Area Forecast Discussion

.SYNOPSIS...
High pressure will build southward through Wednesday. A coastal
storm will impact the region Thursday into Friday as it
progresses just off our coast. This system will move away from
our region by Saturday as high pressure builds in through the
remainder of the weekend.

&&

.NEAR TERM /THROUGH WEDNESDAY/...
A cold but sunny afternoon in progress across the region, and a very
dry air mass (many dew points down into the teens) is adding to the
chill.

Strong surface high pressure centered near James Bay is forecast to
move little through Wednesday. This high continues to extend
southward over our region, although its axis remains just to our
west. Meanwhile, a closed low in the Canadian Maritimes will
retrograde into northern New England tonight before shifting east
early Wednesday morning. Our sensible weather will continue to be
driven by the cold and dry surface high extending down from the
north. A large storm system in the Plains this afternoon however
will toss some high clouds our way especially during Wednesday.

A northwest wind this afternoon is forecast to become light and
variable for many spots this evening as decoupling takes place.
This along with a very dry air mass and a clear sky will result in
temperatures dropping quickly this evening. As the closed low pivots
across northern New England tonight into very early Wednesday
morning, the western edge of it slides across our northern areas.
The pressure gradient tightens some as a result and much of the
guidance shows some increase in the surface winds toward early
morning. This may be more notable across our northern zones, and
this may halt the temperature drop. The northwest wind continues
Wednesday and while a mostly sunny sky is anticipated, at least some
high clouds will be on the increase. Low temperatures tonight are
expected to be mostly in the 15-25 degree range, with high
temperatures Wednesday into the upper 30s to low 40s (colder for the
northwestern zones).

.SHORT TERM /WEDNESDAY NIGHT THROUGH FRIDAY/...
The main story for this period will be the significant coastal
storm expected to impact the area Thursday through Friday with
heavy rain, wintry precipitation, strong winds, and even the
potential for coastal flooding.

To begin the period Wednesday evening, there will be a large,
lumbering trough over the central CONUS with a large surface low
centered near Iowa. Meanwhile, the blocking pattern over the north
Altantic into parts of northern Canada will be holding in place a
expansive strong, cold surface high over Quebec with ridging
extending south into the mid Atlantic region. This set up will mean
cold, dry conditions into Wednesday night and this will be an
important factor for when the system arrives. It will be quiet
across the areas through Wednesday evening but there will be an
increase in cloud cover with time as the system starts to approach
from the west. And by late night (8-12z timeframe) expect we may
start to see precip moving into portions of Delmarva and beginning
as a wintry mix due to the antecedent cold air.

The meat of the storm looks to move into the area Thursday through
Thursday night. All Global guidance is overall good agreement that
there will be a primary low over the Midwest early Thursday with a
secondary low beginning to take shape over the SE CONUS near the
system's triple point. This low will then track northeastward along
the coast relatively slowly Thursday through Friday while deepening.
This doesn't look to be an exceptionally rapidly deepening low but
the main problem will be the slow movement due to the strong high
banked to the north. This setup will do several things: increase the
potential for wintry precip, especially at the onset, bring a more
prolonged period of moderate to heavy precip compared to many
systems, and also force a very strong pressure gradient causing
strong E/NE winds by Thursday night into early Friday. So confidence
at this point is quite high we will have windy/stormy weather for
the end of the week with significant precip amounts. But the main
forecast challenge and lingering area of uncertainty is the specific
details of the temperature profiles which will of course have a big
effect on resulting weather types and snow/ice amounts. That said,
given that there are some differences in the forecast guidance we
leaned the forecast generally towards the colder temperature
guidance for Thursday due to the antecedent cold, dry airmass
and resulting evaporational cooling effects that will be in play
for the onset of the storm Thursday.

In terms of what we're forecasting in the grids for sensible
weather, expect precipitation to begin overspreading the area
in earnest Thursday (from southwest to northeast) reaching our
northern NJ zones by afternoon. Overnight lows into early
Thursday will be in the 20s to low 30s for most areas so as a
result we expect that even as far south as the I-95 corridor and
potentially even a bit farther south, the precip will begin as
a wintry mix (including sleet and freezing rain) Thursday
morning. Farther north towards the Lehigh Valley and points
north, it should be mainly snow while near the coast this should
be an all rain event. However as we go through time during the
day Thursday, milder air will be getting drawn in from the east
causing a change to mainly rain to occur from south to north.
This means that wintry precip near the I-95 may be fairly
short lived with the main problem being that it could be ill-
timed with the morning commute resulting in travel issues. The
wintry precip will last longer farther north where it may
persist through most of the day for places like the Lehigh
Valley and points northward into the southern Poconos and NW NJ.
However even in much of this region the initial snow should
start to mix with sleet and freezing rain as warmer air moves in
aloft.

By Thursday evening, expect the coastal low to be over eastern
Virginia with winds beginning to ramp up and precip becoming
heavier. The low will track slowly north through the night reaching
southern NJ by Friday morning. This will mean a very stormy night
and it is during this time we should see the heaviest precip
and strongest winds. Expect rain, heavy at times, for most of
the area and it could even be enough to result in some localized
flooding issues (mostly of the nuisance, urban, poor drainage
variety). Precip types will continue to be trickier across our
far north through the I-78 and I-80 corridor where it could
remain more of a wintry mix. Again, this is where there is less
certainty regarding the details of the forecast. The trend
should actually be though for temperatures to continue warming
through Thursday night due to track of the low hugging the coast
and continuing to draw in milder air from the east. So the
warmest temperatures may actually be realized around 9-12z
Friday when even much of the Poconos and NW NJ could flip to
rain. Winds will be the other story Thursday night with east
winds of 20 to 30 gusting to 30- 40+ mph along the coast and
winds of 15 to 25 gusting 25 to 35 mph inland.

For Friday, the low will track slowly from southern NJ towards
southern New England. This will mean rain continuing across much of
the area into the morning with a lingering wintry mix still possible
in the southern Poconos. Precip should then slowly begin winding
down southwest to northeast as the day progresses meaning parts of
NE PA into NW NJ may not see it end until Friday evening. The
current forecast is for upwards of 3 to 6 inches of snow along
with up to a tenth of an inch of ice for the southern Poconos
through early Friday with amounts tapering farther south. But
again, confidence still low regarding these amounts. Near the
I-95 corridor, any snow accumulation should very limited but
there will be that potential for a few hundredths of an inch of
ice accretion Thursday morning.

The strong E/NE winds mentioned above will persist into the
morning but then shift around to NW in the afternoon and start
to diminish in intensity on the backside of the low. Highs
Friday will be mostly in the 40s except low 50s near the coast
and 30s over the southern Poconos. These highs won't be too much
warmer though than the temperatures in place to start the day.

.LONG TERM /FRIDAY NIGHT THROUGH MONDAY/...
For Friday night, any lingering precipitation over northeast PA
into northwest NJ will be winding down with clearing and colder
weather to follow for the overnight as the low continues
pulling away.

Looking ahead to the remainder of the weekend into the beginning of
next week our storm system continues pulling away north and east,
but lingers in eastern Canada helping keep a broad long wave trough
over much of the east. High pressure slowly builds back in from the
west, ushering in drier, but colder weather.

.AVIATION /20Z TUESDAY THROUGH SUNDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Rest of this afternoon...VFR. Northwest winds 5-10 knots. High
confidence.

Tonight...VFR. Northwest winds 4-8 knots, becoming locally light
and variable. High confidence.

Wednesday...VFR with some high clouds. Northwest winds 5-10 knots.
High confidence.

Outlook...

Thursday through Friday...Coastal storm forecast to impact the area
with sub VFR conditions developing during Thursday and likely
lasting into at least part of Friday. Good potential for IFR during
the height of the storm. East winds 10-20 knots Thursday through
early Friday with gusts of 20 to 30 knots likely developing
overnight Thursday night into Friday. Winds coming around to
northwest at 10 to 20 knots by late Friday on the backside of the
system. This system also has the potential to affect most TAF sites
with some wintry precip Thursday morning, except at ACY where it
should be all rain. Best chance for more prolonged wintry precip
will be at RDG and ABE. Moderate confidence on the overall evolution
of the weather with this system but low confidence at this time
regarding details.

Saturday...Mainly VFR. Moderate confidence.

.MARINE...
A Small Craft Advisory remains in effect for the New Jersey and
Delaware Atlantic coastal waters through midday Wednesday. While
seas are subsiding this afternoon (even down to 4 feet across the
northern waters), some increase is expected overnight and early
Wednesday morning. In addition, northwesterly winds are expected to
increase for a time later tonight and early Wednesday morning before
diminishing some. The conditions on Delaware Bay are anticipated to
remain below Small Craft Advisory criteria.

Outlook...

Wednesday night through Friday...Coastal storm will impact the
waters as it moves northward with Gale conditions increasingly
likely for Thursday night into early Friday. It's even possible
some zones could reach storm force winds. These winds will
initially be out of the east but then come around to westerly
and start to diminish Friday afternoon on the backside of the
system.

Saturday...Winds/seas will have diminished from the height of
the storm but SCA conditions still likely.

.TIDES/COASTAL FLOODING...
A developing coastal low will increase the risk for coastal
flooding late this week (Thursday and later). There remains
considerable uncertainty in the duration and magnitude of the
onshore flow. However, at this point, a period of onshore
(primarily easterly) flow appears likely from Thursday morning
through at least Friday morning. This set up will increase the
risk for coastal flooding for the Atlantic ocean front, Delaware
Bay, and possible impacts on tidal portions of the Delaware
River. The risk for tidal flooding on the northeastern
Chesapeake Bay is relatively low at this time.

If the current timing of the easterly winds holds, the good
news is that the peak of the storm surge will be with the lower
of the two daily astronomical high tides on Thursday night.
Also, this will fall pretty much right on the quarter moon,
meaning even the higher of the astronomical tides will still be
more than 2 ft below minor flood thresholds on the Atlantic
oceanfront. These factors should help to keep the magnitude of
tidal flooding, if it occurs, in the minor category.
