At 922 AM EST, Doppler radar indicated thunderstorms producing heavy 
rain across the warned area. Between 1.5 and 3 inches of rain have 
fallen. Additional rainfall amounts of 0.5 to 1 inch are possible in 
the warned area. Flash flooding is ongoing or expected to begin 
shortly.

HAZARD...Flash flooding caused by thunderstorms.

IMPACT...Flash flooding of small creeks and streams, urban areas,
         highways, streets and underpasses as well as other poor
         drainage and low-lying areas.

.SYNOPSIS...
Widespread showers move into the area today, with heavy rain
and flooding possible. Rain transitions to snow showers late
Sunday into Monday morning. High pressure prevails thereafter.

&&

.NEAR TERM /THROUGH TONIGHT/...
As of 530 AM Saturday...

Previous forecast remains on track. No changes needed at this
time.

As of 209 AM Saturday...

A warm front will move north of the area this morning and stall
until a sfc low pressure develops along it this evening. Meanwhile,
scattered to numerous rain showers will continue moving across
the area through tonight. There is a slight risk for few
thunderstorms to become severe along southern WV, northeast KY,
and southwest VA through tonight. There is a marginal risk for
severe weather further north of these areas where severe storms
can't be ruled out. The main impacts from any storms will be
gusty winds and possibly some hail.

An associated cold front will push the aforementioned boundary east
by early tomorrow morning. This will result in widespread chances
for moderate to heavy rain possible throughout Sunday morning. This
poses a flooding risk through the weekend. Rainfall accumulations
of 2.5 to 3 inches are progged along the Tri-state of OH/WV/KY
as well as roughly along the Ohio River between WV/OH through
tonight. Elsewhere, at least 1 to 1.5 inches of rainfall are
expected.

A Flood Watch will be in effect over portions of northeast KY,
southeast OH, and much of the northwestern half of WV. A moderate
risk for excessive rainfall is in effect for tomorrow along
portions of northeast KY, southeast OH, and western WV, with a
slight risk elsewhere. Localized flooding issues will be a
possibility area wide, particularly in those locations under the
moderate risk and within the Flood Watch, and any low-lying and
other flood-prone areas.

Temperatures will continue mild in the 60s for much of the lowlands
and 50s to 60s along the higher elevations.

.SHORT TERM /SUNDAY THROUGH MONDAY/...
As of 230 AM Saturday...

With the frontal band past the area kicked out to the east,
another feature, a surface low overhead, will cause some
additional moisture to infiltrate the area due to wrap around
flow. Additionally, an upper level trough sliding in right
behind the low will aid in more lift, ultimately supporting
more precipitation through Sunday.

As CAA surges in associated with post-frontal northwesterly
flow and the upper trough filtering in cold Canadian air,
boundary layer temperatures will drop to freezing or below
shortly after sunset. This will commence a changeover to mostly
all snow overnight into Monday morning. Models are spinning up a
surface low associated with the aforementioned trough just
south of the area around midday Sunday. This will eject moisture
into the area along the mountains as it traverses northeast,
consequently just grazing the eastern mountains.

This extra support from the low pressure system will keep snow
on the table longer than estimated before which will add some
minor accumulations to storm total amounts in certain locations
through possibly Monday afternoon. Lingering showers are
possible since temperatures will reach into the low to mid 30's
for the lowlands and low 20's to low 30's for the higher
elevations, including the mountains for daytime highs. This,
along with -10C or less 850mb temps, any precipitation that does
make it into the area will fall as snow even during the daytime.

.LONG TERM /MONDAY NIGHT THROUGH FRIDAY/...
As of 230 AM Saturday...

For the rest of Monday and all of Tuesday, expect surface high
pressure to shield the area while getting back to seasonable
temperatures for Tuesday after a short cold spell. The first
half of Wednesday looks fair until a low pressure system skirts
across the Great lakes and drags in a frontal boundary through
the area for the rest of Wednesday. Models are still struggling
with this solution and only the GFS is really on board with a
pronounced frontal boundary. For this reason, accepted blended
guidance which kept the area dry which makes sense if models
are in such disagreement this early on. Thereafter, long range
models are trying to bring in another system associated with a
broad upper level trough for Thursday and into Friday, however
they are in disagreement on timing and extent, therefore left in
central guidance which was rather high in precipitation
probability, but nonetheless this will keep unsettled weather a
possibility through the rest of this period.

.AVIATION /12Z SATURDAY THROUGH WEDNESDAY/...
As of 521 AM Saturday...

Scattered to numerous showers with embedded thunderstorms will
continue as a frontal boundary stalls just north of the area
through tonight. The southern half of our CWA will be prone to
thunderstorms, some with heavy rain and strong gusty winds
through this afternoon.

A weak low pressure center develops along the front today,
forming a cold front to cross east by Sunday 12Z. This will
result in a continuation of widespread MVFR/IFR/LIFR CIGs
through tonight.

South southwesterly flow 5-15 kts will be common by this
afternoon, with the strongest winds across the southern/eastern
portions of the region. Gusts of 15-30 kts will be possible
this afternoon across the area. LLWS has also been included in
the TAFs for portions of tonight and late afternoon.

Torrential rainfall is also occurring with this storm and may lead to
localized flooding. Do not drive your vehicle through flooded
roadways.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to travel across
flooded roads. Find alternate routes. It takes only a few inches of
swiftly flowing water to carry vehicles away.
