.SYNOPSIS...A powerful storm will impact Northwest California
with heavy rain, strong south winds, and high surf Monday
afternoon through Tuesday. Additional periods of rain with high
mountain snow will occur for the remainder of the week and into
next weekend.

.DISCUSSION...Light precipitation may start as early as tonight
across Del Norte and northern Humboldt counties as a front
approaches the West Coast. This first front will generate modest
rain amounts Monday morning, along with a brief ramp up of gusty
southerly winds Monday morning. A much more powerful and wet
storm will then advance toward the area in the afternoon and drive
a strong frontal boundary across the area Monday night. A 60-80
kt southerly pre-frontal coastal barrier jet will develop by
Monday evening in response to a developing surface low, and when
combined with a tight surface pressure gradient, will favor south
winds gusting from 40-60 mph across exposed ridges and coastal
headlands, Locally higher gusts up to 70 mph are probable across
the ridges of Del Norte and Humboldt Counties. Multi-model blended
and calibrated guidance has solid wind advisory level gusts from
45 to 55 mph for coastal areas, while the deterministic guidance
and some of the ECMWF ensemble members support winds over 60 mph.
Considering the 925mb winds over 60kt, upper elevations and ridges
will howl with gusts up to 70 mph. Wind advisories have been
hoisted for most all areas and the high wind watch has been
upgraded for the higher elevations of Del Norte and Humboldt
Counties. Latest blended and deterministic guidance has winds
ramping up faster, so the timing of the wind warning and advisory
has been adjusted slightly to account for this faster arrival.
In addition, IVT values continue to trend higher, with ensemble
guidance showing values in excess of 1000 kg/m/s for a short
duration Monday night. The extreme moisture flux will support
torrential rainfall rates along/ahead of the cold front Monday
evening into Tuesday morning. Low flows on the rivers, low
reservoir levels and the short duration of IVT's over 750kg/m/s
will limit the threat for major flooding. We maintained the flood
watch for urban/small streams across southern Humboldt/Trinity and
all of Mendocino and northern Lake Counties due to the anomalously
high IVT's. The frequency of occurrence of IVT's over 1000kg/m/s
for this time of year is about 1 day in every 10 years with
respect to the CFSR-climatology. IVT's this high do not occur very
often and for that reason the flood watch is warranted due to the
potential for rapid rises on small rivers, streams and creaks and
flooding of low-lying areas with poor drainage.
Snow levels will remain quite high through the duration of the
heavy rain. Latest HREF and SREF guidance indicates increasing
potential for convection and lightning as early as late Monday
night. The potential for brief-locally heavy downpours will
increase late Monday night and persist into the day on Tuesday.
Snow levels will fall to 3500-4500 feet and some small hail will
possible by Tuesday night, but will probably melt before hitting
the ground. Some light snow is expected for the higher elevations
of Trinity county Tue night into Wed, with low travel impacts
expected for Scott Mountain Summit on HWY 3.
Additional periods of high elevation snow and rain most everywhere
else will continue through late next week and into next weekend.
Ensemble based 500 mb cluster analysis shows NWRN CA remaining
exposed to a long fetch of westerlies spanning across much of the
North Pacific during the next 10 days. That pattern signals a
prolonged period of wet weather and potentially an increased
threat for flooding. This our wettest time of year and we need
more rain to mitigate our prolonged drought.

.AVIATION...IFR to LIFR conditions have been impacting the coastal
terminals today. Low clouds are expected to lift to MVFR and IFR
along the coast as another frontal system approaches. Meanwhile, low
ceilings mixed out late this morning at KUKI to improve to VFR with
high clouds streaming across the area. Otherwise, low clouds will
reformed once again tonight with LIFR ceilings and fog at KUKI. Late
tonight, conditions will gradually deteriorate as a frontal boundary
bring showers across and gusty southerly winds. Low level wind shear
(LLWS) is expected to develop at KCEC and KACV as a result tonight.
Dangerous aviation conditions are expected on Monday evening into
Tuesday morning as a strong frontal system bring strong winds across
the region.

.MARINE...Unsettled weather conditions are expected over the
next few days. Another frontal system will bring increasing
southerly winds and showers across the waters this evening and
Monday. Fresh to strong breezes will develop across the outer waters
and then move onshore late tonight, with the strongest north of Cape
Mendocino. Near gale force gusts possible over the northern outer
waters. Locally gusty winds up to 30 kts is expected as well near Pt
St George and Cape Mendocino. Meanwhile, a new W swell is moving
across the waters this afternoon bringing seas above 10 feet.
Locally generated southerly seas on top of this swell will likely
push combined seas into the mid to high teens during Monday.
The strongest in this onslaught of fronts is forecast to arrive
Monday night and Tuesday, with widespread southerly gales likely,
possibly along with storm force gusts downwind of Cape Mendocino.
This front will be followed by another solid W swell, with heights
likely pushing into the mid 20's at 15 seconds across all zones.
Conditions then look to settle down a bit later this week, although
southerlies likely continue for the foreseeable future.

.HYDROLOGY...Heavy rain with a strong atmospheric river is forecast
to impact the entire area Monday evening through Tuesday morning.
24 hour rainfall totals are forecast to range from 2 to 3 inches
in the valleys and coastal plains and 3 to 6 inches in the mountains.
Rainfall rates are expected up to 0.50in/hr are probable during
the peak of the event for 2 to 4 hours. The duration of the heaviest
rainfall will be relatively short, probably no more than 6 hours.
However, main stem rivers will experience rapid rises by Tuesday.
The probability of exceeding monitor stage is forecast to be 15-25%,
with a roughly 10% chance of flood stage being achieved. The potential
for urban and small stream flooding will also increase during this
period of heavy rain, and there is also a non-zero chance of
debris flows occurring across area burn scars.

.BEACH HAZARDS...A high surf advisory is in place for early Tuesday
morning through late Tuesday night. A large westerly mid period
swell near 25 feet is expected to build on Tuesday morning, with
expected breakers from 22 to 26 feet. This swell will originate
from the strong frontal system moving through on Monday night. The
swell could be higher than expected. Confidence is high there
will be large breakers, however the exact magnitude is uncertain.
People are urged to remain extremely vigilant and avoid rocks and
jetties and steep beaches on Tuesday.
