.SYNOPSIS...
Low pressure will pass by to our west and then track across southern
Ontario through this evening. This will generate widespread rainfall
and above normal temperatures and snow melt, which may result in
flooding on some creeks and rivers which were already running high.
The next storm system passing to our south Thursday night and Friday
could produce a wintry mix and or several inches of snow.

&&

.NEAR TERM /THROUGH WEDNESDAY/...
Mesonet sites show that far northwestern Jefferson County is still
below freezing at 3 p.m. with northeasterly winds still trapping
a shallow layer of cold air. Temperatures will gradually rise
through sunset, but there will be a period of freezing rain
across far northwestern portions of the county near the St.
Lawrence river. Issued a Winter Weather Advisory through 7 p.m.

Radar shows a large slug of precipitation extending from Ohio into
Western New York. This is focused along an area of moderately strong
isentropic lift and a weakly coupled H25 jet ahead surface low
pressure centered across southeastern Michigan. 12Z model consensus
QPF has trended down very slightly, but still shows a general a half
to three-quarters of an inch across WNY with up to an inch and a
half east of Lake Ontario (due to upslope enhancement from the
southerly flow). Also, some mesoscale guidance shows localized
higher amounts along a boundary as the low passes by. Will have to
watch for this feature, especially if this moves across the Buffalo
Creeks basin where an extra quarter inch would significantly impact
river forecasts.

Otherwise, with the exception of the North Country temperatures are
in the upper 40s to lower 50s this afternoon, and these will
probably hold fairly steady through this evening. Patchy fog is
possible across the Southern Tier this afternoon. As the surface low
passes by this evening, winds will shift to the southwest with an
increasing risk of fog particularly northeast of the lakes. Steady
rain will taper off to rain showers following the passage of the low
later tonight.

Wednesday will be a notably colder day...as strong cold advection in
the wake of the exiting storm system will plunge H85 temps to the
minus teens C by late afternoon. This will support a non-diurnal
temp trend with readings in the 30s and 40s in the morning settling
into the 20s by late afternoon. Winds will gust 30 to 35 mph. The
morning should be mainly precipitation free with temperatures aloft
not cold enough to support lake effect or dendritic snow growth.
Maybe some upslope enhanced rain/snow showers. By Wednesday
afternoon 850mb temps drop to around -15c which is cold enough to
support some lake response, mainly east of Lake Ontario which is
nearly ice free. An inch or two of accumulation will be possible by
the end of the day across Oswego and northern Cayuga counties.

.SHORT TERM /WEDNESDAY NIGHT THROUGH FRIDAY/...
A northwest wind through an airmass of -13 to -14C at 850 hPa will
generate lake effect snow, mainly to the south of Lake Ontario
Wednesday Night. Bufkit profiles show shallow saturation, though it
happens to be within the SDG zone...and fluffy light lake snows and
flurries will remain possible through much of the night.
Accumulations will be minor, generally an inch or less.

Thursday will be dry as surface high pressure passes by to our
north.

...Winter Headlines Possible Thursday Night through Friday...

Thursday Night surface high pressure will be near Quebec, while a
sharp shortwave deepens a surface low over the mid Mississippi
Valley. The track of the low is across PA and towards the southern
Genesee Valley. This will bring a warm layer aloft very close to our
region, such that chances for a mixed event is possible across the
inland Southern Tier and far southern Genesee Valley late Thursday
Night and into Friday.

Convergence ahead of the low combined with lift ahead of a
strengthening 40 to 50 knot 700 - 925 hPa jet, along with several
jet streaks passing just to our north at 300 hPa will aid in
producing a period of snow across our region. Initial isentropic
upglide snow Thursday Night will be replaced with the deformation
band of snow advancing across our region Friday. As the cold air
aloft quickly deepens behind this storm system, and ambient moisture
lingers a period of lake enhanced snow will likely hang on along the
southern shoreline of Lake Ontario as well as southeast of Lake Erie
through the afternoon hours.

Overall will have snow amounts through Friday within the advisory
range for this system. Sleet and any freezing rain to the south will
hold snow amounts down across the Southern Tier. These type of
system's also have a tendency have a shorter period of snowfall as a
secondary surface low forms off the coastline and associated lift
with the primary low diminishes. The position of the surface low
close by us within a progressive flow aloft does not lend to any
large snow accumulations from the deformation band. Highest snow
totals may end up east of Lake Ontario where a greater SWE will
occur with the high to the north maintaining a cold lower layer,
and also along the southern Lake Ontario shoreline where lake
enhancement may add a few extra inches of snow to bring the greatest
snow totals for our region.

.LONG TERM /FRIDAY NIGHT THROUGH TUESDAY/...
Heading into the weekend, the upper air pattern will look quite
messy as two jet streaks lie within the strongly tilted longwave
trough that will span across much of the Lower 48. The northern jet
will span across the Canadian Rockies and into the Prairies with its
associated trough axis lying across Manitoba, while the southern jet
and its associated trough will engulf much of the CONUS, placing its
axis from the Baja Peninsula to the Upper Mid-West. Additionally,
within this southern jet, a shortwave trough will be crossing the
Northeast. Scaling this down to the local scale Friday night, subtle
upper level ridging overhead of the area will support a broad area
of surface high pressure to span across the Mississippi Valley while
the shortwave supports its coastal low. As the low pulls out into
the Atlantic Friday night, lake enhanced snow showers southeast of
both lakes will transition purely to lake effect. As the subtle
ridge passes overhead Saturday, winds will shift from northwesterly
to southwesterly, which will advect the snow bands north.

Meanwhile Saturday, upstream a shortwave will round the base of the
northern stream trough which will change up the longwave pattern and
push the trough east and allow ridging to push further east.
Overall, this shortwave will support a surface low and attendant
cold front to lie across northern and central Canada. As the wave
pushes east, the cold front will sweep southeast across the Great
Lakes. Ahead of the front, subtle warming aloft will act to deplete
lake snows east of the lakes Saturday night. Then Sunday, another
bout of widespread snow will fall across the CWA as the cold front
passes across the region.

In the wake of the front, another bout of colder air will filter
across the region Sunday night and Monday morning supporting lake
effect snow southeast of the lakes.

Upper level ridging will then span across the Great Lakes early next
week and support a broad area of surface high pressure and rather
dry conditions across the eastern half of the Contiguous United
States.

.AVIATION /20Z TUESDAY THROUGH SUNDAY/...
Cigs will lower this afternoon as moderate rain spreads across the
region. These will mainly lower to MVFR, except across the Western
Southern Tier where there will be lower cigs and some fog.
Increasing low moisture following winds shifting to the southwest
this evening will result in lower cigs and some fog possible,
especially northeast of the lakes. Will have to monitor this, since
a period of dense fog is possible at KBUF and KART tonight due to
the flow off the lakes.

Mainly IFR through 12Z Wednesday, then a more westerly flow will
promote limited drying with cigs lifting to MVFR by Wednesday
afternoon. Some lake effect snow showers are possible east of the
lakes, but these should not impact TAF sites.

Outlook...

Wednesday Night through Thursday...Mainly VFR. MVFR possible in
lake effect snow showers.
Thursday Night through Friday...MVFR/IFR. Snow likely, possibly
mixed with sleet at times.
Saturday and Sunday...Mainly VFR with localized IFR in lake
effect snow showers east of the lakes.

.MARINE...
Low pressure will pass by to the west before tracking across
southern Ontario province this evening. Winds will shift to the
southwest and increase tonight after the low passes by. This will
allow winds to strengthen while additional veering to the west-
southwest will take place. A new round of small craft advisories
will likely be needed...mainly for the second half of the night.

Strong westerlies will be found throughout the Lower Great Lakes on
Wednesday with some gale force gusts possible on Lake Ontario.

.HYDROLOGY...
...Flood Watch for Western New York and the Black River Basin...

The only river flood remaining at the time of the writing of this
discussion was Tonawanda Creek. The creek at Rapids has crested
and will continue to recede through tonight.

Warm weather has materialized and this will result in nearly a
complete melting of the snow pack for all but the Black River
basin. It's difficult to know exactly how much snow is left in
the Buffalo Creeks, Genesee, and Allegheny basins, but it is
more patchy and deeper across higher terrain and wooded areas.
Expect this to continue to contribute to run-off but at a slower
rate.

The main question for this event is how much rain today's system
will produce. Still expecting generally a half to three-quarters
of an inch across most of western NY with locally higher amounts
to 1.5 inches in upslope regions of the Black River basin.
Modeling is VERY sensitive to QPF and even a quarter inch
adjustment either way will have a significant impact on RFC
forecasts. This is particularly true for the Buffalo area
creeks.

The previous storm system flushed out the ice on the Buffalo
Creeks. There are some ice jams that remain though on the Black
River and its tributaries.

Based on these risks...a flood watch is in effect through
Wednesday evening. There are two watch areas. The first
includes the Buffalo area creeks, Rochester area creeks, Genesee
River, and Allegheny River. Unlike last event, our main concern
for Western NY is river/creek flooding rather than being
complicated by ice jam issues. Also, there's less snow pack in
urban areas so the risk for general flooding urban areas is
lower. The forecast points of greatest concern include Tonawanda
Creek at Batavia and Rapids, and Black Creek at Churchville
since these points have such high flows heading into the event.

The second area of concern is the Black River basin where
greater precipitation is expected and more snow pack is in place.
In addition to risks for flooding due to high flows, there
remains ice on the Black River and its tributaries.

At 1144 AM EST, an area of freezing rain was approaching Jefferson
county, and this area will move into the county shortly afternoon.
Temperatures have risen above freezing across most of the county,
including locations south and east of Watertown. However,
temperatures remain below freezing across far northwestern portions
of Jefferson County near the St. Lawrence River. Far northwestern
Jefferson County can expect a period of freezing rain early this
afternoon before temperatures rise above freezing later this
afternoon.

Locations impacted include...
Clayton, Wellesley Island State Park, Cedar Point State Park,
Redwood, Kring Point State Park, Alexandria Bay, Theresa, Cape
Vincent, Chaumont, Three Mile Bay, Millen Bay, Grindstone, Fishers
