Wilmington.

* IMPACTS...The lowest portions of USS North Carolina Road and
Battleship Road begin to observe minor coastal flooding. Water
begins to spread out of storm drains onto Water Street just
south of Market Street in downtown Wilmington.
* ADDITIONAL DETAILS...Affected areas listed are based on
average tide conditions. Additional locations may experience
flooding during periods of heavy rainfall, high winds, or
other factors.

.SYNOPSIS...
Cool northerly winds will continue through Wednesday as low
pressure remains off the East Coast. Rain chances will increase
substantially late Thursday into Friday as the low moves inland
across Florida and Georgia. Dangerous surf conditions are also
possible at the beaches. Much warmer and more humid conditions
are expected for the weekend with scattered showers and storms.

.NEAR TERM /THROUGH TUESDAY/...
Pattern and conditions very similar to this time yesterday with
low pressure meandering well offshore and high pressure ridging
down the eastern side of the Appalachians. The low clouds have
dissipated and or moved offshore as well. Guidance is showing an
area of low clouds moving across Cape Fear late tonight or
Tuesday morning but will have little to no impact perhaps only
on aviation briefly. Lows tonight will be a degree or two warmer
compared to this morning closer to 50 across the board. Highs
Tuesday once again a little warmer in the lower to middle 70s.

.SHORT TERM /TUESDAY NIGHT THROUGH WEDNESDAY NIGHT/...
Vertically stacked low pressure located about halfway between
Cape Fear and Bermuda will maintain a northerly flow across the
Carolinas through Wednesday night. While there will be plenty of
mid level dry air present due to strong ridging north and west
of the offshore low, a long fetch of winds across the Atlantic
north of the low could bring some low stratus and stratocumulus
into the Cape Fear area at times Tuesday night into Wednesday.
Moisture depth will remain insufficient for any precipitation.
Temperatures should remain quite cool by Mid May standards with
lows in the lower 50s and highs mainly in the low-mid 70s. The
problem spot might be Pender and New Hanover counties where
enough clouds could be present to hold highs in the 60s. I've
trended forecast high temps down several degrees below NBM here
but remain above latest GFS/NAM MOS.

.LONG TERM /THURSDAY THROUGH MONDAY/...
The offshore low will begin to move southwestward Wednesday
night as high pressure builds to its north. While this won't
have immediate impacts on our weather, the broad area of
cyclonic flow surrounding the cyclone will begin to advect
subtropical Atlantic moisture across the Carolinas from the east
and southeast on Thursday. Increasing clouds are expected then
and some light showers could develop, especially near the coast.
The low should reach the coast near Jacksonville, FL late
Thursday night or Friday morning. An inverted trough extending
north from the low will become the focus for more widespread
showers late Thursday night into Friday as southeasterly flow
advects precipitable water values of 1.5 inches across the area.
While above normal, this is actually not that uncommon a value
for May therefore confidence in significant rainfall has not
improved. In fact, model QPF blends are actually down versus
this time yesterday. However, increasingly warm and humid low
levels will still contrast with cool temperatures aloft to
generate sufficient instability for thunderstorms which will
produce locally significant rainfall totals even if areal
averages remain unimpressive.
An upper trough moving eastward across the Plains states on
Saturday will begin to open up the low across the Southeast,
transforming it into an open wave that will lift northward into
the Mid Atlantic states Saturday night. Scattered diurnally-
driven showers and thunderstorms Saturday will become less
numerous on Sunday. Temperatures will bounce back above normal
by Sunday as deep southwest flow develops. The next cold front
could reach the area from the west by Monday.

.AVIATION /00Z TUESDAY THROUGH SATURDAY/...
VFR conditions continue overnight with mostly clear skies.
Strong northerly winds above a decoupled boundary layer may
bring some LLWS out of the NNE. Low level MVFR clouds begin to
increase near sunrise, mainly affecting coastal NC as the upper
low pivots offshore. Broken clouds on Tuesday with strong
northerly winds around 15-20 knots and gusts up to 30 knots at
times.
Extended Outlook...Strong low pressure will linger off of the
NC coast through midweek, resulting in breezy northerly flow
across the terminals. Expecting mainly VFR conditions except
for periodic MVFR ceilings, especially as the low drifts closer
to the coast by Thursday. MVFR/IFR overnight as rain chances
increase this weekend.

.MARINE...
Tonight through Tuesday...
Middling small craft advisory still posted as winds and seas
continue to struggle to reach criteria. This lull has been
expected and as surface high pressure gets an assist from the
parent ridge just to it's west winds and seas will once again
increase. Wind speeds will increase to 20-25 knots with seas of
4-7 feet both occurring later tonight with the aforementioned
surge. These conditions should continue through Tuesday.
Tuesday Night through Saturday...
Low pressure located halfway between Cape Fear and Bermuda
Tuesday night will move very little through Wednesday. Moderate
to strong northerly winds surrounding the low will maintain
rough marine conditions along the North and South Carolina
coastline. Objective model ensemble blends still indicate about
a 30 percent chance gusts will reach gale force Tuesday night
north of Cape Fear, but with little potential indicated to the
south and west.
The large wind field surrounding the low will be responsible
for 6-8 foot seas inside 20 miles from shore with dominant wave
periods of 10-12 seconds. The low will move southwestward toward
the GA/FL coastline Wednesday night through Friday. Our wave
heights will begin to decrease Thursday as wind speeds diminish,
however wind directions veering more directly onshore will
maintain elevated seas through Saturday with the potential for
additional Small Craft Advisory conditions.
An increasing potential for showers and thunderstorms will
accompany the shift to more onshore winds Thursday. This
potential will peak Thursday night into Friday, with convective
activity likely to become more isolated Friday night into
Saturday.
