KEY MESSAGES:

- Powerful storm system next week to come at us in two phases.

- Phase 1 will come late Monday night and end Tuesday night. This
phase has the potential to bring with it all phases of
precipitation, including the threat for freezing rain for western
Minnesota and a mix of freezing rain and heavy snow for central MN.
A Winter Storm Watch has been issued to cover these hazards.

- Phase 2 comes Thursday through Friday after a pronounced dry slot
leads to little in the way of accumulating precipitation Wednesday
into Wednesday night. This looks to be a prolonged period of light
to moderate snow and has the potential to produce several inches of
snow, though over a 48 hour period.

- There remains a strong signal for a significant and prolonged
arctic outbreak to impact the north central CONUS next week.

Water vapor imagery along with the RAP h5 analysis shows an upper
ridge building into the central CONUS, with a powerful storm system
moving into the western CONUS. That low out west is the system that
will impact our area Tuesday through potentially Saturday.

Today and Monday will be the calm before the storm. We did see
clearing moving into southwest MN Saturday afternoon, but its
progress has ground to a halt given the lack of westerly winds to
push that dry air any farther east. With easterly winds already in
place across the Dakotas that will move into MN today, that means
the stratus will start to push back to the west today, with cloudy
conditions expected to remain in place through Monday. We haven't
seen much of an airmass change with the arrival of the high, so like
Saturday, we'll see highs both today and Monday in the low to mid
30s, with overnight lows remaining mostly in the upper 20s thanks to
the clouds.

Monday night through Tuesday night will be phase 1 of the storm
system to impact us next week. We'll see a significant surge of warm
and moist air across the center of the country. This will send a
strong, primarily warm advection forced band of precip across our
area on Tuesday. Where uncertainty remains with this is how quickly
precip moves into the area, with the ECMWF running 6-12 hours slower
with the eastward progression of precip than the NAM/GFS. Beside
timing, there's big uncertainty with p-types. That WAA will bring a
significant warm nose up into our area, which will set the potential
for mixed p-types, depending on what surface temperatures do. The
greatest concern for impactful freezing rain comes out in western
MN, where precip comes in late Monday night into Tuesday morning
during the coolest time of the day, though even here temperatures
look to be near the freezing mark. That adds another layer of
uncertainty with the freezing rain as the combination of
temperatures around freezing along with high rain rates expected may
result in a mainly runoff scenario as opposed to ice being able to
accrete on objects. In addition, typically for a significant
freezing rain event, you have an arctic airmass in place that the
warm air is trying to displace. In this case, the antecedent airmass
in place is already pretty warm, so that WAA could be efficient
enough to keep temperatures just above freezing through the event,
even out in western MN. Going into central MN, the warm nose will
start to collapse as the precip moves in, which means an initial
freezing rain/sleet threat Tuesday morning, transitions to a
question of rain or snow Tuesday afternoon depending how warm the
lowest layers of the atmosphere are. There are still lots of ways
this phase of the storm could go within the watch area, ranging from
temperatures being warm enough to drive a primarily rain event, to
it being cold enough to see significant accumulations of both
freezing rain and snow. Its this high end threat that drove us to
issuing the Winter Storm Watch. South and east of the Winter Storm
Watch in Minnesota, including the Twin Cities metro, this looks to
be a primarily rain setup. Going into WI for this phase, the timing
of the precip will be key to what happens there. A slower timing,
like we're seeing with the ECMWF would have this first phase of the
storm not getting into our western WI counties until Tuesday
evening, with the threat of some intense snowfall rates going into
Tuesday night. This was far enough out though in the forecast where
we did not extend the Watch into WI, but this is something that
we'll have to take a closer look at again later today.

Tuesday night, a dry slot works in from the southwest and looks to
stay over the MPX area into Wednesday night. Models are producing
very little QPF over the MPX area Wednesday/Wednesday night because
of this dry air. In addition, WAA will be continuing into Wednesday,
with highs looking to get up into the mid/upper 30s, with a few 40s
possible coming up into southeast MN. Because of these warm
temperatures on Wednesday and the lack of QPF we're seeing in the
models, we ended all watches by 12z Wednesday and felt comfortable
in messaging this system as having two distinct phases.

Thursday through Saturday has seen some significant changes in the
models in the last 24 hours with the low now much slower in getting
out of the Great Lakes. The ECMWF and GFS in particular keep our
area entrenched in a moist cyclonic flow with light QPF Thursday
through Friday, with it possibly lingering into Saturday as well.
This is phase 2 of the precipitation with this system and this looks
to be a prolonged period of snow shower type activity. It will be
getting progressively colder during this period, with profiles
gradually becoming more supportive of higher snow ratios. A large
chunk of EPS/GEFS members show 3-6 inches of snow slowly piling up
during this period.

Next weekend, we finally start to see drier air move in that should
finally push the snow off to our east during the day on Saturday.
Also happening next weekend, we'll see a polar low and associated
arctic air dropping south across central Canada. By the week leading
up to Christmas, GEFS/EPS h5 mean heights show this polar setting up
southwest of Hudson Bay, with a nearly meridional flow coming down
across central Canada into the northern US. The net result is what
is shaping up to be a significant and prolonged arctic outbreak for
the last week before Christmas and likely beyond.

MVFR/IFR conditions will continue tonight and it now appears will
prevail through Sunday as well. Warmer air advecting in aloft will
trap moisture in the lower levels and keep the clouds lingering
through most of the period. Southeast flow should also tap into the
extensive stratus shield to the east.

KMSP...The question remains whether IFR conditions will arrive late
tonight for a time into Sunday morning. Cigs have remained a bit
higher this evening than expected earlier and guidance has trended
more optimistic, so took it out for this issuance.
