TO MIDNIGHT CST TONIGHT...

* WHAT...For the Winter Weather Advisory, snow. Additional snow 
  accumulations of up to one inch. Winds gusting as high as 40 
  mph. For the Wind Chill Advisory, very cold wind chills 
  expected. Wind chills as low as 35 below zero.

* WHERE...Portions of central, north central, northwest and west 
  central Minnesota.

* WHEN...For the Winter Weather Advisory, until 3 PM CST this 
  afternoon. For the Wind Chill Advisory, from 3 PM this 
  afternoon to midnight CST tonight.

* IMPACTS...Plan on slippery road conditions. Areas of blowing 
  snow could significantly reduce visibility. The hazardous 
  conditions could impact the evening commute. The dangerously 
  cold wind chills could cause frostbite on exposed skin in as 
  little as 10 minutes.

There have been some very isolated areas of flurries that should
not be confused with onset of the winter system moving in. Still
looking for snow to move into far northwestern zones around noon
and into the Devils Lake area by mid-afternoon. No expected
changes to timing of POPs or impacts. DSS Package has been sent to

.SHORT TERM...(Today through Wednesday)

Significant winter weather impacts will occur during this short
term period. Impacts will include near blizzard conditions,
plowable snow, and rapidly falling temperatures and wind chills.

Surface low pressure will move out of MT and across SD this
morning, and begin to deepen this afternoon as it moves towards
northwestern WI and eventually into the upper Great Lakes. Strong
synoptic forcing across the Dakotas and central/southern MN will
accompany this system, as well as an intense push of cold air
behind the system. Given synoptic forcing as the primary forcing
mechanism, QPF values generally less than one quarter of an inch
seem reasonable. However, a deep dendritic layer and very cold
soundings warrant an increase in snow ratios from previous
forecast runs. WPC ratios are on the order of 18:1 to 20:1, with
CONSALL in the low 20s, which will increase forecast totals by
about one to two inches across the northern half of the CWA.

On top of three to five inches of snow across portions of
northeastern ND, northwest and west central MN, a strong pressure
gradient and rapid pressure rises, along with cold air advection,
will create blustery conditions this evening and overnight. While
the strongest H925 winds look to be across central ND, eastern SD
and southwestern MN, winds quite capable of creating blowable
snow and near blizzard conditions will occur over portions of
eastern ND, especially in our southwestern zones.

Summary...

Eastern ND and west central MN...snow and blowing snow will
create near blizzard conditions late this afternoon through the
overnight period. Isolated areas of white out conditions can be
expected, and further upgrades may be required for the evening and
overnight period. Significant impacts on Wednesday evening events
can be expected.

Northwestern MN and far northeastern ND...impacted more with
moderate to heavy snowfall, creating plowable snow conditions that
will impact the Thursday morning commute.

.LONG TERM...(Wednesday night through Monday)

A quick shot of arctic air moves in Wednesday night into Thursday.
Wind chills will drop into the -30s with lower -40s in Devils
Lake basin Thursday morning. So once the snow passes, attention
will turn to wind chill advisory/warning headlines. Quick warm up
though Friday ahead of next system which will track near or just
north of the International border. Another short wave will move
from southern B.C. east. Highest snow chances appear just north of
the border per snow probs with probabilities of 2 inches for the
48 hour period Friday night into Saturday period are in the 20-30
percent range for areas along the Canadian border. This will need
to be watched though in case the 500 mb system digs a bit more
south. A quick shot of cold air behind that Sunday followed by a
warm up into early next week, but how warm...20s or teens. Quite
the spread early next week in highs.

.AVIATION...(For the 12Z TAFS through 12Z Wednesday morning)

Dire outlook for the aviation world this TAF period as the next
winter storm moves into the area. Expected most sites to be IFR by
mid to late morning, and reduced vsbys in snow this afternoon.
TVF/BJI will see snow by 00Z. Significant blowing snow will occur
across ND sites overnight tonight, creating dangerous landing
conditions. Snow will move out of area by mid afternoon tomorrow,
however eastern ND sites will continue to have some low drifting
snow across runways, and a good portion of the afternoon will need
to be spent clearing runways at smaller airports around the
region.

This hazardous weather outlook is for portions of eastern North
Dakota, west central and northwest Minnesota.

.DAY ONE...Today and Tonight

Significant winter weather impacts are expected this afternoon
and tonight. Periods of moderate to heavy snow will impact much of
the area, with plowable snow likely along and north of I-94.
Strong north to northwest winds will develop this evening and
create blowing snow overnight tonight. Periods of blowing snow and
near blizzard conditions can be expected, especially across
eastern North Dakota and west central Minnesota. This evening's
and tomorrow morning's commutes will be impacted. Travelers
should use extreme caution when driving overnight tonight.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday

Periods of blowing snow and near blizzard conditions will continue
Wednesday morning. Dangerous wind chills of 30 to 45 below zero
will follow the departing system. Periods of dangerous wind chills
can be expected into the weekend.
