Area Forecast Discussion

.SYNOPSIS...
High pressure will break down this evening leading to thickening
skies overnight. A coastal low will develop and bring a mixture of
wintry weather early Thursday before transitioning to all rain
Thursday night into Friday. High pressure will build throughout the
weekend and into the middle of next week with below normal
temperatures in store.

&&

.NEAR TERM /UNTIL 6 AM THURSDAY MORNING/...
The large scale weather pattern remains dominated by a blocking
pattern over the North Atlantic and this is continuing to hold a
strong, expansive high in place off to our north. This feature has
held cold and dry across the Northeast and Mid-Atlantic. The low
that will be responsible for our weather remains off to our west
across the Midwest.

The quiet and chilly weather has persisted through the day today as
a ridge of high pressure extending from well off to our north into
Ontario continues to dominate. Afternoon satellite shows a fairly
expansive cirrus shield primarily still off to our west, and it will
continue to push closer overhead and upper level clouds will thicken
through this evening as the system approaches. Despite dew points
expected to be in the low teens tonight, low temperatures will
bottom out in the 20s areawide with the cloud cover and elevated
winds offsetting optimal radiational cooling.

.SHORT TERM /6 AM THURSDAY MORNING THROUGH FRIDAY NIGHT/...
Summary: Forecast remains on track for a significant coastal storm
expected to impact the area Thursday through Friday with heavy rain,
wintry precipitation, strong winds, and the potential for coastal
flooding. There were not any wholesale changes with this update as
guidance consensus remains quite good with this system overall. One
thing to note though is the GFS still has a slightly colder solution
than most of the other models as it also tracks the low slightly
farther south and east. This is worth mentioning due to potential
impacts on ptypes. Given the synoptic setup and upper jet structure
with the large, dominant upper low well to our west, we think that a
more north/west solution is more likely.

The Winter Storm Watch was upgraded to a Winter Storm Warning for
Monroe County and to a Winter Weather Advisory for Carbon County.
Given the marginal thermodynamic profiles and poor SLRs, the
combination of snow and ice totals are anticipated to warrant a
Warning for Monroe County. However, if confidence increases in
Warning level impacts for Carbon County, the Advisory may need to be
upgraded to a Warning in a future update. The previously issued
Winter Weather Advisory was expanded to include Kent and Queen
Anne's Counties in maryland where confidence has increased that a
light glaze of ice may impact the morning commute. Elsewhere, Winter
Weather Advisories remain in effect for the remaining E/SE
Pennsylvania counties as well as the NJ counties adjacent to the
Philly metro, NW NJ, and northern DE.

Details...

The period will start off quiet overnight with the cold and dry
surface high over Quebec ridging southward into the mid Atlantic
region. Meanwhile, a large surface low impacting the north central
US and Mississippi River Valley will slowly push north and east,
gradually impeding on high pressure across the Northeast. Low clouds
will increase overnight as the large storm system inches closer to
the region, but we will still see temps drop into the low to upper
20s across the area. This cold, dry airmass in place will be an
important factor as the large low pressure system moves into the
region, beginning early Thursday morning.

The big picture shows a primary low over the Midwest early Thursday
with a secondary low beginning to take shape over the SE CONUS near
the system's triple point. This low will then track northeastward
along the coast relatively slowly Thursday through Friday while
deepening. This still doesn't look to be an exceptionally rapidly
deepening low. However the problem will be the strong high banked to
the north supplying the cold air for the wintry precip, slowing the
system down bringing a more prolonged period of moderate to heavy
precip. This will also force a very strong pressure gradient causing
strong E/NE winds by Thursday night into early Friday. So confidence
remains high we will have windy/stormy weather for the Thursday
through Friday period with significant precip amounts.

The onset of precipitation will begin early Thursday morning across
the Delmarva, southeast PA, and extreme southern NJ. Around
daybreak, precip will start light with primarily snow NW of the I-95
corridor with a light mix of rain, snow, sleet, and freezing rain
near and SE of the I-95 corridor, including southern DE and the
Eastern Shores of MD. Through the morning, precip begins to spread
gradually north and east across the region while increasing in
intensity. This is when the morning commute along the I-95 corridor
and points north looks to become wintry, with frozen precipitation
totals of a light glaze of ice and perhaps a dusting of snow/sleet.
This activity continues to support the Winter Weather Advisory.

Easterly winds increasing throughout the day on Thursday will begin
to usher in warmer maritime air across the region, transitioning any
snow to become a wintry mix of snow/sleet/freezing rain, and
eventually to all rain. Unfortunately, we are expecting this
transition to a wintry mix across much of the I-95 corridor to begin
just after daybreak Thursday, impacting the morning rush hour and
resulting in hazardous travel. This wintry mix may only last a
couple hours or even less before turning into all rain along the I-
95 corridor and points south and east, but the impacts will be ill-
timed with the morning commute. The easterly winds will bring in
mild enough air (above freezing) to locales near and north of
Trenton before precipitation begins, so much of central and north
central New Jersey (near and north of I-195) should experience
mostly rain and no wintry travel impacts are expected.

The wintry precip will last longer farther north where it may
persist through most of the day for places like the Lehigh Valley
and points northward into the southern Poconos and NW NJ. However,
even in much of this region the initial snow should start to mix
with sleet and freezing rain into the afternoon as warmer air moves
in aloft. By Thursday evening and overnight, we expect a change to
rain for most of the region with the southern Poconos hanging on the
longest to a wintry mix through perhaps as late as the predawn hours
Friday. The coastal low will be over eastern Virginia Thursday
evening with winds beginning to ramp up and precip becoming heavier.
The low will track slowly north across the coastal plain through the
night reaching southern NJ by Friday morning. This will mean a very
stormy night and it is during this time we should see the heaviest
precip and strongest winds. Expect rain, heavy at times, for most of
the area and it could even be enough to result in some localized
flooding issues. Forecast profiles are also indicating some elevated
instability over southern Delmarva and parts of southern / coastal
NJ so even some thunder will be possible.

Winds will be the other story Thursday night through early Friday
with east winds of 20 to 30 gusting to 40 to 50 mph along the coast
and winds of 15 to 25 gusting 25 to 40 mph inland. These winds could
lead to some power outages for coastal areas and also in our
northern zones (the southern Poconos) due to the combination of the
winds plus snow/ice load. A Wind Advisory has been issued for
portions of the Atlantic coast of Delaware and New Jersey.

In terms of how much snow will accumulate, this remains the lowest
confidence portion of the forecast as this zone across our north
(north of I-80) is likely to be very near a sharp gradient in
snowfall due to the very marginal temperatures at the height of the
storm Thursday night. As mentioned above, there are indications
slightly more warm air could make it in, especially aloft. Amounts
were kept fairly consistent with this update to generally upwards of
3 to 6 inches in the southern Poconos and 1-3 inches just south of
here. However if it manages to stay a bit colder, amounts could
still be higher. Also, icing amounts could exceed one tenth of an
inch in the highest elevations. Storm total snow accumulations
elsewhere will be limited with perhaps 1-2 inches across the Lehigh
Valley and Berks County with a coating to an inch just south of
here. Storm total ice accumulations will only be a few hundredths of
an inch along the I-95 corridor and parts of eastern PA before
changing over to all rain by Thursday afternoon.

For Friday, the low will track slowly from southern NJ towards
southern New England. This will mean rain continuing across much of
the area into the morning with a lingering wintry mix still possible
in the southern Poconos. Precip should then slowly begin winding
down southwest to northeast as the day progresses, meaning parts of
NE PA into NW NJ may not see complete end until Friday evening.
However, the bulk of any impactful precipitation should end by late
Friday morning. E/NE winds mentioned above will persist into the
morning but then shift around to NW in the afternoon and start to
diminish in intensity on the backside of the low. Highs Friday will
be mostly in the 40s except around 50 near the coast and 30s over
the southern Poconos and northwest NJ. These highs won't be too much
warmer though than the temperatures in place to start the day, and
temperatures may actually begin to fall a couple degrees into the
afternoon.

Skies should begin to clear out late Friday and Friday night with
westerly winds remaining elevated near 10-15 mph. Temperatures
should fall to near freezing near and southeast of I-95 and into the
mid to upper 20s northwest of I-95. Areas of black ice may develop
north of I-78 in sheltered areas, but the elevated winds should dry
things out pretty quickly in more exposed areas.

.LONG TERM /SATURDAY THROUGH WEDNESDAY/...
The headline of the long term period will feature an extended period
of dry weather along with below normal temperatures.

By Saturday morning, the coastal low which brought us the wet
weather to end the work-week will be long gone, moving into the Gulf
of Maine and Canadian Maritimes into early next week. This means
skies will be clear by daybreak on Saturday. In addition, high
pressure will be building over the South-Central US and the upper
low over the Great Lakes will be pivoting east with the base of the
trough axis (finally) passing east of our area on Sunday night.

This weekend, highs will range in the lower 30s to lower 40s with an
abundance of sunshine and lows ranging in the mid teens to mid 20s
and mostly clear skies. Diurnally driven westerly winds may become
gusty at times during the afternoon, but winds will subside by
sunset each day.

Not much change is expected Monday into Wednesday as the high
pressure ridge will move overhead, so expect the dry/cool
weather to continue through the middle of the next week. The
next threat of precipitation is not likely until at least the
end of next week.

.AVIATION /20Z WEDNESDAY THROUGH MONDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Rest of Today...VFR with increasing cirrus increasing from SW to NE.
Northwesterly winds 5-10 KT. High confidence.

Tonight...VFR likely through daybreak Thursday. Very late tonight
lower clouds between 2,000-4,000 feet will start to move in from the
southwest. KILG will have the highest chance to see MVFR ceilings
and a wintry mix of precip before daybreak. Winds starting
northwesterly around 5 knots, becoming northeast 5 to 10 kt
overnight. Moderate confidence for the overall forecast, lower
confidence on the timing of MVFR ceilings.

Outlook...

Thursday...Starting VFR most areas, but expecting ceilings and
visibility to quickly drop to MVFR and then IFR by late Thursday
morning in tandem with precipitation overspreading the region.
Precipitation will begin on either side of 12z for all terminals. A
short window of snow showers is possible at precipitation onset for
the I-95 terminals and KRDG/KABE, before transitioning to a few hour
period of a wintry mix of snow/freezing rain/rain/possible sleet.
KMIV/KACY are expected to have only a rain/sleet mix. By early
afternoon, all terminals except KRDG/KABE should be all rain; it may
stay a wintry mix for much of the day at KRDG and KABE. Easterly
winds 10-25 kt with gusts up to 35 kt, with gusts up to 40 kt
possible at KACY. High confidence in IFR or lower conditions, low
confidence in exact timing.

Friday...IFR conditions with rain showers continuing through at
least the first half of the day with gradual improvement to VFR for
the evening. Easterly winds, shifting northwesterly by the
afternoon, at 10-25 kt with gusts up to 30 kt. Moderate confidence
on the overall pattern, low confidence in exact timing.

Saturday and Sunday...VFR. Westerly winds 5 to 15 kt. Moderate
confidence.

Monday...VFR. Westerly winds 10-15 knots. Moderate confidence.

Fair weather. Conditions expected to remain below SCA criteria
through tonight. Northwesterly winds becoming northeasterly
overnight at 10-15 knots. Seas 3-4 feet.

Outlook...

Thursday through Friday night...A strong coastal storm will impact
the waters beginning Thursday morning through Friday. Easterly winds
and seas will increase through Thursday. Expect winds increasing to
20-25 kts with gusts up to 30-35 kts, strongest across the Atlantic
waters south of Atlantic City, and seas 4-6 feet. Winds and seas
will continue to build Thursday night as the storm approaches.
Expect easterly winds increasing to 25-35 kts with gusts near 40-45
kts and seas building to 8-12 feet by daybreak Friday. As the storm
moves up the coast early Friday, winds will diminish for a short
period then increase again from the northwest to west around 15-25
kts with gusts of 25-35 kts. Winds will gradually diminish through
Friday night. Seas will remain around 4-7 feet Friday through Friday
night. Moderate to heavy rain is likely from Thursday through Friday
morning, then fair weather through Friday night.

The Gale Watch was upgraded to a Gale Warning for all waters. A
Small Craft Advisory was also issued for the daytime Friday for
Delaware Bay and Atlantic waters north of Atlantic City where gale
force winds are likely to hold off until Thursday night.

Saturday through Monday...Small Craft Advisory conditions possibly
continuing. West to northwest winds 15-20 kts with gusts up to 25
kts and seas 3-5 feet. Fair Weather.

&&

.HYDROLOGY...
One to two inches of liquid is expected HSA-wide by the time the
precipitation ends Friday or Friday night. By late Thursday,
everywhere except the Poconos and NW NJ should see just plain rain.
So with most of the precipitation falling as plain rain across much
of the area, we will have to content with some runoff.

The rain should increase in intensity Thursday evening and persist
through the overnight. It's at this time where nuisance and low
lying flooding is most likely to develop. It's not February and the
ground isn't frozen in most areas. This will allow some water to
work its way sub-surface. On the other hand, it's still the time of
year where leaves can hamper drainage. If you plan to be on the road
Thursday night, be aware that minor roadway flooding is possible.

The bulk of the runoff will start hitting area creeks/streams/rivers
Thursday night and continue through Friday. We are not expecting any
of our forecast points to reach flood stage at this point, but we
will likely get close at Blackwell's Mills.

As mentioned, at this time, we are thinking 1 to 2 inches of liquid.
As a contingency, if the Raritan or the Passaic basins end up
receiving more than 2 inches of rain across a large portion, a
forecast point or two (Blackwell's Mills and Pine Brook) will be
more prone to seeing water levels approaching/reaching flood
stage.

&&

.TIDES/COASTAL FLOODING...
A developing coastal low will increase the risk for coastal flooding
Thursday night into Friday. Onshore (easterly and northeasterly)
flow appears likely from Thursday morning through Friday morning.
This set up will increase the risk for coastal flooding for the
Atlantic ocean front and Delaware Bay. While less certain, it
appears there is a low risk for tidal flooding on tidal portions of
the Delaware river. Tidal flooding is not expected on the
northeastern shore of the Chesapeake Bay.

With this timing, the good news is that the peak of the storm surge
will be with the lower of the two daily astronomical high tides on
Thursday night. Also, this will fall pretty much right on the
quarter moon, meaning even the higher of the astronomical tides will
still be more than 2 ft below minor flood thresholds on the Atlantic
oceanfront. These factors should help to keep the magnitude of tidal
flooding, if it occurs, in the minor category even on the Atlantic
oceanfront and Delaware Bay. While the peak surge will be with the
Thursday night high tide, higher tidal levels may persist with the
Friday high tide, especially for back bays.
