  impacts. Rip currents can sweep even the best swimmers away 
  from shore into deeper water. Longshore currents can sweep 
  swimmers and surfers into rip currents, piers, jetties, and 
  other hazardous areas. It may sweep swimmers off their feet, 
  making it difficult to return to shore.

  average tide conditions. Additional locations may experience 
  flooding during periods of heavy rainfall, high winds, or 
  other factors.

  depth. The low-lying areas along River Road and adjacent 
  residential roads, south of River Road Park, will begin to 
  flood. Route 133 at Little Mallory Creek may begin to flood. 
  Check with local officials for any road closures or impacts.

Area Forecast Discussion

.SYNOPSIS...
A prolonged period of wet weather is expected to develop later
today and continue through the weekend into next week. Rainfall
may be heavy at times, especially this weekend and early next
week. Some drier weather will arrive by the middle of the
upcoming week, but a few storms will be possible each day.

&&

.UPDATE/...
Just a minor change to slightly slow the sense of timing with which
precipitation spreads north across the area. So far moisture has
been confined to the mid and upper levels north of the Savannah
River.

&&

.NEAR TERM /THROUGH TONIGHT/...
The upper trof will continue to progress off the NE and Mid-
Atlantic States and offshore, and as a result will accelerate
and drive Earl further offshore and away from the U.S. mainland
this period. The lagging southern portion of this upper trof has
already closed off and likely to become cutoff across the
central U.S. Gulf Coast during this period. Sfc ridging from the
high centered over the NE states will dominate for the most
part today continuing the dry conditions for much of the FA
atleast for the daylight hrs. During this aftn, moisture from
off the Atlantic and eventually during tonight, portions of the
moisture plume associated with the upper low, will combine to
increase the moisture thruout the atm column. Disturbances
within the circulation associated with the upper low, will
provide the dynamics for showers and thunderstorms to overspread
the area from basically south to north. The southernmost
portion of the FA obviously under the gun by and/or during this
aftn...with again, this activity spreading northward. A well
delineated POP gradient will exist as a result. The entire FA
should become encompassed within the pcpn shield during the pre-
dawn Sat hrs. Temps will run at or slightly below normal for
todays highs, the below normal across the southernmost ILM CWA.
Tonights lows may actually run a category above normal due to
the blanket of clouds and pcpn. Flow from off the Atlantic,
where SSTS are in the 80s, also to aid the above normal min
temps tonight.

&&

.SHORT TERM /SATURDAY/...
The mid/upper low across the Lower MS Valley will begin to
open/deamplify Saturday into Sunday as it becomes absorbed by
developing mid/upper low approaching the Midwest. During this
time deep moisture will be drawn northward, over-running the
surface ridge in place across NC initially. PWATs are expected
to be very high and as impulses move across the Carolinas rounds
of moderate to heavy rainfall are possible through a good chunk
of the short term period. The surface ridge is expected to
break down across NC by Sunday which would allow for better
surface based instability and likely more t-storm coverage. E to
SEly flow along with increased cloud cover will hold high
temperatures to at or below normal on Saturday. As the surface
ridge breaks down during Sunday and with more breaks in cloud
cover high temperatures will be in the mid 80s most locations.
Low temperatures will continue to be above normal each night.

.LONG TERM /SATURDAY NIGHT THROUGH THURSDAY/...
On Monday the mid/upper low will be located in the vicinity of
MI with the subtropical ridge east of the Carolinas. The
positioning of these features will continue to send deep
moisture into the area, especially across the eastern Carolinas
by this time with PWATs greater than 2.2 inches at times. Some
drier air may work into the area by Monday night and Tuesday,
but the lowest PWATs remain just west of the forecast area
through Wednesday. The mid/upper low is expected to lift toward
ME or into eastern Canada by Wednesday, leaving a weaker trough
axis along the Appalachians. This would help maintain SWly flow
aloft and perpetuating some rainfall chances toward the end of
the long term period. No major mood swings in temperatures
during this time as well with near or above normal max
temperatures, and a continuation of above normal low
temperatures.

.AVIATION /12Z FRIDAY THROUGH TUESDAY/...
VFR to start this period. Expect periodic MVFR conditions to
work their way from south to north from late this aftn to the
end of the forecast 12Z Taf Issuance Period. Mainly due to
cloud decks lowering and the threat of lowered vsby from pcpn.
Pcpn will affect mainly coastal SC TAFS late this aftn and ILM
and inland terminals beginning later this evening and overnight.
All terminals will exhibit MVFR/IFR by 12z Sat. NE to ENE flow
8 to 12 kt will dominate this period...with gusts 15 to 20 kt
possible across the coastal terminals.

Extended Outlook...Clouds and pcpn should return and bring
dominate sub-VFR restrictions Sat thru Sun. Restrictions may
become periodic by Mon as the upper level system affecting the
region weakens.

.MARINE...
Through tonight... SCA raised for all waters, although
borderline for both seas(3 to 6 ft) and for winds(mainly for
gusts around 25 kt). At this point, it will be in effect until
noon Sat. A modest tightening of the sfc pg will exist across
waters due to the combined effects from a 1020+ mb high over the
NE States ridging south...and an upper low and it's
accompanying sfc low located over the central U.S. Gulf Coast.
Winds generally this period NE-ENE 10-20 kt g25 kt, veering
slightly to ENE-E 10-20 kt g25 kt as the ridging slides further
offshore and development of an inverted sfc trof across the
waters extending from the Gulf Coast low. 4 to 6 second period
wind waves will be in competition with 10-12 second period Earl
swell for whom dominates the seas spectrum. Nevertheless, the 2
combined will produce 3 to 6 ft seas during this period.

Saturday through Tuesday... High pressure centered over the
Mid-Atlantic region Saturday will maintain SEly flow across the
waters while seas remain up due to lingering Earl swells and
the onshore fetch. Plan to carry the newly issued Small Craft
Advisory through the morning. The swell will gradually abate
through the remainder of the weekend and the SE fetch will veer
around to the S as the high shifts off the Jersey coast. A
nearly stationary front across the inland areas and high
pressure moving farther offshore will support a weak SWly
pressure gradient during Monday and Tuesday while seas continue
to slowly improve. Showers and tstms are expected to increase in
coverage Saturday morning, with multiple rounds of scattered to
numerous showers/tstms through Monday, decreasing some in
coverage by Tuesday.

.TIDES/COASTAL FLOODING...
Threat for minor coastal flooding along the lower Cape Fear
River from Wilmington southward is again expected during the
high tides occurring in the evening that eventually transition
into the overnight period during this weekend. High
astronomical tides from the approaching Harvest (full) Moon Sep
10th, persistent onshore flow, and heavy rainfall (this weekend)
will provide the input for this sustained minor coastal
flooding threat.

The persistent onshore flow and long period swell from Earl
will also further aid the possibility of minor coastal flooding
for the immediate coast of both NC and SC. The "power" of this
long period swell will produce a long runup across area beaches,
producing a flattening of the beach possibly up to the dune
line during the Harvest Moon high astronomical tide cycles. The
high tides will occur during the evening hrs with heavy rainfall
this weekend exacerbating the coastal flood threat.
