. Some storms may even drift west for areas of the Inland
Empire and San Diego County on Saturday. Drying is expected by
Sunday into early next week. Temperatures will slowly take a
downward trend by the end of the week, though humid days will
continue.

.AVIATION...
162000Z...Coast/Valleys...FEW low clouds at the beaches this
afternoon but no CIG/VIS impacts at coastal TAF sites through 03Z
Wed. Chances for SCT-BKN low clouds at coastal TAF sites return
after 06Z Wed with bases 700-900 ft MSL. Otherwise, SCT100 with
unrestricted vis through tonight.

Mountains/Deserts...ISOLD-SCT SHRA/TSRA over the mountains and high
deserts this afternoon with CB bases 10,000 feet MSL and tops 35,000
feet. Gusty and erratic winds and brief heavy rain vcnty TSRA.
SHRA/TSRA dissipating by 17/03Z.
