KEY MESSAGES:

- The second wave of snow arrives today with another 3 to 6 inches of
  snow expected for most, 1 to 3 inches in south central Minnesota.

- An arctic high will move in after the storm bringing quieter and
  colder weather through the end of the week.

Today and Tonight - The second and final wave of this winter storm
arrives today. Overnight we have seen moderate to heavy snow in the
Dakotas along a deformation band that will pivot east into Minnesota
today. Model soundings suggest a deep moist profile today that favors
snow this morning and into the afternoon. This moisture is moving up
from the Gulf of Mexico along a warm conveyor belt that is apparent
on water vapor imagery. With the presence of this belt, we will need
to keep an eye out today for possible TROWAL development as that
could provide the mesoscale support for some heavier bands of snow.
This will be possible as we will be in the northwest quadrant of the
low with a warm conveyer belt that could persist far enough west for
a TROWAL. The track of the low will be to our southeast across Iowa
and Illinois. With the high remaining off over Alberta for much of
the day the pressure gradient should only allow for winds in the 15
to 25 mph range with some gusts up to 35 mph. The best chance for
these higher winds will, as usual, be in western Minnesota along the
Buffalo Ridge. As the environment continues to favor higher ratio
snow it will be quite blowable and we could see some areas of blowing
snow, especially in more open areas of western Minnesota. As the
surface low moves out to the east this evening and high pressure
begins to move in from Canada the snow will come to an end. However
with the end of the snow comes much colder air, which will be with us
for the rest of the week. We could see wind chills of 25 to 35 below
zero tonight as the cold air moves in. The best chance for the
colder part of this range will be over western Minnesota where the
winds will remain higher.

Wednesday through Monday - A high will sit over the Upper Midwest
Wednesday through Saturday morning leaving us stuck in the cold
through Saturday morning. This will provide for overnight low
temperatures below zero with wind chills in the 10s and 20s below. We
could even see some wind chills in the 30s below during period with
some wind in west central Minnesota where it will be the coldest. Despite
the high over us another low will develop off of the lee of the
Rockies and move across the CONUS similarly to the early week low.
However this low track looks to be further south and we also have the
high over us this time, so significant snowfall is not expected.
This low will also have a rather large precipition shield and some
snow could accumulate in parts of southern Minnesota and western
Wisconsin. Saturday looks like a brief warm up as we will have a
short window between the arctic high moving out and the cold
northerly flow picking up. This will allow us to warm into the 20s to
near freezing on Saturday. As much of a nice break that will be,
highs around freezing is only normal for this time of the year. The
northerly flow will allow CAA to bring us back down below normal
temperatures again for Sunday and Monday. This flow does look to
start changing late Monday so the rest of next week looks like it
could start a warming trend.

An area of heavy snow extends from KMKT to KMSP to KRNH moving to
the northeast. Snowfall rates of 3/4 of a inch per hour or higher are
possible with this band, which is reducing visibilities to under a
mile. Some TSSN was reported earlier across southeastern Minnesota,
but it's sporadic enough it was not included in any of the TAFs.
Conditions will be slow to improve through this evening with
lingering areas of BLSN and -SN continuing until midnight for most.
Lower clouds should begin to move out after midnight with VFR
conditions returning through the end of the period.

KMSP...The heavy snow mentioned above continues to take aim at KMSP
early this afternoon. An AWW remains in effect until 19z, but may be
extended if needed. Another wave of heavier snow is possible this
evening between 23z-01z before conditions improve.
