  dune structures. For the Beach Hazards Statement, dangerous rip
  currents and large breaking waves in the surf zone.

* WHERE...Northern Outer Banks and Hatteras Island.

* WHEN...For the High Surf Advisory, until 8 PM EDT this 
  evening. For the Beach Hazards Statement, through this evening.

* IMPACTS...Up to 1 to 3 feet of inundation above ground level is
  expected for beach-adjacent properties and roadways, resulting
  in a significant threat to life and property. Numerous roads may
  be closed, including several sections of NC 12 on Hatteras
  Island. Low lying property including homes, businesses, and some
  critical infrastructure will be inundated. Dangerous swimming
  and surfing conditions and shoreline erosion will occur. Rip
  currents can sweep even the best swimmers away from shore into
  deeper water. Dangerous shore break can throw a swimmer or
  surfer head first into the bottom causing neck and back
  injuries. 

* ADDITIONAL DETAILS...Conditions will remain the same, then
  gradually improve through the day Thursday. The greatest threat
  of ocean overwash and inundation will occur around the times of
  high tide. Dune erosion will be progressive and overwash will
  likely be worse with each successive high tide. High tide will
  be around 500 AM Thursday morning and again around 530 PM
  Thursday evening. NC DOT is reporting that NC-12 between Oregon
  Inlet and Rodanthe will remain closed through at least Thursday
  morning.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

Swimmers should remain out of the water due to dangerous surf

  which will occur around 10:00 AM Thursday.

Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

.SYNOPSIS...
Low pressure will linger offshore through Thursday, bringing
several coastal hazards. Troughing develops over the Southeast
later in the week, bringing a wetter pattern into the first half
of the weekend. Drier and warmer weather with only isolated
showers or storms Sunday through early next week.

&&

.NEAR TERM /UNTIL 6 AM THURSDAY MORNING/...
As of 710 PM Wed... Given the latest radar trends and
observations, added in likely chances for showers along the
Outer Banks between Hatteras Island and Cape Lookout and
increased chances for precipitation slightly across portions of
Craven and Carteret this evening.

Otherwise the well- defined sfc low that has been plaguing the
NC coast the last several days is currently spinning several
hundred miles east of Cape Lookout per visible satellite
imagery. This low continues to slowly meander W'wards closer to
the coast, but a more WSW'ward turn is forecast this
evening. Given the expected track of this low the strong
northerly winds are forecast to gradually diminish tonight and
begin to veer nerly as the low approaches the srn coastal
waters. Associated deeper moisture will again result in
widespread low clouds over the area this evening with some
light rain along the coast and patchy drizzle at times further
inland. Amounts will be very light, less than 0.10", heaviest
amts on the OBX. Lows will be in the low to mid 50s.

.SHORT TERM /6 AM THURSDAY MORNING THROUGH 6 PM THURSDAY/...
As of 345 PM Wed...The aforementioned low is progged to cont
moving WSW and pass south of Cape Lookout and Cape Fear through
the day. Cont veering of low level winds will inc light rain
coverage through the day across the FA. Deepest moisture will be
east of Hwy 17, where likely pops are in effect. Any thunder
will remain offshore as stable sfc flow cont out of the NE. Rain
amounts will be light with generally around 0.10" or less for
most places.

.LONG TERM /THURSDAY NIGHT THROUGH WEDNESDAY/...
As of 345 AM Wednesday...General troughing develops over the SE
CONUS and lifts N putting the FA into a wetter pattern through
the weekend. Multiple cold fronts cross the region early to
middle of next week.

Thursday night and Friday...Chances of precip increase from E
to W through the period as isentropic lift over the SFC ridging
pulled S by the Low with heavier precip and thunder possible
within deeper convection in the warm sector along and behind the
warm front. Warming trend Fri with low 80s. Overnight Lows in
the low to mid 60s.

Weekend...Generally unsettled pattern early with SFC coastal
troughing and the elongated low aloft moving up the SE coast
ultimately gets absorbed by a negatively tilted upper level
trough digging S over the Great Lakes. FA will be subject to
increasing rain chances with moisture advection persisting on
the the warm sector of the trough allowing PWats to continue to
build through the start of the weekend increasing the chances of
seeing some much needed heavy rain Friday night into the early
weekend. Precip becomes more diurnal in nature and lessens
through the weekend. Temps continue to warm, Highs in the lower
80s Sat, mid to upper 80s Sun lows in the low to mid 60s.

Early Next Week...A series of primary and reinforcing cold fronts
set to cross the FA early next work week. Timing details and just
how much moisture content will be available for precip still too
murky this far out, will continue Slight to Chance PoPs with
possibility of afternoon-evening convection for the time being. Not
much relief will be given to the heat with highs slightly above
Normal.

.AVIATION /00Z THURSDAY THROUGH MONDAY/...
SHORT TERM /through Thu/...
As of 710 PM Wed... Current satellite and observational trends
continue to show IFR cigs across the Outer Banks, with a deck
of MVFR cigs along and east of Hwy 17 and VFR cigs west of Hwy
17. Ceilings are expected to lower back to MVFR across all the
TAF sites within the next hour or two and then IFR/LIFR between
4Z to 6Z. This continues well into Thu, potentially into
Thu evening given the latest forecast guidance. Areas of patchy
fog will also be possible along the OBX within any rain showers
this evening. Northerly winds will continue to gust at times
through the day Thu. Much better rain chances arrive by Thu
afternoon as low approaches closer to the NC coast.

LONG TERM /Thursday night through Sunday/...
As of 400 AM Wednesday...Breezy N/NEerly winds continue to late
week before the offshore low finally weakens and slides onshore
near GA/SC border Friday. Conditions briefly improve early
Thurs before moisture advection develops behind a warm front
Thurs afternoon increasing shower/tstorms chances. At least
occasional flight restrictions will be possible Thursday night
into Saturday as remnants of the aforementioned low lifts
N before conditions begin improving again Sunday once the low
aloft and SFC trough push N of the FA.

.MARINE...
SHORT TERM /through Thu/...
As of 345 PM Wed...Gale Warnings will continue for the Sounds
and Coastal Waters through this evening. Low pressure will move
slowly west southwest off of the NC coast through Thu and
produce the dangerous marine conditions. Winds will slowly
diminish starting later this evening, with gales ending from N
to S through the night and early morning Thu as the low gets
closer to the srn coastal waters. Seas however will remain quite
dangerous as long period swell only slowly subsides through the
day Thu.

LONG TERM /Thursday night through Sunday/...
As of 400 AM Wednesday...Conditions improve but still less than
pleasant through the first half of the weekend with the region
entering a wetter pattern which will keep shower/tstorm activity
elevated. More manageable conditions arrive late week as
moderate NE to Eerly winds emerge Thursday with the Low sinking
further S. As the low weakens and moves onshore near the SC/GA
border Fri, 10 to 15kt winds become more Serly. While winds will
finally be relaxing, seas expected to remain AoA SCA criteria
until after midnight Thursday night. A brief lull in
waveheights Fri, falling to 3-5ft in response to weakening and
veering winds before again increasing back to 4 to 6ft through
Saturday evening. Best conditions in period Sunday with S/Seerly
winds 10-15kt, 3-5ft seas, and decreasing precip chances.

.TIDES/COASTAL FLOODING...
As of 345 PM Wed...Low pressure will drift southwest just off
the NC coast through Thu. A strong gradient on the NW side of
this low will continue to produce Gale Force winds resulting in
large/powerful and a prolonged NE swell event to area beaches.
Current 9-12 ft seas and 12/13 second swell periods will bring
significant beach erosion and ocean overwash to portions of the
Outer Banks, especially north of Cape Hatteras, during times of
high tide through tonight. Large powerful surf and strong rip
currents are certain for much of the Outer Banks as well through
Thu evening. A Coastal Flood Warning and High Surf Advisory
continue for the Northern OBX and Hatteras Island for these
impacts. These conditions will adversely impact Highway 12
around the times of high tide. NC DOT reports that portions of
Hwy 12 between Oregon Inlet and Rodanthe remain closed.

Additionally, the strong swell will bring increased tide levels
and dangerous conditions near inlets through much of this week,
and a prolonged period of N to NE gales will produce minor but
persistent coastal flooding, with inundation of 1-3 ft above
ground along the southern Pamlico Sound and lower Neuse River
basins early this week. Received a couple reports yesterday of
2-3 ft above normal water levels in the Pamlico Sound tidal
creeks. The Coastal Flood Advisory remains in effect through
late tonight for Ocracoke Island, eastern Carteret Co, southern
Craven Co, and Pamlico Co.
