.SYNOPSIS...
The remnant low from Tropical Cyclone Nicole will pass toward New
England through today as a surface trough pushes offshore. A
cold front will cross the area late this evening, then cold high
pressure will build into the area into Sunday and Monday. A
coastal low will impact the region late Tuesday through
Wednesday bringing another period of precipitation to the area,
then cold and dry high pressure will return again through the
end of the week.

&&

.NEAR TERM /THROUGH TONIGHT/...
Fairly extensive cloud cover remains across much of eastern
Pennsylvania and much of New Jersey, so we have increased cloud
cover through the morning into the afternoon hours. Shower
activity has ended as the front has moved near the coast and
will likely remain there through the day. As remnant low of
Nicole continues to lift across northern New England and into
the Canadian Maritimes today, winds will remain out of the west
to northwest. Winds will be gusty for the first half of today,
before diminishing some this afternoon.

Although dew points will lower through today it will take some
time for the cooler air to arrive. Highs today will once again
top off in the upper 60s to low 70s.

CAA continues tonight. Lows will drop down into the upper 30s in the
southern Poconos, and will otherwise be in the low to mid 40s.

An upper trough with strong shortwave energy passes through the
region tonight, touching off scattered showers across the region.
Rainfall amounts during the overnight hours tonight will generally
be less than a tenth of an inch.

.SHORT TERM /SUNDAY THROUGH MONDAY NIGHT/...
A trough axis and associated jet streak will push across our area
into Sunday. Cold high pressure will build to our west through
Sunday night and into Monday as the trough departs offshore.

Sunday will see the arrival of a much cooler airmass compared to the
one brought to the region by Nicole. Temperatures will be about 20
degrees colder than Saturday. Any light showers will quickly clear
out by late morning, although some broken cloud cover may linger
into the afternoon, especially along and north of I-78. a few rain
or snow showers are possible in the southern Poconos. Northwest
winds will continue to prevail around 10-15 mph with gusts to around
25 mph. Expect highs mostly in the upper 40s (west) to low 50s
(east), although the breezy conditions will make it feel a bit
cooler.

Temperatures will fall well into the 30s Sunday night with some
upper 20s getting into the Poconos, eastern Pennsylvania, and
northwest New Jersey. Cold advection will be continuing, so winds
should stay up around 5-10 mph with wind chills in the 20s (10s in
the higher elevations). The winds and elevated dewpoint depressions
will preclude any frost formation, however portions of Delmarva, the
urban corridor, and surrounding suburbs will likely experience their
first freeze if not coming within a degree or two of it. A Freeze
Watch has been issued in all remaining zones where the growing
season continues for Sunday night with low temperatures forecast to
range from around 30 to 34 degrees.

High pressure will continue building from the west on Monday. Expect
mostly clear/sunny skies and high temperatures mainly in the mid to
upper 40s and upper 30s in the higher terrain. Winds will be lighter
than Sunday, but a northwest breeze around 10 mph will keep apparent
temperatures suppressed a bit.

Any areas, especially inland, that do not experience a freeze Sunday
night will likely have a freeze Monday night as well, including
Philadelphia proper and adjacent urban areas. Low temperatures will
be in the mid 30s along the immediate coast and from the mid 20s to
around 30 degrees inland. At least some patchy frost is expected to
develop as winds become light with clear skies overnight. Our
Frost/Freeze program will end on Tuesday, November 15th and thus
no additional Frost/Freeze headlines will be issued after then.

&&

.LONG TERM /TUESDAY THROUGH FRIDAY/...
The long term forecast features decidedly cold conditions continuing
through next week with temperatures running about 5-10 degrees below
normal across the board. This will be thanks to cold high pressure
lingering to the north and west of the area through the week keeping
a cold, dry continental air mass locked in place across much of the
central and eastern CONUS. Expect highs ranging from the 40s to
around 50 degrees with lows ranging from the mid 20s to mid 30s next
week. The only precipitation expected next week will be from a
coastal low, which is forecast to impact the area from late Tuesday
through early Wednesday. Details follow below.

A shortwave trough will eject from the Southeast and across our
region from Tuesday through Tuesday night. Guidance remains in good
agreement that this will lead to an area of cyclogenesis across the
coastal Mid-Atlantic region with the coastal low eventually moving
toward New England into Wednesday. This will likely result in a
period of precipitation across the area with the greatest chances
and highest QPF generally across the southern half of the area,
especially the coastal plain. PoPs have further increased to the 80-
90% range. Precipitation should move into the area late in the day
Tuesday with the main period being during the overnight hours.

It appears increasingly likely that cold enough air will remain in
place northwest of I-78 to support some snow in these areas,
especially Tuesday night. The southern Poconos are most likely to
experience all snow for at least some duration of the system,
although a mix of rain and snow is possible down into the Lehigh
Valley, the higher elevations of Berks County, and northwest New
Jersey. There is a chance of some light snowfall accumulations
generally less than one inch in the southern Poconos and highest
peaks of eastern Pennsylvania and northwest New Jersey, but
confidence on this remains low. There could also be a brief period
of sleet or freezing rain depending on how the details of the
thermodynamic profile shake out. In any case, it appears unlikely
that this first wintry system of the season for our area will cause
any notable impacts at this time.

The precipitation will probably linger into the daytime period
Wednesday, but precip will diminish in coverage as the coastal low
departs later in the day. Conditions then trend toward fair weather
toward the end of the week with the below normal temperatures
continuing.

.AVIATION /15Z SATURDAY THROUGH WEDNESDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE,
KRDG, KILG, KMIV, KACY and surrounding areas.

Today...Conditions will vary between VFR and MVFR through the
morning as as cloud cover remains in place across most of
eastern Pennsylvania and New Jersey. A return to VFR should
develop everywhere by this afternoon. Gusty west/west-
northwest winds are expected for the morning with gusts around
20-25 kts anticipated. Gusts will taper off around the mid to
late afternoon, with WNW winds around 10-15 kt from that point
forward. Moderate confidence.

Tonight...Start out VFR for all terminals, though some MVFR
ceilings could take over through the night as showers begin to
approach from the west. Northwest winds around 5-10 kt. Showers
should move out around daybreak, though low confidence on timing
of showers/CIG restrictions as there is some spread among
guidance. Low confidence.

Outlook...

Sunday...Showers move out during the mid to late morning on Sunday,
with VFR conditions taking over for most of the day. Northwest winds
around 10-15 kts with gusts around 20-25 kts. Winds diminish to 5-10
kts after 00z. Moderate confidence.

Monday...VFR. Northwest winds around 10 kts, shifting north and
becoming 5 kts or less after 00Z. High confidence.

Tuesday...VFR with increasing cloud cover. North to northeast winds
around 5 kts. Moderate confidence.

Tuesday night through Wednesday...MVFR and IFR restrictions likely.
Rain likely with some snow possibly mixing in at ABE/RDG Tuesday
night. Winds northeast 5-10 kts Tuesday night increasing to 10-15
kts Wednesday and shifting to the northwest. Moderate confidence
overall.

.MARINE...
We have extended the Small Craft Advisory on the Delware Bay
through 1 pm as winds remain gusty around 25 knots. The Gale
Warning on the Atlantic Ocean waters has been downgraded to a
Small Craft Advisory. Although wind gusts will fall below SCA
criteria later this morning into this afternoon, sea remain
elevated through at least Sunday morning.

Winds shift to the NW at 15 to 20 kt with 25 to 30 kt gusts late
tonight.

Outlook...

Sunday through Sunday night...Small Craft Advisory conditions will
continue through much of the daytime Sunday and into early Sunday
night. Northwest winds around 15-20 kts Sunday with gusts up to 30
kts lingering through late Sunday evening, then diminishing to
around 10-15 kts overnight. Seas 4-5 feet will diminish to around 2-
4 feet overnight. Fair weather.

Monday through Tuesday...No marine headlines are anticipated.
Northwest winds around 10-15 kts Monday will shift to the northeast
for Tuesday around 10 kts. Seas 2-3 feet with fair weather.

Tuesday night through Wednesday...Small Craft Advisory conditions
may develop during this period as a coastal low develops and pushes
toward New England. East winds 10-20 kts Tuesday night shifting to
