.SYNOPSIS...

Dry and mild conditions will prevail through Monday with periods
of high clouds and valley inversions. Very strong winds and heavy
rain are expected to move into the Sierra Monday night and
Tuesday with the rain gradually turning to snow in the Sierra
Tuesday afternoon as snow levels drop. Additional storms will keep
the chance of rain and mountain snow going with additional
impacts possible through New Years Day.

.SHORT TERM (Through Monday Afternoon)...

High pressure will continue to roll over the region today and
tonight with valley inversions hanging in tight. Freezing fog was
once again observed in the Honey Lake Basin near Susanville,
Martis Valley around Truckee and the Mono Basin along Hwy 395 near
Lee Vining. Web cams showed high variability in the fog as mid-
high clouds drifted overhead. So motorists should anticipate
rapidly changing visibility near the fog areas. The fog may
persist through the day as inversions will be quite strong,
especially for the Honey Lake Basin and Mono Basin where
temperatures will struggle to warm up much today. Elsewhere,
another mild day is in store similar to Saturday with 40s and 50s.

Winds will begin to increase across the ridges late tonight and
especially Monday as the first in a series of storms approach.
Inversions should begin to break Monday afternoon, except down in
Mono County where they may persist a bit longer as they await
stronger winds to surface Monday evening. We extended the areas of
freezing fog this evening into the overnight areas for the Sierra
valleys in Mono County, but the fog or stratus may hang around
longer into Monday depending on how long it takes the winds to mix
down. Ridge winds will begin to hit 60-80 mph by early afternoon
Monday with gradients beginning to tighten in the Tahoe Basin and
near the Oregon border where breezy winds will surface Monday
afternoon. Waves will become choppy on Lake Tahoe Monday
afternoon. Monday will be another very mild day with highs
reaching 10 degrees above normal most spots.

.LONG TERM (Tuesday through New Year's Day)...

A potent atmospheric river storm is poised to impact the Sierra and
western Nevada with widespread impacts from wind, rain, and high
elevation snow expected mainly on Tuesday. While this will mainly be
a rain event for most locations, snow levels will eventually drop
Tuesday afternoon and evening which will herald the beginning of
snow impacts along the Sierra crest passes. Wind signatures are
becoming more robust and the potential for strong and damaging
winds are increasing from Monday night into Tuesday.

* STRONG & POTENTIALLY DAMAGING WINDS: High Wind Watches are
  currently in effect from Monday evening into Tuesday across NE
  California, the eastern Sierra, and portions of western Nevada
  due the potential for high winds ahead of the incoming
  precipitation. Latest guidance has trended stronger with the
  incoming 700mb jet on Tuesday morning at an impressive 70-80kts.
  This can translate into gusts in the 60-70 mph range for western
  Nevada valleys and upwards of 80 mph for wind prone canyons,
  particularly along US- 395 and I580. Winds of this magnitude can
  be damaging, so be sure to make preparations ahead of time and
  secure any loose outdoor items or bring them indoors as they may
  go airborne.

* WARM PHASE OF THE STORM (Late Monday into Tuesday morning): Being
  a moisture laden atmospheric river storm, snow levels will quickly
  jump from 7500' to near 9000-10000' with the arrival of the main
  moisture surge Tuesday morning. Moderate to heavy rain will be
  widespread across the Sierra with spillover rainfall pushing into
  western Nevada valleys. Rain amounts during this timeframe will
  generally range from 1-2 inches across the eastern Sierra. Western
  Nevada spillover rain of 0.50-1.0" is possible with less than a
  quarter of inch expected east of US-95A across the Basin and
  Range. Sierra elevations above 8500' could see 6-12" of heavy/wet
  Sierra cement which could impact(SR431)-Mt Rose Summit.

* COLDER PHASE OF THE STORM (Tuesday Afternoon-Wednesday): A cold
  front will move through the region and lower snow levels to near
  Sierra crest pass levels (7000-7500') by mid to late Tuesday
  afternoon. Travel impacts from snowfall across the eastern
  Sierra will likely increase as snow levels continue to fall
  Tuesday night with snow levels nearing 5000 feet by daybreak on
  Wednesday. As such, a Winter Storm Watch has been issued, with
  most of the heavier snow confined to elevations above 8000 feet
  with a few inches of slushy accumulations possible near lake
  level elevations. Overall, additional liquid equivalent
  accumulations of 0.75-1.25" are possible along the eastern
  Sierra with up to 0.25-0.50" for far western Nevada valleys.
  Elevations above 7000 feet could see an additional 6-12" with
  10-20" mainly above 8000 feet. Foothills across western Nevada
  could also pick up a slushy inch or two of snow during this
  timeframe but lower valleys will likely only see a rain/snow mix
  by Wednesday morning with little accumulation expected.

* OUTLOOK INTO THE START OF 2023: Like the Jelly of the Month
  Club, a stout jet across the entirety of the Pacific Basin will
  be the gift that keeps on giving as it delivers additional waves
  of moisture across the west coast. Potentially up to three
  additional waves of moisture will be possible before the New
  Year with systems possible again on Thursday, Friday, and
  Saturday and additional waves arriving through the first week
  of January. Timing of these upcoming storms are still to be
  determined, although it's becoming likely that they will be
  cooler and wetter than our upcoming storm on Tuesday. Fuentes

.AVIATION...

...Heightened threat of damaging winds and severe turbulence
Tuesday morning...

Freezing fog will persist at KTRK and for some other Sierra
valleys through about 17Z and may return briefly late this evening
and into the very early morning hours Monday as inversions remain
strong. Winds will begin to increase across the ridges late
tonight and Monday morning and continue to increase throughout the
day Monday, leading to increasing turbulence and LLWS.

A strong storm will bring very strong winds Monday night through
Tuesday as a 160+ upper level jet pushes into the northern Sierra
and FL100 winds increase to 70-80 kts. Widespread LLWS, rotors
and turbulence are likely Monday night through Tuesday afternoon.
Right now the period to watch is 09Z-21Z Tuesday, just ahead of
the main precipitation band. This period has the highest
probability of severe turbulence, strong LLWS, and surface wind
gusts in excess of 50 kts along the eastern Sierra from KSVE-
KMMH, potentially impacting all Sierra and western NV terminals.

A period of rain and high elevation snow will follow the strongest
winds, although it will remain quite breezy and turbulent even
into Tuesday night. Most widespread MVFR conditions and terrain
obscurement will be in the Sierra where showers are likely to
persist through much of the week as additional waves move through
the region in a moist westerly flow aloft.

.HYDROLOGY...

Rivers and streams with large portions of their watersheds below
approximately 6500 feet may see rapid rises, but no river flooding
is anticipated at this time.

The time to watch most carefully will be late Monday night and
Tuesday, when the combination of high precipitation rates and
elevated snow levels will start impacting the snowpack along with
rises on rivers and streams.

Based on the current best forecast information, some minor urban and
poor drainage area flooding is likely during periods of high
rainfall rates. This includes Sierra valleys where previous snow may
impact drainage. These storms will help to prime our snowpack, soils
and streams for more efficient runoff and increased flood concerns
with any additional warm and wet systems.

We will keep a close eye on additional precipitation from storms
over the New Year's weekend and into early January. -TB
