.SYNOPSIS...29/852 PM.

There is a slight chance of showers and thunderstorms this
weekend in the mountains of Los Angeles and Ventura Counties and
the Antelope Valley, mainly during the afternoon and evening
hours. A few storms could drift into the coasts and valleys.
Night through morning low clouds and fog should remain confined
to areas near the coast through much of next week, and
temperatures will generally be within a few degrees of normal.

.SHORT TERM (FRI-MON)...29/849 PM.

A strong upper level high pressure system will remain centered
over northern California/northern Nevada through Saturday then
will be pushed eastward Sunday/Monday as upper low moves across
the Pacific Northwest. Near the surface, weak to moderate onshore
flow will prevail.

The main forecast issue this weekend will be the threat of
monsoonal showers and thunderstorms. Already this evening,
we are seeing a cluster of showers and thunderstorms associated
with an outflow boundary that is moving through the northern
San Bernardino county deserts as of 830 pm. With the steering
flow from the northeast tonight, added a slight chance of showers
and thunderstorms for overnight into Saturday morning across the
eastern Antelope Valley and eastern San Gabriels. If this initial
line holds together, there could be some gusty outflow winds
associated with any thunderstorm activity, as well as brief heavy
downpours.

Northeast to east flow will prevail through Saturday then will
shift to the southeast and south Sunday and Monday which will
allow for an impressive surge of monsoonal moisture. Models, and
their ensembles, indicate PWATS increasing to 1.50-2.00 inches
(around 200% of normal) this weekend with 850 mb dewpoints
increasing to 10-13 degrees Celsius. As for instability, K indices
climb into the 35-40 degrees range, indicating an increasingly
unstable atmosphere. So, given all that, a chance/slight chance of
showers/TSTMs is warranted through Monday. For Saturday, increased
areal coverage of showers/tstms by afternoon/evening hours to
include the LA basin (in addition to the previously mentioned
LA/Ventura county mountains, Antelope Valley, and LA county
valleys) as steering flow will be favorable for any storms to
drift from the nearby mountains and Inland Empire which should be
the main focus of storm activity. As a result, there will be a 20
percent chance of thunderstorms reaching the LA county beaches by
late Saturday afternoon/evening, and will soon be issuing a Beach
Hazards Statement/Marine Weather Statement to highlight the
beach/coastal water lightning threat. Also of concern tomorrow
will be the potential for heavy downpours with any thunderstorm
activity, especially across LA county where precipitable water
values will be climbing to around 2.0 inches by late afternoon,
along with 850 mb dewpoints climbing to as high as 13 degrees
Celsius. The ample moisture combined with fairly weak steering
flow may require the issuance of a Flash Flood Watch for the LA
county mountains and Antelope Valley for Saturday, where the
greatest instability is focused. The significant influx of
monsoonal moisture and associated cloud coverage will make for
a very challenging stratus and max temperature forecast through
the weekend.

For Saturday night/Sunday morning, models indicate some weak
impulses moving through which will expand threat of showers and
TSTMs west across the entire forecast district, including the
coastal waters. During the day on Sunday, the precipitation threat
will retreat to the mountains/deserts/interior sections then down
to just the LA/Ventura mountains/Antelope Valley Monday
afternoon. Given the copious amount of moisture, any thunderstorms
that develop will produce heavy rain and gusty winds. There will
still be the potential for some isolated lightning strikes outside
the rain cores which could lead to some fire issues.

Given the monsoonal push, the marine layer stratus pattern will be
greatly disrupted through the period. So, will just go with a
generic partly to mostly cloudy sky forecast for the area. As for
temperatures, the forecast confidence in low due to the potential
impacts of cloud cover associated with the monsoonal push. So,
actual temperatures could differ noticeably from the forecast
through Monday. With respect to winds, there will be the potential
for some gusty thunderstorm outflow winds through the period, but
otherwise no significant wind issues are anticipated.

.LONG TERM (TUE-FRI)...29/156 PM.

For the extended, relatively benign weather is anticipated
through the period. The forecast district will be "sandwiched"
between an upper level trough over the Pacific Northwest and an
upper level high over New Mexico and the central part of the
country. With this pattern, skies are generally expected to remain
mostly clear. There will be some night/morning stratus and fog
across the coastal plain, but it should not make too much of a
push inland. As for temperatures, will anticipate minor day-to-day
changes with afternoon highs hovering around seasonal normals.

.AVIATION...30/0013Z.

At 2335Z at KLAX, the marine layer was near 1100 feet. The top of
the inversion was around 3500 feet with a temperature near 25 C.

Low confidence in coastal TAFs, especially sites south of Pt
Conception where monsoon moisture impinging on the area is most
likely to disrupt the nocturnal formation of low cigs/vsbys. There
is a 40-60 percent chance that VFR conds prevail for these areas.
There is also a 20-40 percent chance of IFR conds at KPRB between
10Z- 16Z.

Low confidence also exists for KPMD and KWJF after 06Z as
isolated shra could arrive with potentially gusty northeast/east
winds.

Isolated TSRA may develop as early as late Saturday morning LA
mountains but more likely afternoon/evening, initiating first
across mountains to Antelope Valley. Weak steering currents would
support slow west to southwest storm movement. Gusty and erratic
winds are possible near any TSRA.

KLAX...Low confidence in TAF. There is a 40-60 percent chance
that at least brief bkn008 cigs/vsbys develop between 06Z-16Z.
Light east wind component is possible within this window, but is
expected to remain below 8kts.

KBUR...High confidence in VFR conds.

.MARINE...29/853 PM.

Outside of isolated and brief Small Craft Advisory (SCA)
conditions, winds and seas are expected to remain below SCA
levels through at least Tuesday. For the waters southwest through
northwest of the Channel Islands, there is a moderate (40-60%)
chance of SCA level winds developing between Tuesday and Wednesday
increasing to high (60-80%) chance on Thursday.

There is a slight (10-20%) chance of thunderstorms starting in the
southern waters Saturday afternoon/night, moving northward into
the northern waters Sunday. Frequent lightning and gusty and
erratic winds/seas will be possible in stronger thunderstorms.

Tropical Storm Frank currently about 1300 miles south of Point
Conception is expected to strengthen to a hurricane tonight. As
the system clears Bahia Tortuga's in Baja California, a southerly
swell generated by the system will move north. There is a good
chance that a southerly swell between 3 and 5 feet will develop
with periods between 12 and 14 seconds. There is slight chance
that height could approach 7 or 8 feet. This swell is expected to
move over the coastal waters between Sunday and Tuesday, peaking
on Monday.

A monsoon push will support a slight (10-20%) chance of
thunderstorms across beaches south of Point Conception Saturday
afternoon/night, pushing north into Central Coast beaches Sunday.

The south swell from Tropical Cyclone Frank will move north into
the coastal waters between Sunday and Tuesday. There is high
likelihood that strong rip current will develop early next week
and that a Beach Hazards Statement will likely be issued. A 3 to
5 foot swell of 12 to 14 seconds will likely produce breaking
waves of 3 to 6 feet with local sets to 7 feet at south facing
beaches and shores during the peak of the event.
