* WHAT...For the Coastal Flood Warning, 2 to 4 feet of inundation
  above ground level expected in low-lying areas near shorelines
  and tidal waterways. For the High Surf Advisory, large breaking
  waves of 7 to 10 feet expected in the surf zone. For the Beach 
  Hazards Statement, dangerous rip currents and large breaking 
  waves expected in the surf zone.

* WHERE...Northern Outer Banks and Hatteras Island (soundside and
  oceanside).

* WHEN...For the Coastal Flood Warning, from noon Monday to 7 PM 
  EDT Wednesday. For the High Surf Advisory, from 8 AM Monday to 
  7 PM EDT Wednesday. For the Beach Hazards Statement, from 
  Monday morning through Monday evening.

* IMPACTS...Up to 2 to 4 feet of inundation above ground level is
  possible in some ocean and soundside areas near shorelines and
  tidal waterways resulting in a threat to life and property.
  Significant flooding will extend inland from the waterfront
  causing flooding of some homes and businesses. Some roads will
  be impassable at times, including portions of Highway 12,
  especially around the times of high tide for several high tide
  cycles. Large 7 to 10 foot breaking surf will create dangerous 
  swimming and surfing conditions, localized beach erosion, and 
  ocean overwash. Rip currents can sweep even the best swimmers 
  away from shore into deeper water. Dangerous shore break can 
  throw a swimmer or surfer head first into the bottom causing 
  neck and back injuries.

* ADDITIONAL DETAILS...The most likely time for strong rip
  currents to occur is a couple hours either side of low tide,
  which will occur around 7:30 AM Monday.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take the necessary actions to protect flood-prone property. If
travel is required, do not drive around barricades or through
water of unknown depth.

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help. 

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

  beach erosion. Rip currents can sweep even the best swimmers 
  away from shore into deeper water. Dangerous shore break can 
  throw a swimmer or surfer head first into the bottom causing

* WHERE...Northern Outer Banks and Hatteras Island.

* WHEN...For the Coastal Flood Warning, until 8 PM EDT Tuesday.

  Beach Hazards Statement, through Tuesday evening.

* IMPACTS...Up to 2 to 3 feet of inundation above ground level 
  remains possible in some ocean and soundside areas near 
  shorelines and tidal waterways resulting in a threat to life 
  and property. Significant flooding will extend inland from the 
  waterfront causing flooding of some homes and businesses. Some 
  roads will be impassable at times, including portions of 
  Highway 12, especially around the times of high tide for at 
  least a couple more high tide cycles. Dangerous swimming and 
  surfing conditions and localized beach erosion. Rip currents 
  can sweep even the best swimmers away from shore into deeper 
  water. Dangerous shore break can throw a swimmer or surfer 
  head first into the bottom causing neck and back injuries. 
  Strong longshore currents will create dangerous swimming 
  conditions.

* ADDITIONAL DETAILS...The most likely time for strong rip
  currents to occur is a couple hours either side of low tide,
  which will occur around 9 AM today.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take the necessary actions to protect flood-prone property. If
travel is required, do not drive around barricades or through
water of unknown depth.

All swimmers should remain out of the water due to dangerous surf
conditions.

Life-threatening rip currents. If caught in a rip current, remain
calm. Swim in a direction following the shoreline. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for help.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

Strong longshore currents can sweep swimmers and surfers into rip
currents, piers, jetties and other hazardous areas. In many
cases, the longshore current is strong enough to prevent swimmers
from being able to keep their feet on the bottom making it
difficult to return to shore.

.SYNOPSIS...
Low pressure will strengthen off the Mid-Atlantic coast early
this week and remain near the coast into mid week bringing
strong winds, elevated water levels along portions of the
sounds and oceanfront, dangerous marine conditions, as well as
unsettled weather and cooler conditions across the region.
Conditions improve mid to late week as high pressure builds in
from the west.

&&

.NEAR TERM /TROUGH TONIGHT/...
As of 7 PM Sunday... The forecast remains on track tonight as temps
have fallen into the upper 60s to around 70 across the region. Winds
remain light for now but that will begin to change over the next
several hours.

Prev Disc...An upper low will remain quasi-stationary across
the Mid- Atlantic states with a deepening surface low meandering
off the coast into mid week. In addition, strengthening high
pressure across the Great Lakes and Northeast will aid in
tightening pressure gradients across the area. N to NW winds
will gradually increase through much of the overnight with low
clouds and light to occasionally moderate rain moving into the
area. Gradients begin to tighten in earnest late tonight as the
sfc low moves closer to the coast with wind gusts around 20-30
mph, and possibly higher off the northern OBX. The one caveat is
the exact position of the sfc low. Some HiRes guidance moves
the low very close to the OBX Monday morning which may bring a
delay of the stronger winds, especially across central coastal
sections. Lows tonight expected in the low to mid 50s inland to
around 60s along the immediate coast.

.SHORT TERM /MONDAY/...
As of 330 PM Sunday...Conditions continue to deteriorate Monday
morning with the sfc low offshore. However, as mentioned in the
near term discussion, the stronger winds may be delayed a bit
if the low moves close to the coast. Once the winds do ramp up
expect gusts around 25-35 mph inland and 35-45 mph along the
coast. These winds will bring elevated water levels across
portions of the sounds and coast as well as large surf along may
of the beaches. See the TIDES/COASTAL FLOODING section below
for more information. Despite the timing uncertainty, have kept
similar timing for the Wind Advisory and Coastal Flood
Warning/Advisory headlines. Low clouds will persist all day with
periods of rain and drizzle across the area however rainfall
accumulations are expected to remain light, generally less than
a quarter inch. Temps will be well below normal with highs
expected in the 50s inland to 60s along the coast.

.LONG TERM /MONDAY NIGHT THROUGH SUNDAY/...
As of 4 PM Sunday...Early this week will feature windy, cold
and wet weather as low pressure aloft swinging through the Mid-
Atlantic region begins interacting with what's left of the
remnants of Ian, spawning a new area of deepening Low pressure
offshore of the Mid-Atlantic. High pressure eventually builds in
by midweek, for a quieter stretch of weather ahead of the next
cold front (which will have limited moisture) late week.

Monday night through Tuesday...Northern stream SW interacts
with what's left of Ian leading to deepening low pressure at the
SFC offshore to the NE off the NC/VA coastline. This will
result in increased rain chances, especially east of Highway 17
with the heaviest amounts along the OBX. The low will produce
strong winds which will lead to significant coastal impacts
including strong winds, dangerous surf, rip currents, and
coastal flooding into Tuesday. The persistent and strong Nerly
flow and cloudy skies will produce cold temps with highs only in
the upper 50s to lower 60s Tue which is some 15-20 degrees
below normal. Overnight lows mid 40s Tues morning. Rain chances
diminish from W to E to end this period as the offshore SFC low
works further N while high pressure begins building S from the
NW.

Wednesday and Thursday...Guidance currently shows high pressure
building in from the west, pushing the aforementioned coastal
feature out to sea, bringing in a quieter stretch of weather
with temps moderating through midweek. Highs in the low 70s
Wed, mid 70s Thurs.

Friday and Saturday...Trough aloft pivots through the Great
Lakes sending a cold front toward the region late week into the
weekend. Warming trend continues ahead of the front Fri with
highs reaching mid to upper 70s with only minimal rain chances.
Cooler Sat behind the front with highs in the 60s.

.AVIATION /23Z SUNDAY THROUGH FRIDAY/...
SHORT TERM /through Monday/...
As of 7 PM Sunday... VFR ceilings have begun to lower across
the western TAF sites of ISO/PGV with a SCT stratus deck of
25-35 kft noted on the most recent satellite data. Lower clouds
will continue to fill in with skies becoming overcast across
the region from NW to SE as upper level low slowly drifts around
the Mid-Atlantic tonight. Clouds are forecast to continue to
lower with the rest of the area falling to MVFR ceilings within
the next hour or two and then IFR across all TAF sites just
before or around midnight tonight. Once ceilings fall to IFR an
extended period of IFR ceilings are then forecast late tonight
through much of Monday. Iso showers will be possible early
tonight with increasing coverage expected through the evening
and into Monday as low pressure off the Mid-Atlantic coast
drifts around the area. In addition, gusty northerly winds will
develop late tonight and continue through Monday. Gusts around
25-30 kt likely inland and 35-45 kt along the coast.

LONG TERM /Monday night through Thursday/...
As of 255 AM Sunday...Increasing chances for widespread low
clouds and MVFR to IFR conditions into Tue. High pressure
builds in mid week with drier weather and pred VFR Wed and Thu.

.MARINE...
SHORT TERM /through Monday/...
As of 345 PM Sunday...Low pressure will deepen off the coast
through the short term with dangerous marine conditions
developing late tonight and Monday bringing strong northerly
winds to Gale Force...and cannot rule out a few gusts
approaching storm force at times. There is some uncertainty with
how close the low gets to the northern OBX Monday morning
which, if it moves very close to the coast as some models are
indicating, the stronger wind may be delayed for several hours
until the low slides farther away from the coast. Seas will
build to 10-14 ft across the northern waters and 4-8 southern
waters by late Monday.

LONG TERM /Monday night through Thursday/...
As of 255 AM Sunday...Developing low pressure offshore of the
Mid-Atlantic will result in strong winds and dangerous seas over
the NC waters early this week. Gale force northerly winds are
expected into early Tue with 10-15 ft seas. Winds are forecast
to diminish below Gale force Tue afternoon and below Advisory
levels early Wed. Elevated seas AOA 6 ft will persist into
Thursday.

.TIDES/COASTAL FLOODING...
As of 4 PM Sunday...An area of low pressure will develop off
the VA/NC coast Monday into Tuesday resulting in strong
northerly winds to Gale Force which will lead to coastal
flooding concerns across much of the area. For oceanside and
soundside Outer Banks Dare and Hyde counties, inundation of 2 to
4 feet above ground will be possible with large surf bringing
dune erosion and ocean overwash along vulnerable areas. In
addition, increased waters levels along the southern portions of
the Albemarle and Pamlico Sound, including along the Neuse
River and Eastern Carteret County where inundation of up to 2 to
