* WHAT...For the Coastal Flood Warning, 2 to 4 feet of inundation
above ground level expected near vulnerable dune structures. For
the High Surf Advisory, large breaking waves of 10 to 15 feet
in the surf zone. For the Beach Hazards Statement, dangerous rip
currents, large breaking waves expected, and strong longshore
currents in the surf zone.
* WHERE...Oceanside Outer Banks, north of Cape Hatteras.
* WHEN...For the Coastal Flood Warning, until 6 AM EDT Thursday.
For the Beach Hazards Statement, from 8 AM EDT Monday through
Monday evening.
* IMPACTS...Up to 2 to 4 feet of inundation above ground level is
possible for beach-adjacent properties and roadways, resulting
in a significant threat to life and property. Numerous roads may
be closed, including several sections of NC 12 on Hatteras
Island. Low lying property including homes, businesses, and some
critical infrastructure will be inundated. Dangerous swimming
and surfing conditions and shoreline erosion will occur. Rip
currents can sweep even the best swimmers away from shore into
deeper water. Dangerous shore break can throw a swimmer or
surfer head first into the bottom causing neck and back
injuries. Strong longshore currents will create dangerous
swimming conditions.
* ADDITIONAL DETAILS...This will be a long duration event with
conditions deteriorating Sunday night and peaking Monday
through Wednesday, then gradually improving late in the week.
The greatest threat of ocean overwash and inundation will occur
around the times of high tide. Dune erosion will be progressive
and overwash will likely be worse with each successive high tide.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Take the necessary actions to protect flood-prone property. If
travel is required, do not drive around barricades or through
water of unknown depth.
Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

caught in a rip current, remain calm. Swim in a direction

out of the rip current. If unable to escape, face the shore

businesses, and some critical infrastructure will be
inundated. Dangerous swimming and surfing conditions and
shoreline erosion will occur. Rip currents can sweep even the
best swimmers away from shore into deeper water. Dangerous
shore break can throw a swimmer or surfer head first into the
bottom causing neck and back injuries. Strong longshore
currents will create dangerous swimming conditions.
* ADDITIONAL DETAILS...Conditions will remain the same, then
gradually improve through the day Thursday. The greatest threat
of ocean overwash and inundation will occur around the times of
high tide. Dune erosion will be progressive and overwash will
likely be worse with each successive high tide. High tide will
be around 430 PM Wednesday afternoon and again around 500 AM
Thursday morning. NC DOT is reporting that NC-12 between Oregon
Inlet and Rodanthe will remain closed through at least Thursday
morning.

.SYNOPSIS...
Low pressure will linger offshore through mid-week, bringing
several coastal hazards. Troughing develops over the Southeast
later in the week, bringing a wetter pattern into next weekend.
&&
.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of 320 PM Sunday...Low pressure continues to spin offshore
east of the Delmarva this afternoon, with a moist, northerly
flow entrenched across ENC. This has generally kept temps in the
low to mid-50s areawide. Of note, the current temperatures
across the area are cooler than the normal lows this time of
year, putting highs today about 20-30 degrees below normal.
A subtle low-level feature moving south around the western
periphery of the coastal low has led to a period of light
rain/drizzle shifting south across ENC over the past several
hours, aided by some very weak WAA. This should persist into
early this evening.
&&
.SHORT TERM /6 PM THIS EVENING THROUGH 6 PM MONDAY/...
As of 348 PM Sunday...A coastal low will continue to meander
off the Mid-Atlantic coastline, with a moist, cool northerly
flow continuing across ENC. On the western periphery of that
low, a couple of low- level vort maxes will move through far ENC
through Monday. The first will be exiting south of the area by
this evening, and there should be a general decreasing trend in
the more persistent rain/drizzle behind it (with the exception
of the immediate northern Outer Banks). Sustained winds may
decrease some as well thanks to a slight relaxing of the
pressure gradient. This will be short-lived, though, as the next
SFC vort max moves through late Monday morning through Monday
afternoon. This will occur as increasing height rises overspread
the Northeast, leading to a re- strengthening of the pressure
gradient across ENC. This should lead to another increase in
wind speeds/gusts. In fact, this next increase in wind looks to
be higher than the ongoing winds across the area this afternoon.
Across the northern and central Outer Banks, winds have already
been gusting 40-45 mph, and a further increase on Monday should
lead to the potential for 45-50 mph wind gusts. The current
Wind Advisory handles this well, and no changes were made to
that headline. Of note, though, wind speeds/gusts are borderline
for Advisory Criteria across downeast Carteret County, and the
Advisory may need to be expanded to cover that area should winds
end up higher than currently forecast. Further west/inland wind
speeds/gusts won't be quite as high, but still breezy. That
next vort max will also be accompanied by a modest increase in
isentropic ascent/WAA, which should allow another round of light
rain/drizzle/showers to develop.
Slightly drier air may try to advect into areas closer to the I-95/I-
40 corridor Monday afternoon, which may lead to a few breaks in the
clouds and a slight bump in temps compared to today. Otherwise, I
went a bit cooler than the previous forecast for highs Monday given
trends today and the continued cool, northerly flow.

.LONG TERM /MONDAY NIGHT THROUGH SUNDAY/...
As of 4 AM Sun...Stacked low pressure will linger offshore into
the middle of next week and bring several coastal hazards. The
low weakens as general troughing develops over the Southeast
later next week.
Monday through Wednesday...The first half of the work week will
feature continued strong N to NE winds along the coast as the
stacked low remains nearly stationary offshore. Winds look to
peak later Monday into Monday night, only slow subsiding Tuesday
and Wednesday. Mid-level subsidence limits precip chances, but
a cool, moist marine layer trapped below the strong subsidence
inversion could bring drizzle or light rain and generally dreary
conditions mainly to the Outer and Inner Banks and Crystal
Coast for the first half of the week, with more breaks in the
clouds and drier conditions inland. Temps trend a bit warmer
each day, but still remain well below normal.
A long fetch of strong NE winds offshore and locally strong
winds over the sounds brings the expectation for ocean overwash
along the Outer Banks north of Cape Hatteras, coastal flooding
along the shores of the south Pamlico Sound and lower Neuse
River, and dangerous surf. See the TIDES/COASTAL FLOODING
section below for more info.
Thursday through Sunday...The low will slide southward off the
Southeast coast Thursday, then potentially retrograde back over
land by Friday and Saturday, finally allowing local winds and
swells to subside. This pattern brings the potential for deep
moisture advection over the region and a generally unsettled
pattern. Temps return near to above normal late week.

.AVIATION /20Z SUNDAY THROUGH FRIDAY/...
SHORT TERM /through Monday/...
MVFR/IFR conditions over the next 24 hrs
Over the next 24 hours, a coastal low will continue to meander
offshore, with a moist northerly flow prevailing across eastern NC.
Within that flow, widespread low CIGs (MVFR/IFR) will prevail
through tonight, and possibly well into the day Monday. Some short
term model guidance suggest CIGs may rise to VFR late tonight or
early Monday morning, but given the pattern, I erred on the more
pessimistic side and kept CIGs lower. Areas of -RA/-DZ will continue
to move through eastern NC this afternoon. After a lull this
evening/tonight, another round of -RA or SHRA may impact the area
again by Monday afternoon, especially just beyond the current TAF
cycle. Where RA/DZ occurs, reductions to VIS down to 1-3SM can be
expected. Lastly, north winds will be gusty at times, especially
this afternoon and again on Monday, with gusts of 20-25kt.
LONG TERM /Monday night through Friday/...
As of 4 AM Sun...Cool, moist air trapped below a strong
subsidence inversion will likely bring prevailing IFR to LIFR
conditions through early next week, with the greatest chances
for prolonged flight restrictions further east (EWN), and the
potential for occasional clearing further west (ISO, PGV, OAJ).
Conditions begin to improve mid-to-late week, though persistent
moisture advection and precip chances mean that at least
occasional flight restrictions will be possible.

.MARINE...
SHORT TERM /Through Monday/...
As of 330 PM Sunday...Winds have continued to steadily increase
from north to south across the northern and central Outer Banks
over the past several hours, with recent obs showing sustained
winds of 30-40kt (higher gusts). Winds will decrease just a bit
this evening and overnight, then increase once again on Monday
as the pressure gradient tightens again. In fact, the wind
speeds/gusts on Monday look to be stronger than what has
occurred today. Seas of 9-13 feet this afternoon will build
another 1-2 feet, hold steady or slightly lower overnight, then
build back to 10-15 ft on Monday. Across the southern waters,
4-8 foot seas will be common, highest south and east of Cape
Lookout (8-10 ft). Gale Warnings have gone into effect for all
waters, with a longer duration event underway.
LONG TERM /Monday night through Friday/...
As of 4 AM Sun...Northerly Gales continue well into midweek as
low pressure persists offshore and ridging holds steady inland.
With a large and close fetch of strong NW winds, seas will
remain hazardous through most of the period, especially north
and east of the Capes, with seas peaking at a very dangerous
10-15+ ft late Monday night, then only slowly subsiding through
mid-week. More manageable conditions arrive later Thursday into
Friday as moderate NE to E winds emerge.

.TIDES/COASTAL FLOODING...
As of 4 AM Sun...Robust low pressure will remain just off the
coast through the middle of the week. A strong gradient on the
NW side of this low will bring large/powerful and notably
prolonged NE swell to area beaches. Current expectations of
10-15+ ft seas and 12 second swell period will likely bring
significant beach erosion and ocean overwash to portions of the
Outer Banks, especially north of Cape Hatteras, beginning with
the high tide late tonight (around 2 AM) into at least
Tuesday or Wednesday. Large powerful surf and strong rip
currents are certain for much of the Outer Banks as well.
Coastal Flood Warning and High Surf Advisory have been issued
for the Northern OBX and Hatteras Island accordingly.
Additionally, the strong swell will bring increased tide levels
and dangerous conditions near inlets through much of the next
week, and a prolonged period of N to NE gales could bring minor
but persistent coastal flooding, with inundation of 1-3 ft above
ground along the southern Pamlico Sound and lower Neuse River
early next week. Coastal Flood Advisory remains in effect for
Ocracoke Island, eastern Carteret Co, southern Craven Co, and
Pamlico Co accordingly.
