Key Messages:

* Extremely hazardous winter weather conditions are becoming
  increasingly likely for Wednesday evening through at least
  Thursday due to the combination of strong NW wind gusts up to 45
  MPH, poor visibility from blowing snow, and bitterly cold wind
  chills of -25F to -45F. While some improvement is possible
  Thursday night, at least moderate NW winds may continue
  blowing/drifting snow through Friday morning. Alternate travel
  plans may be needed during this time!

* A Winter Storm Watch has been issued for Wednesday evening
  through the daytime hours on Thursday.

* A Wind Chill Watch has been issued for Wednesday night through
  Friday morning.

* Temperatures "warm" back to near-freezing for Christmas Day.

* Finally, a light wintry mix may affect extreme southeast
  portions of the forecast area this morning, but appears impacts
  should remain isolated/minor.

Forecast Details:

Potential for mid-week blizzard...
Confidence is increasing that ingredients will come together for
near-blizzard/blizzard conditions Wed eve through at least
portions of Thu. The well-advertised Arctic front remains on track
to blast through the CWA Wed eve, with strong NW wind gusts 35-45
MPH and rapidly falling temps likely behind the front. Regardless
of snow potential, the bitterly cold wind chills falling to -25F
to -45F (perhaps even -50F around ODX) alone are a concern for
humans and animals with exposure. Have VERY HIGH CONFIDENCE in the
strong NW winds and extreme wind chills Wed night through Fri AM,
and don't anticipate much change to this portion of the forecast.

As for snow potential...models (both deterministic and to lesser
extent ensembles) have continued to trend a bit higher with QPF.
This appears to be due, in part, to a slightly deeper, and more
negatively tilted upper trough. With that said, believe guidance
such as the EC is near a probable ceiling to QPF...generally 0.15"
to 0.35" from SW to NE...due to the fact that the system is still
progressive in this portion of the country, and PWATs are fairly
low ahead of the system owing to unfavorable flow off the Gulf of
Mexico through at least early Wed AM. As such, believe QPF from
the GFS is way too high and should be ignored. Snow-to-liquid
ratios should incr as the colder air works in and DGZ deepens.
However, feel there will probably be a ceiling to these as well,
generally around 20:1, due to fracturing of dendrites and
compaction caused by the strong wind. So overall, believe this
forecast package showing an area-average of 0.25" QPF, SLRs
peaking near 20:1, and total snow amounts in the 2-4" range are
near a reasonable worst-case scenario. I think the there is
greater risk amounts will decr, than incr, but in the end, may not
matter a whole lot because of the blowing/drifting factor. Very
cold, dry snow will have no problem moving about in the at least
30-35 MPH winds. This suggests whiteout, or near-whiteout,
conditions will be possible in open areas. W-E roads such as I-80,
Hwy 6/34, Hwy 30, Hwy 92, etc. could experience persistent
drifting through at least the daytime hrs Thu, making pre-holiday
travel very difficult. The extremely cold wind chills (near the
lowest in this forecaster's recent memory) could be downright
deadly to anyone caught off guard or stranded by this system.
Traffic volumes may be above-normal due to pre-holiday activities,
but folks with travel plans Wed night through Thu night should
strongly consider making alternate plans now. Thu-Fri could very
well end up as the coldest Dec days in over 30 years, since 1989.
Unfortunately, reliable wind chill records don't exist.

After coordination with surrounding offices, felt compelled to
issue a Winter Storm Watch for the snow/blowing snow Wed night
thru Thu. Once the snow and blowing snow ends, main concern will
be bitter wind chills, so have a Wind Chill Watch in effect for
longer, through Fri AM. Both of these products have been issued
with greater lead time than normal, but that speaks to the high
confidence provided by consistent model data showing strong winds
and extreme wind chills, as well as the potential for worst-case
impacts coming during a significant travel period.

Friday into Christmas weekend...
Not a huge surprise, but Fri has continued to trend colder as more
and more model data provides us with a fresh blanket of snow. Such
a large, extremely cold airmass on top of snow cover is simply
going to take awhile to modify/erred. Fortunately, wind speeds
should decline noticeably Fri night, and remain fairly lgt thru
the weekend. Unfortunately, even with the lighter winds, wind
chill values are still forecast to dip into the -20F to -30F range
Fri night. Further improvement to -15F to 10F is expected over
the weekend. So still cold, but not as brutally cold as Wed- Fri.

Finally, some near term items...
No major surprises with the system forecast to nick the SE fringes
of the CWA, mainly this morning. If anything, even less concerned
about wintry mix and potential impacts as temps have steadily
risen just ahead of the pcpn shield. In fact, both Beloit and
Hebron have risen above freezing. Ground temps are still cold, but
rising temps after sunrise should keep impacts minimal. Otherwise,
most of the rest of the CWA will probably be dealing with stratus
for at least part of the day. Worth noting, that an impressive
temp gradient likely sets up from NW to SE today, ranging from mid
teens far NW, to near 40F far SE. Cold air sinks S off the snow
field to our N tonight as a trough swings winds to the N/NW. This
will make for cold low temps in the single digits above/below
zero. Biggest question mark will be if stratus persists and/or
fills back in from the N, as well as if any fog accompanies the
leading edge of the stratus. These are fairly minor forecast
issues considering what lies ahead later this week.

This Hazardous Weather Outlook is for south central Nebraska and
portions of north central Kansas.

.DAY ONE...Today and Tonight.

A light wintry mix of snow and freezing drizzle may impact areas
southeast of a line from Smith Center to York this morning. Minor
accumulations may cause a few slick spots.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday.

The greatest hazardous weather concern will come Wednesday evening
into Thursday with the arrival of accumulating snow, strong
northwest wind gusts up to 45 MPH, and wind chill values as low
as 25 to 45 degrees below zero, possibly even as cold as 50
degrees below zero north of Interstate 80. Extremely hazardous
travel conditions are becoming increasingly likely Wednesday
night and through the daytime hours Thursday due to the
combination of poor visibility and bitterly cold wind chills for
any travelers that may become stranded. Alternate travel plans may
be needed.

Snow chances will end on Thursday, but continued northwest flow
of bitter Arctic air will lead to a continuation of 25 to 45
degrees below zero wind chills and at least minor blowing and
drifting snow through Friday morning. A Winter Storm Watch and
Wind Chill Watch have been issued for the entire outlook area for
the Wednesday evening through Thursday time frame.

Expect some slight improvement for Friday afternoon as wind speeds
gradually decrease. However, another round of wind chills 20 to
30 degrees below zero are forecast for Friday night through
Christmas Eve morning.
