.SYNOPSIS...
Very cold temperatures will be in place through much of the week.
Light to moderate snow will depart early Wednesday morning with
another surge of very cold air tonight through Thursday.
Temperatures will begin to moderate by late in the weekend and
into the weekend with additional chances for wintry precipitation.

.DISCUSSION...

Early afternoon update: A quick hitting 1-3 inches of snow will
cause substantial disruptions to the evening commute in Eastern
Washington and 3-6 inches in northern Idaho. The arctic airmass
has stayed within close proximity to I-90 all morning as the
midnight crew hinted at and is responsible for this current round
of snow. This round is also being aided by a shortwave and low-
level low attempting to form near the Kittitas Valley which is
enhancing warm air advection. Snowfall rates have increased
potential for 1-2” an hour along I-90 in Idaho between now and 5
PM given orographic lift and a deep saturated dendritic growth
zone. This should quickly subside later this afternoon after 4-9
PM PST. The arctic front will rapidly drop south around 5-10 PM
ushering in much colder temperatures this evening. Temperatures
will rapidly drop as the front passes through. Enhanced mixing
along the frontal boundary may cause gusts up to 35 mph
particularly in the Palouse posing a blowing snow threat between
4-8 PM PST.

...Very Cold Temperatures Through Thursday. Areas of Moderate to
Heavy Snow Tuesday into Tuesday night...

Today through Thursday: Living between the 47-49th parallel, one
would expect cold and snow during the month of December. Over the
next few days, those expectations will come to full fruition.
During the first 24 hours, it will be a combination of cold and
snow then the focus will shift toward very cold temperatures and
dangerous wind chills.

Synoptic Setup: An Arctic air mass sagged into the region on Monday then
stalled roughly just south of the I-90 corridor. This boundary is
now being overrun by warm advection in the midlevels ahead of a
shortwave dropping in from the northwest. This has resulted
widespread snow which has arrived well earlier than last night's
model runs were suggesting. Nonetheless, light snow has been
observed on most cams across the region with intensities generally
light. The incoming system will attempt to shove the Arctic
boundary northward this morning but I am not expecting this to
retreat very far north of the I-90 corridor. As such, moisture
will continue to overrun and rise up the dome of cold air mass
producing light snow for several more hours. The dynamics from the
midlevel shortwave will arrive around midday and depart into
Montana later this evening. Energy transferring to the surface
from this feature will attempt to spin up a low-level low along
the stalled frontal boundary resulting in enhanced bands of snow.
Exact north to south placement of these bands has wavered from run
to run so this could impact snow amounts this afternoon. South of
the low or frontal boundary, stiff southwest flow will result in
strong upsloping flow into the Central Panhandle Mountains and
expanding westward into the rising terrain of the Palouse. This
will also have impacts on the temperatures which will discuss
further below. As we go into Tuesday evening-night, the
circulation will pass east and flow will shift our of the north
and northwest bringing the best snow chances to our Blue
Mountains, Camas Prairie, and L-C Valley. This reverse in the flow
will also usher in the next, even colder surge of Arctic air into
the INW. To give some perspective, 850mb temps on the 4PM balloon
data were roughly -11C MON and will be closer to -20C by WED.
Stiff north to northeast winds will accompany this next push and
look to persist well into Thursday. Drier air aloft however does
increase probabilities for clearing skies, good news for some
sunshine Wednesday but not so good news for clear skies Wednesday
night. The next storm system approaches from the west on Thursday
with increasing mid and high clouds filtering out sunshine
throughout the day.

Temperatures:

 Tuesday - The warm air advection will be most pronounced over far
southeastern WA and the lower Idaho Panhandle today where the Arctic
air has yet to penetrate. Evening model runs suggest Lewiston
could climb into the upper 30s while Winchester, Pullman, and many
other locations in this southeastern corner near the freezing
mark or warmer this afternoon. Downsloping off the Wallowas in NE
Oregon will also be player in this foehn wind. We do not
anticipate much change for North-Central WA with highs in the
single digits to low teens. In between, highs will generally be in
the teens and only a few readings to handful of degrees from our
current values. Overnight lows will fall back into the single
digits to well below zero with some readings in our sheltered
northern valleys once again closing in on -15F.

 Wednesday - Arctic air continuing to flood into the region will
only high temperatures to climb into the single digits across the
northern tier of Washington/Idaho and teens southward with a
smattering of highs near 20 in the L-C Valley. Temperatures of
this magnitude are extremely rare and 20 to 30 degrees below
normal. Last time Spokane had a high temperature below 10F was
November 24th, 2011. Overnight lows Wednesday night will be
downright frigid with nearly a 90-100% for falling below zero
region-wide. The latest NBM came in a bit warmer but still remains
significantly colder than MOS. One item of uncertainty for our
unsheltered valleys will be the aspect of a steady north to
northeast wind. Winds are expected to be blowing through the night
near 10 mph with locally stronger speeds. This raises some
uncertainty whether it will reach the minus teens for locations
exposed to this stiff wind or just negative single digits. No
matter how you slice and dice it, it will be VERY COLD with
dangerous wind chills. Given the very cold start to Thursday, high
temperatures will once again only rebound in the single digits.

Wind chills:
 Tuesday - Wind chills of -5 to -15F will be common once again
through the Okanogan Valley, Waterville Plateau, and western
Columbia Basin due to a combination of single digits and stiff 15
mph wind. Similar wind chills are being observed in the
surrounding Methow Valley and Republic Area but this is due to
colder temperatures and a light breeze. Wind chills for
Northeastern Washington and North Idaho will range from -5 to 5F.

 Wednesday - Wind chills will become dangerous across the region
with readings varying from -15 to -25F Wednesday then -20 to -35F
Wednesday night. Wind chills will slowly improve closer to -15 by
Thursday afternoon.

Snow: Snow amounts for Tuesday and Tuesday evening will be greatest
along the Cascade Crest, Southeastern Washington, and into the
lower Idaho Panhandle. The Cascade Crest could pickup 1-2 feet.
Amounts will taper off rapidly in the lee of the Cascades closer
to 1-2 inches along the Hwy 97 corridor and Western Columbia
Basin. Amounts then increase into the rising terrain of the
eastern third of WA and Idaho with ranges from 2-5 inches
increasing closer to 5-7 inches around the Palouse, St Maries,
Cd'A Area, and Sandpoint. The Central Panhandle Mountains of Idaho
will carry the greatest risk for 8" with forecast amounts closer
to the 9-16 range. Amounts in the Blue Mountains and Camas Prairie
will also be in the 5-8 inch range but lower amounts are expected
for the L-C Valley due to warmer temperatures initially and
downsloping flow. /sb

Thursday night to Monday: The Inland NW will remain in an active
pattern but, after an extremely cold start to the period,
temperatures will begin to moderate going into the weekend and
early next week with above normal values possible by Monday.

Between late Thursday night and Friday night a couple shortwave
systems move across the region, bringing more chances for snow
throughout the region. Some moderate to heavy amounts are possible
around the Cascades, while lighter to isolated moderate amounts
forecast elsewhere. Roughly speaking this translates to over 6
inches near the Cascades and about 1-3 inches toward the east
third of WA and ID and less than 1 inch in the lee of the
Cascades/deeper Columbia Basin. This translates to the potential
for another round of winter weather highlights for this time
frame. There remains some differences in timing and intensity with
this system, with the ECMWF much slower and drier than the GFS.
So some details are likely to change as confidence increases. lows
remain in the single digits, above and below zero, for Friday
morning. Incoming clouds and precipitation may keep those values
milder, however they should be milder than Thursday morning.

Then Saturday into early next week a series of increasingly
milder frontal waves move in, with a mixed bag of precipitation
types that could cause some travel impacts. Initially the deep
cold air over the region is expected to be difficult to move out.
Saturday starts with snow as the primary precipitation-type
potential. However moving into the late morning to afternoon
milder air starts to nose in from the south aloft, allowing for
mixture of precipitation to enter the forecast. This mix includes
possible snow, freezing rain or just plain rain. The wintry mix
precipitation potential through the afternoon will largely be from
around the Moses Lake Area, Upper Columbia Basin into the Palouse
and some of far southern Spokane county. The L-C Valley could see
some mix too, but as the day progresses the deeper L-C Valley is
forecast to see just a rain threat. Then Saturday night into early
Sunday morning (Christmas Eve into early Christmas Day morning)
this mixed precipitation potential expands north.

The freezing rain potential may be the weather variable that
could impact the region to a greater extent, due to the icing
threat that comes with it. There are still disagreements on
precisely where the highest icing potential will be. Yet overall
this is a favorable pattern for such as risk with the deep arctic
air preceding the push of milder air from the south: the arctic
air can be slow to move out at the surface, while the milder air
aloft tends to be easier to come in. The deterministic GFS and
ECMWF all show the potential for icing but have some large
disagreements on who may have higher icing amounts. Much of this
comes from disagreements on how much precipitation may fall in
general. Where there is some agreement is around the
Cascades/Wenatchee Valley and potentially the lower Palouse into
the Blue Mountains. Overall this will need to be monitored as any
icing could cause some issues, especially if the icing is enough
to weigh down trees or cause other damage or disrupt travel.

Sunday (Christmas Day) shows the precipitation potential
retreating into the mountain zones through the day, though not
entirely ending elsewhere as there remains some disagreement on
the details of timing. Then Sunday night into Tuesday the next
progressive wave moves in, with more precipitation chances and
milder air. With that said, colder air will still may be harder to
move out toward the Upper Columbia Basin west to Cascades and
across northern mountain valleys. Thus that mixed precipitation
will continue, especially over the Upper Columbia Basin westward
and the southern valleys of the northern mountain zones. Some may
also be found near the West Plains and northern Spokane area. That
mix continues to include freezing rain. All snow will be more
likely toward the northern mountain zones closer to the Canadian
border. Precipitation potential elsewhere will largely be in the
form of mountain snow and valley rain and even those mixed
precipitation areas are more apt to see rain in the afternoon
hours Monday and Tuesday. High temperatures are forecast to rise
into the 20s Saturday, with some teens in the sheltered valleys
and 30s toward the L-C Valley and Palouse. Then going into next
week highs warm into the 30s and 40s, with 40s largely toward the
Snake River Valley/L-C Valley area and some of the Palouse. The
precise numbers may change but this is the general expected trend.

18Z TAFS: A surface low arrives later this afternoon bringing
enhanced bands of moderate to heavy snow rates initially between
Colville and Coeur D Alene then sagging southward through the
Palouse and eventually exiting south of the Camas Prairie after
06z WED. This carries moderate to high confidence. Central WA will
be shadowed from these heavier bands and mainly experience
periods of light snow through 20-22Z. Pilots should be prepared
for varying IFR to LIFR conditions. As the system pulls away this
evening and overnight, another punch of dry, arctic air will come
in from the north bringing rapid improvement to visibility and
cigs along with an end to any threat for snow. Blowing and
drifting snow will be a concern with these cold north/northeast
