* WHAT...One to two feet of inundation above ground level 
  expected in low-lying areas near shorelines and tidal 
  waterways.

* WHERE...In New Jersey, Cape May and Atlantic Coastal Cape May. 
  In Delaware, Kent, Inland Sussex and Delaware Beaches.

* WHEN...From 7 PM this evening to 3 AM EDT Tuesday.

* IMPACTS...At this level, widespread roadway flooding occurs in
  coastal and bayside communities and along inland tidal
  waterways. Many roads become impassable. Some damage to
  vulnerable structures may begin to occur.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Warning means that moderate or major tidal
flooding is occurring or imminent. Be prepared for rising water
levels and take appropriate action to protect life and property.
Follow the recommendations of local emergency management
officials. 

Do not drive your vehicle through flood waters. The water may be
deeper than you think it is. You will be putting yourself in
danger and your vehicle may be damaged, leading to costly
repairs.

* IMPACTS...At this level, flooding begins on the most 
  vulnerable roads in coastal and bayside communities, and along 
  inland tidal waterways. Some partial or full road closures are 
  possible. At this level, widespread roadway flooding occurs in 
  coastal and bayside communities and along inland tidal 
  waterways. Many roads become impassable. Some damage to 
  vulnerable structures may begin to occur.

* ADDITIONAL DETAILS...While widespread minor coastal flooding is
  expected, spotty moderate coastal flooding is possible, 
  especially at Perth Amboy and Barnegat Light.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Coastal Flood Advisory means that minor tidal flooding is
expected. Minor tidal flooding often results in some road
closures. Usually, the most vulnerable roadways will flood.

.SYNOPSIS...
High pressure will move out to sea today as an intensifying
coastal storm lifts north toward the region. The coastal storm
will pass across the Atlantic coast late this evening and into
the overnight. As the storm lifts into New England Tuesday
morning, high pressure will gradually build into the area from
the southwest into Wednesday. A dry cold front will pass through
the area Thursday night. High pressure will return Friday then
a frontal boundary will approach the area into the weekend.

&&

.NEAR TERM /THROUGH TUESDAY/...
High pressure currently centered over central New York will slide
east through New England later this morning before moving offshore
and into the western Atlantic ocean, south and east of the Gulf of
Maine by this evening. Meanwhile, an upper trough is digging through
the Northern Plains and will move into the western Great Lakes.
Surface low pressure associated with that trough will intensify
throughout the day. As this is occurring, a southern stream trough
is digging through the Tennessee Valley and eastern Gulf Coast
states. Surface low pressure is developing over western Florida, and
that low will take a run up the coast later today, intensifying
tonight as it interacts with the approaching northern stream trough.

A cold morning on tap for the area as the aforementioned surface
high just north of the region is associated with 850 mb temperatures
ranging from -3C to -5C. Surface temperatures generally range from
the low 30s to the upper 30s and low 40s. The Freeze Warnings and
the Frost Advisories will remain in effect through this morning,
although it is possible for temperatures to drop off by a couple of
more degrees prior to daybreak.

Clouds increase from south to north throughout the day today as the
low over the Southeast lifts to the north. Some rain may move into
Delmarva and portions of the Delaware Valley by midday or so, but
the bulk of the precipitation holds off until tonight. A tightening
east to southeast pressure gradient will develop, with winds
becoming around 15 mph with 20 to 25 mph gusts. Another cool day is
on tap for the region, relative to seasonal normals, with highs in
the 40s to low 50s.

00Z models seem to have taken a bit more of a western jog with the
latest track of the center of the low. 00Z/18 GFS is just inside the
New Jersey coast, whereas the 00Z/18 NAM is a touch farther inland,
and the 00Z/18 ECMWF is a bit closer to the I-95 corridor. As a
result, expecting higher QPF compared to previous forecasts
throughout the region, with generally 1 to 1.5 inches across most of
the region, and perhaps 1.5 to 2 inches along the New Jersey coast.
Although most flooding should be minor, and limited to urban and
poor drainage areas, there may be some rises in the rivers as well.

As the southern stream low lifts into the mid-Atlantic, it will
intensify as it interacts with the approaching mid-level trough and
strong shortwave energy approaching from the west. A 75 kt low level
jet develops at around 925 mb, and that tracks along the Delaware
and New Jersey coasts tonight. With a tight easterly gradient
developing between the low and the departing high now lifting into
the Canadian Maritimes, can expect winds along the coasts to
increase to 20 to 30 mph with 45 to 50 mph gusts. Will go ahead and
issue a Wind Advisory for the coastal portions of Delaware and New
Jersey for tonight.

Another concern is for the southern Poconos. With winds shifting to
more of a northerly to northwest flow, and frontogenetic banding
setting up just northwest of Carbon and Monroe counties, can expect
a period of snow, which could become fairly moderate at times. With
the increase in QPF, can expect higher snow totals as well. Will
issue a Winter Weather Advisory for Carbon and Monroe counties for 3
to 5 inches of snow, although it is possible for the higher
elevations of Monroe county, mainly 1500 feet and above, to get 6
inches or more late tonight and into daybreak Tuesday. Since the 6
inches or more will be highly localized, will not issue a Winter
Storm Warning for it.

Once the low level jet along the coast lifts to the north and east
and out of the local forecast area, precipitation should begin to
lose some intensity during the overnight hours. The low lifts to the
north into upstate New York fairly quickly Tuesday morning, and
merges with the surface low approaching from the west. A cold front
passes through the region in the afternoon, and that will be
associated with the H5 low and strong shortwave energy. This will
keep showers in the forecast, mainly for the northern half of the
forecast area, well into the afternoon. However, not expecting rain
to be as heavy as it could be during the overnight hours.

Tuesday will once again feature well below normal temperatures,
topping off in the 40s to mid 50s.

.SHORT TERM /TUESDAY NIGHT THROUGH WEDNESDAY NIGHT/...
As the surface low exits the region to the north and the upper level
trough axis moves off the coast Tuesday night, more zonal flow with
a weak upper level ridge axis moves in behind. Cold air advection
and clearing skies behind the front will have overnight lows Tuesday
into the Wednesday diving back into the 30s across the area.
However, outside of higher elevation locations, low temperatures
Tuesday night will likely remain above freezing.  Westerly winds
will remain slightly elevated around 10 to 15 mph overnight as the
boundary will not truly decouple behind the front.

Daytime Wednesday will feature clear skies and dry conditions.
However, high temperatures will remain in the upper 50s and low 60s
across the region with surface high pressure building in the from
southwest. Winds will remain out of the west around 10 to 15 mph
through the day on Wednesday. Winds will then become light and
variable after sunset Wednesday night as the boundary layer is
finally able to decouple and mixing ceases. Low temperatures
Wednesday night will be higher as an upper level cloud deck pushes
into the area from the west. Scattered to broken cloud cover is most
likely from the I-95 corridor northwest. As a result lows are
currently forecast to be right around 40 degrees across the majority
of the region except at the highest elevations where a dip back into
the mid 30s is expected.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
Overview
A pattern more typical of mid-May than mid-April moves into
the region as a more zonal upper level flow gives way to a building
upper level ridge. A weak upper level trough axis will largely move
north of the region Thursday.  While the trough axis pushes off to
the east on Friday, a strong upper level ridge begins building west
of the area. The ridge axis will slowly work its way eastward over
the course of the late week into the weekend and pass through the
region late this coming weekend. Normal high and low temperatures
make a brief appearance before temperatures rise further to above
normal into the weekend.

Dailies
Thursday will have an outside shot at precipitation for the
area with the weak trough axis to the north. However, with little to
no instability south of the trough axis and PWAT values less than 1
inch, large scale precipitation is unlikely. A sprinkle cannot be
ruled out though, particularly for the most northern portions of the
region. Temperatures will be seasonable with highs Thursday in the
60s across the majority of the region and overnight lows
Thursday night into Friday in the upper 40s and low 50s.

Friday will be warm and dry and with highs in the low to mid 70s.
Saturday will also be dry but highs will be slightly cooler in the
mid to upper 60s as a surface high passes to the southeast bringing
onshore flow off the ocean to the region. Temperatures will rebound
Sunday into the mid 70s but a short wave trough embedded in the
approaching ridge axis may bring a slight chance for showers later
in the day and into the evening on Sunday.

.AVIATION /08Z MONDAY THROUGH FRIDAY/...
Early this morning (through 12Z)...VFR/SKC with LGT/VRB winds. High
confidence.

Today (12Z through 00Z)...VFR most of the day, and then CIGs lower
to MVFR after 18Z or so from south to north, followed by MVFR VSBYs
in rain. E winds 5 to 10 kt, increasing to 15 kt with 20 to 25 kt
gusts in the afternoon. Moderate confidence.

Tonight (00Z through 12Z)...IFR or lower in moderate to heavy rain.
Some snow is possible at KRDG/KABE, but confidence is low, so will
not include in the TAFs at this time. E winds 20 to 30 kt with gusts
up to 50 kt at KACY/KMIV, and E winds 15 to 20 kt with 25 to 35 kt
gusts elsewhere. Winds turn to the NW 15 to 20 kt with 20 to 30 kt
gusts by 09Z Tuesday. High confidence overall, low confidence on
timing.

Outlook...

Tuesday (12Z through 00Z)...Conditions improve to VFR overall by
15Z, but scattered SHRA possible into the afternoon with brief
restrictions. W winds 15 to 20 kt with 20 to 30 kt gusts.

Tuesday night...VFR. Westerly winds 15-20 kts early will gradually
diminish to around 10 kts late in the night. Wind gusts of 25-30 kts
possible through 06Z or so. High confidence.

Wednesday...VFR/SKC. West northwest winds 10-15 kts becoming light
and variable at night. High confidence.

Thursday...VFR with increasing clouds. Southerly winds 10-15 kts
with gusts up to 25 kts possible. The winds will diminish and shift
to the northwest overnight. High confidence.

Friday...VFR. Northwesterly winds around 10 kts becoming light and
variable at night. High confidence.

.MARINE...
Small Craft Advisory conditions will develop later this morning, so
a SCA is now in effect for today. A coastal storm will lift through
the waters tonight, and E winds will increase to 20 to 30 kt with 35
to 45 kt gusts. A Gale Warning remains in effect for tonight through
Tuesday morning, and Upper Delaware Bay has been added to that
Warning. It remains uncertain as to whether a Gale Warning will be
needed for Tuesday afternoon, but W winds should gust to 30 kt
throughout.

Outlook...

Tuesday night...Small Craft Advisory conditions likely continue
through much of the night. Northwesterly winds around 20 kts with
gusts of 25-30 kts and seas up to 6 feet will gradually diminish
toward daybreak Wednesday.

Wednesday through Friday...Marine headlines are unlikely.
Northwesterly winds will continue to diminish on Wednesday to around
10-15 kts. The winds will become southerly Wednesday night then
increase to 15-20 kts Thursday with seas building to 3-4 feet. Winds
will shift to the northwest on Friday around 10 kts.

.TIDES/COASTAL FLOODING...
A coastal storm will slowly work its way up the coast into this
evening before departing on Tuesday. There will be a prolonged
period of increasing onshore flow ahead of the storm which will
result in tide levels at least 1 to 1.5 feet above astronomical
tides. With the full moon on April 16, astronomical high tides are
less than 1 ft below minor flood stage. Thus, this amount of surge
will likely be enough for widespread minor coastal flooding along
the Atlantic coast of New Jersey and Delaware, as well as along
Delaware Bay and up the tidal Delaware River. The main tide affected
will be the high tide Monday evening/overnight. Of note, some
ensemble members and guidance depict potential for moderate level
coastal flooding, primarily for the Kent and Sussex Delaware coasts
of Delaware Bay and the ocean front as well as Cape May, Monmouth,
and Middlesex Counties in New Jersey.

The trend toward moderate coastal flooding could be overdone a bit
given the relatively brief window of onshore flow (generally 12 to
15 hours), but the latest guidance has become in better agreement at
the idea of reaching moderate flooding in some of these locations.
Guidance has also  come into agreement that the center of the
intensifying low pressure will likely track directly over the ocean
front. Prior setups like this tend to end up on the higher side of
guidance as opposed to under-performing, thus the forecast has
trended upward in some locations.

Widespread minor coastal flooding is likely for all of our coastal
areas with the exception of the eastern Maryland shore, and a Flood
Advisory will likely be needed with the next forecast update.
Coastal Flood Warnings will be considered for areas of highest
confidence of moderate coastal flooding.

There will still be a surge at the time of the Tuesday morning/day
high tide, but that is the lower of the astronomical tides, so
coastal flooding is not expected. With the flow becoming off shore
early in the day on Tuesday, tide level should be close to
astronomical tides, by the time of the Tuesday evening/night high
tide.

On the northeastern Chesapeake Bay, tide levels are expected to
remain below minor flooding thresholds.
