Near term trends how increasing high clouds ahead of the
approaching clipper that will be arriving later today.
Temperatures have leveled off in the single digits above zero
where they are the coldest in MN, and temps are already starting
to warm into the teens to near 20 in our far west. Near term
morning period was adjusted with these trends with the 7am
update, otherwise no changes from 417am discussion.

.SHORT TERM...(Today through Tuesday)

Wind and blowing snow impacts are expected today into Tuesday as a
potent clipper dives southeastward into the area this afternoon.
Ensembles and blended guidance are in strong agreement regarding
light accumulating snow and strong northwest winds impacting the
area starting this evening. As the system pushes into the area, we
will see mainly light snow working in from the west-northwest
beginning around sunset for the Devils Lake basin.

Sounding profiles signify a warm layer at around 800mb to 900mb,
which could allow a brief period of freezing rain or drizzle as
precipitation begins. The pressure gradient magnitude increases very
quickly following the onset of snow as it pushes eastward, allowing
winds to ramp up substantially. The vast majority of current
guidance indicates 925mb winds of 45 to 50 knots, which will easily
mix down to the surface, especially during periods of snowfall.

The next question in this scenario will surround just how likely the
snow crust is to break, allowing these strong winds to tap into
several inches of blowable snow. The latest NOHRSC analysis
indicates a well established snow pack across much of eastern North
Dakota and the Red River Valley, thus in the event that we tap into
this snow, blizzard conditions would be likely, even with no new
snowfall.

Further east, winds will be slightly less; however, there is concern
for the open areas and lakes, such as Lake of the Woods and the Red
Lakes, which typically see higher wind gusts than the surrounding
areas. Gusts of 40 knots or higher remain possible, and thus, this
area could see periods of blizzard conditions as well. It is also
worth noting, that Lake of the Woods and the surrounding areas will
see higher amounts of new snowfall from this system, which will
provide more in the way of blowable snow, even with lower peak winds.

Winds will increase quickly after midnight for the Devils Lake
Basin, reaching the Red River Valley and northwest Minnesota shortly
thereafter. Peak winds and blowing snow are expected to occur during
the morning commute Tuesday morning, leading to the expectation of
travel impacts across much of the forecast area.

.LONG TERM...(Tuesday night through Sunday)

Main impacts in the long range periods are related to arctic air and
dangerous cold Wednesday into Friday morning.

Signal for what will likely be as cold as or possibly a little
colder our other arctic outbreaks this winter, but the pattern does
shift meaning it will only stay in place for several days before the
"roller coaster" of highs/lows returns next weekend due to a return
of northwest flow. Latest ensembles are showing a tighter spread in
potential highs/lows through Thursday (really locking on these
temps). The coldest night/morning looks to be Wednesday
night/Thursday morning when many locations will be in the -30 range
and widespread wind chills -40 to -55F are possible. The more extreme
wind chills will be wind dependent as usual, and gradient will tend
to be weaker under surface high pressure/winds lighter. There is a
fast moving weak impulse that may allow for flurries or a dusting of
light snow to move through the region Thursday-Thursday night, but
impacts from that would be minimal.

By next weekend there is a significant increase in spread
regarding temperatures as the upper trough transitions back to a
progressive west-northwest flow pattern. At the very least we should
be back towards seasonal ranges if not above seasonal depending on
WAA between progressive trough passages. There is a general signal
for another trough passage, however there is still variation
between ensemble clusters in magnitude/evolution of the trough with
changes where favorable signal for organized snowfall is. Right now
NBM QPF probs are generally in the 25-40% range for 0.1" or higher
favoring our north towards the International border.

.AVIATION...(For the 12Z TAFS through 12Z Tuesday morning)

Quiet through this afternoon, then potentially significant impacts
to aviation this evening into Tuesday. VFR conditions prevail this
morning at all sites, which will continue into the early afternoon
hours. Mid to upper clouds fill into the area starting around
midday, with ceilings gradually falling into the MVFR category by
late in the afternoon. Winds will become gusty out of the south
this evening, then shift to the west then northwest by Tuesday
morning. Gusts could reach upwards of 50 knots at KGFK and KDVL,
along with blowing snow and potential blizzard conditions.
Visibility will be impacted beginning around 06Z across the area
in association with a potential blizzard scenario.

This hazardous weather outlook is for portions of eastern North
Dakota, west central and northwest Minnesota.

.DAY ONE...Today and Tonight

Light snow and very strong winds will bring hazardous travel
conditions to the area this evening through midday Tuesday. West
to northwest winds are expected to gust as high as 60 mph,
possibly breaking the crust on the existing snow pack. There is a
potential for widespread blowing snow with this system, along with
blizzard conditions.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday

Frigid temperatures and wind chills are expected Tuesday night
through Friday night, with wind chills of 40 below zero to 50
below zero.

impacted for the Tuesday morning commute due to reduced visibility

...WINTER STORM WATCH FOR POTENTIAL BLIZZARD CONDITIONS REMAINS
IN EFFECT THIS EVENING INTO TUESDAY...

Confidence is increasing in potential high winds and potential for
blowing snow lasting from tonight through midday Tuesday.
Initially light snow may mix with freezing rain in northeast ND
this afternoon and evening, with light to moderate snow then
developing into northwest MN. The best chance for snow
accumluations remains north of highway 2 closer to the
International Border. Winds will increase from the northwest this
evening and by late tonight continuing into Tuesday. The
strongest winds gusting around 60 mph appear likely to develop
into eastern ND, though gusty winds are still possible further
east. This would likely cause blowing snow and visibility issues,
the severity of which will depend on how much the current snow
pack is able to blow for areas that do not receive new snowfall.
Confidence isn't high enough yet for upgrading the watch to a
winter weather advisory or blizzard warning, but this will be
considered today.
