.SYNOPSIS...
Milder conditions to start the month will be followed by a
prolonged period of mixed precipitation beinning tonight and
lasting into Friday. Multiple winter weather hazards including
heavy snow, sleet, and freezing rain are likely to impact all of
central PA. Soaking rainfall combined with melting snow and ice
jams could result in localized minor flooding. A fresh shot of
arctic air at the end of the storm will cause slush and standing
water to freeze and bring very cold temperatures/wind chills
Friday night through Saturday night.

&&

.NEAR TERM /THROUGH TONIGHT/...
A fairly nice afternoon in progress across central PA, and
despite thickening multi- layer cloud cover, a mil southerly
flow has boosted temps a few to several degrees above seasonal
norms for the first time in about two weeks. MaxTs in the mid
30s-40s are about +5F warmer than yesterday in most locations.

Clouds will thicken quicky from west to east this evening, and
CAMs show light precip spreading across CPA between 00-06Z. The
dominant p-type should be rain, but can't rule out pockets of
wintry mix on the leading edge along and north of I-80. The
exception will be across the extreme northwest zones/Warren
County where a transition to snow/sleet could produce 0.5-2"
accums by daybreak Thursday. MinTs in the 30-35F range will be
very mild by early Feb. climo standards (+15-20F above normal)
and +5-10F warmer than [Tuesday] night in most places (save the
far NW mtns).

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
*Long duration, multifaceted winter storm to impact central PA
 with variety of winter weather hazards including heavy snow,
 sleet, and freezing rain.

Right entrance region upper jet forcing combined with strong
low/mid level frontogenesis, isentropic ascent, and increasing
moisture/anomalous PWs will support a prolonged period of mixed
precip during this period. Moderate to heavy snow and sleet
is expected across the northern tier with rain to ice/snow
transition zone pushing northwest to southeast across the
central ridge/valley region into the lower Susquehanna Valley.

The latest 02/00Z model guidance consensus continued to trend
toward a colder solution overall, which effectively shifts
axis of snow/sleet/ice accumulations to a bit to the south vs.
previous fcsts. Overall, the current forecast remains very
consistent with only minor incremental changes to snow/ice
totals. These changes centered around a "more sleet" scenario
based on model soundings and top-down ptype derivation. This
outcome resulted in a slight cut-back on the freezing rain/ice
accumulation for the event.

Total snow/sleet accumulations of 6+ inches are most likely
across the NW mtns where a winter storm warning is probably
needed with the next forecast cycle. The remainder of the CWA
looks advisory worthy - however a rain to heavy sleet (0.5-2")
scenario followed by a freeze-up can be just as or even more
impactful than a straight warning level snow accumulation. We
are most concerned about this type of outcome.

Mean QPF amounts around 1.5" are still expected areawide with
the longest duration of plain rain in the Susquehanna Valley.
With the moderate to heavy QPF and warming trend peaking on
Thursday with maxT +5-10F above normal across south central PA,
there is the possibility for some localized flooding due to
enhanced cold season runoff, snowmelt, and potential for ice
jams.

Precip could linger a bit longer into early Friday afternoon
before ending by Friday night.

Temps trend steadily lower north to south Thursday afternoon
through Friday night (30s-40s to 0s-10s) as fresh supply of
arctic air arrives behind the storm. This will cause slush and
standing water to freeze up with very cold temperatures/wind
chills Friday night into Saturday morning.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
All medium range guidance supports a brief shot of cold weather
to start the weekend, as upper trough axis pivots over the
area. Surface ridging, low pwat air and a frozen Lake Erie
should ensure dry weather. However, GEFS 2m temp anomalies
around 10 degrees below climo should translate to highs only in
the 20s Saturday, despite mostly sunny skies. Low temps near 0
are possible across the northern half of the CWA both Fri and
Sat nights.

Medium range guidance tracks a shearing southern stream
shortwave well south of the area Sunday, so will maintain dry
weather through the end of the weekend. A weakening clipper is
progged to track well north of Pa Sunday night, with the
trailing cold front reinforcing seasonably cold conditions into
early next week. Low inversion heights and a frozen Lk Erie
should limit lake effect behind the cold front, so will
carry only a slight chance of snow showers Sunday night/Monday
across the northwest mountains. Otherwise, GEFS and ECENS
plumes support dry weather early next week, as surface high and
associated dry air mass build southeast into Pa.

.AVIATION /20Z WEDNESDAY THROUGH MONDAY/...
VFR conds last through late afternoon before the approaching
cold front brings cig reductions and precipitation to the
region tonight. Potential for wind shear also increasing
overnight and lowering to nearer the sfc (becoming Low- Level
Wind Shear (LLWS)) tonight, esp over the wrn mtns (BFD/JST).

Precipitation from the slow cold front which will affect the
weather for all of Wed night-Friday will not arrive at BFD
until after dark Wed. But, it will be a messy storm with rain
and lower clouds over most of the area Thurs, and SN/IP/ZR in
the north working slowly southward/southeastward. After the
wintry mix, there will be a transition to snow. Restrictions to
IFR and LIFR are probable.

Outlook...

Wed-Thu...IFR restrictions certain in mixed pcpn rain/ice/snow.
Snow/IFR most likely at BFD. Rain most likely MDT/LNS.

Fri...Restrictions in -SN AM, then gradual improvement. Also
SCT SHSN may return to the NW in post-frontal flow.

Sat...NW flow SCT SHSN NW. No sig wx elsewhere.
