.SYNOPSIS...
Lake effect snow will continue into this evening, especially
east of Lake Ontario with locally heavy accumulations across the
Tug Hill Plateau. Winds gusting over 50 mph will produce
blowing and drifting snow areawide through early evening. Dry
weather will return Sunday, along with warming temperatures by
afternoon.

&&

.NEAR TERM /THROUGH SUNDAY/...
There are numerous headlines in place this afternoon in a very
active weather pattern. For more on flooding refer to section
below.

The cold front which moved through this morning will continue to
push south and east of the area. A sharp mid-level trough will
move through this afternoon, and will bring another burst of
lake enhanced snow showers this afternoon. This will push south
of Lake Ontario while weakening as it gets further from the
lake. Even so, it will produce a brief period of heavy snow
north of I-90 from Buffalo to Rochester through mid-afternoon.
There also will be considerably drifting snow within this band.

Strong winds through this evening...

Gusty winds will continue into evening with peak gusts to 50
mph. Based on latest observations and with the shortwave moving
through this afternoon have extended the Wind advisory until 7
p.m. for most of the cwa. Winds have dropped below criteria for
far WNY, but it still will be gusty in all areas through sunset.
Winds will drop off quickly this evening, then eventually shift
from the WNW to the SSW tonight.

Blowing snow...

The strong winds will result in areas of blowing snow,
especially where there is fresh snow pack and where it is
snowing.

Lake effect snow through tonight...

A few hours of heavy lake effect snow this afternoon east of
Lake Ontario. This will produce snowfall rates of 2-3 inches
per hour, especially on the Tug Hill where there will be
orographic enhancement. This combined with gusty winds and
blowing snow will result in extremely poor travel conditions on
I-81 through 5 p.m.

Deep cold air with equilibrium levels to 10-12K feet. Deep
post-frontal synoptic moisture, favorable dendritic crystal
growth, and convergent westerly flow down the long axis of Lake
Ontario will support this heavy snow. The setup is less
favorable east of Lake Erie with shorter fetch and extensive ice
cover on the lake.

Total accumulations will likely reach 8-12" across the Tug Hill
Plateau, with 3-6" for some of the surrounding lower
elevations. A Lake Effect Snow Warning remains in place there.
Less favorable off Lake Erie, but still could see storm totals
of 3-6" across the higher terrain of Southern Erie and Wyoming
counties and the western Southern Tier. An advisory remains in
place east of Lake Erie.

Lake snows will shift southeast of the lakes this evening, then
quickly lift northward and weaken as winds shift from the
northwest to the SSW by daybreak Sunday.

The weekend will end with an abrupt about face in sensible weather,
particularly in western New York as vigorous southerly flow in the
boundary layer gradually encompasses the CWA through the day on
Sunday. This drives 850 hPa temperatures toward a rough consensus of
+1C or so by late afternoon, which given the momentum profile
through the boundary layer, should at least come relatively close to
mixing out. A lack of RH in the profile will further increase the
likelihood of good mixing through the daytime on Sunday as the
strong late February sun will be doing its thing to steepen lapse
rates in the low levels. Because of all of this, even with a very
cold start to the day, diurnal temperature increases should allow
the mercury to fly up past the mid 40s in WNY with some areas
approaching 50F. Even in the North Country, where we will be
starting the day subzero, diurnal increases to 40F or higher seem
quite reasonable.

.SHORT TERM /SUNDAY NIGHT THROUGH TUESDAY NIGHT/...
Throughout the short term period expect a gradual warming trend as a
trough aloft lies west of the Rockies with a broad ridge lying east
across the remainder of the United States; support a general
southerly flow and gradual warming trend with above normal
temperatures Sunday night through Tuesday night.

Diving down into the specifics, starting out as zonal flow aloft
Sunday night, two shortwaves will be of note, 1. pushing across
eastern Canada and 2. diving south along the West Coast. The
shortwave closer to home, will support a surface low centered over
the James Bay. As this low pulls northeast into northern Canada
Sunday night into Monday, it will drag its attendant cold front with
it and by the time it reaches the western periphery of the CWA it
will stall out across the far northwestern portions of the area
Monday as residual surface high pressure remains in control across
the Eastern Seaboard. Moral of the story: mainly dry conditions
Sunday night through Monday with the one exception being a few
showers possible across the Saint Lawrence Valley Monday due to the
influence of the weak stalled front.

Meanwhile the second shortwave will join the southern stream jet
Sunday night, digging the longwave trough deep across the West Coast
and into the Baja Peninsula. The shortwave will round the base of
the trough Monday and then push northeast across the central United
States and into the Great Lakes by Tuesday night. Translating this
pattern down to the surface, a surface low will develop over
Colorado Monday night before pushing northeast across the Central
Plains, reaching the Great Lakes late Monday night and the region by
Tuesday afternoon/evening. The low will then pull across the region
Tuesday night. All of this being said, the CWA will remain under
sufficient warm air advection Monday night through Tuesday, which
will not only support warm temperatures but more importantly support
precipitation to overspread the area Tuesday ahead of the surface
low. With temperatures at 850mb climbing towards +7C, all
precipitation will form as rain. Then, after the low passes its
trailing cold front will pass across the region Tuesday night which
will cause temperatures to fall.

Otherwise should note, despite the warm up this period and the rain
falling, don't expect any additional hydro concerns as primary time
of melt off (Sunday night through Monday night) won't be concurrent
with substantial precipitation (Tuesday).

.LONG TERM /WEDNESDAY THROUGH SATURDAY/...
Cold air advection behind a passing cold front on Wednesday will
initiate some lake effect snow off of both lakes. Overall conditions
for the lake effect other than 850H temps will be minimally
favorable, so any lake response should be light.

A storm system will track northeast from the Tennessee Valley to New
England from Thursday night through Friday night. As this system
tracks northeast, a secondary coastal low will develop near the
NY/NJ coast. The initial storm tracking inland, depending on model
guidance is generally somewhere between Buffalo and NYC. While most
of the guidance has gone with the eastward trend, making snow more
likely for the area, the rest of the guidance has also gone a bit
more eastward, resulting in some of the better precip amounts more
east of the WNY area. If the storm track does stay on this eastward
trend, precip., mostly in the form of snow should be light, but
steady for far WNY. Snow amounts would increase to the east, before
mixing with rain/sleet/freezing rain, depending on storm track and
any warmer layers within the storm. Currently the best chance for
precip., regardless of type, looks like from late Thursday night
into Friday evening.

Behind the passing system for Thursday into late Friday, cold air
advection will lower 850H temps to around -20C, prompting some lake
enhanced first right behind the storm, and then lake effect. Lake
effect behind the passing storm looks limited as of now, as
conditions will be lacking for some better development off the
lakes.

Temperatures during the long term period will be near to around 5
degrees below normal for the entire area. The question being for
Friday as the storm system tracks over/near the area, and the
impact that will have on temperatures.

.AVIATION /21Z SATURDAY THROUGH THURSDAY/...
Following a cold front, lake effect snow will develop east of
Lake Ontario today with locally heavy snow focusing on the Tug
Hill Plateau and Oswego County with local VLIFR. Lake snows will
also impact KJHW through around 00Z. There will be a burst of
heavy snow south of Lake Ontario which will impact the
KBUF/KIAG/KROC TAF sites briefly this afternoon. Otherwise,
occasionally vsby restrictions due to blowing snow this
afternoon with wind gusts to 35 kts. Otherwise the rest of the
area will see mainly MVFR CIGS.

Expect mainly VFR flight conditions tonight at TAF sites with
localized lake effect snows southeast of Lake Ontario. Winds
will also diminish. VFR flight conditions on Sunday, with SSW
winds increasing during the day.

Outlook...

Sunday afternoon and Monday...Mainly VFR.
Tuesday...MVFR/IFR possible. Rain.
Wednesday...MVFR. Chance of rain and snow showers.
Thursday...Mainly VFR.

.MARINE...
A potent clipper will move across southern Quebec this afternoon,
with the trailing cold front across the lake. This will support
gales on Lake Ontario through this evening. Winds will then drop
off quickly tonight as they shift from the WNW to the SSW.
Replaced the gales with sca on Lake Erie on the latest update.
This will have to be done for Lake Ontario as winds drop below
gale tonight.

.HYDROLOGY...
Small stream and poor drainage flooding continues to improve as
colder temperatures end runoff, but some larger rivers are still
rising and will not recede until later in the weekend. Multiple
flood warnings remain in place for slower responding rivers and
creeks. These include Tonawanda Creek, Black Creek, Oatka Creek,
and the Allegheny River at Olean. With the exception of the
Rapids forecast point, these are all past or near crest.

An areal flood warning also remains in effect for Irondequoit
Creek in Monroe County.

.TIDES/COASTAL FLOODING...
A strong clipper system will bring southwest to west gale force
winds across the lower Great Lakes into this evening. The
strong onshore winds and significant wave action on Lake Ontario
through this evening may result in lakeshore flooding along the
immediate lakeshore, especially in bays, inlets, harbors, and
other low lying areas along the shoreline. Shoreline erosion is
also possible. The strongest winds have ended on Lake Erie so
have allowed the advisory to expire there.

...A BAND OF HEAVY SNOW WILL CONTINUE TO AFFECT PARTS OF
JEFFERSON...OSWEGO...AND LEWIS COUNTIES...

HAZARDS...A band of heavy snow is produce near whiteout conditions
with blowing and drifting snow with snowfall rates of 2 to 3 inches
per hour. This band was located across northern Oswego, far southern
Jefferson, and Lewis county impacting travel on Interstate 81. This
band of snow is expected to remain fairly stationary before moving
south late this afternoon.

LOCATIONS IMPACTED INCLUDE...
Oswego, Sandy Island Beach State Park, Lowville, Pulaski, Adams,
Redfield, Selkirk Shores State Park, Highmarket, Mexico Point State
Park, Nine Mile Point, Southwick Beach State Park, Barnes Corners,
Whetstone Gulf State Park, Adams Center, Scriba, Richland, New Haven,
New Bremen, Watson and Mexico.

This includes Interstate 81 between exits 33 and 41.

...A BAND OF HEAVY SNOW WILL MOVE ACROSS NIAGARA...ORLEANS...AND
MONROE COUNTIES THIS AFTERNOON...

HAZARDS...A band of heavy snow which can rapidly reduce visibility
to less than a half mile. This band is producing a burst of heavy
snow at the rate of 1 to 2 inches per hour. There also will be areas
of blowing snow.

LOCATION AND MOVEMENT...At 155 PM EST, the band of snow was along
the south shore of Lake Ontario, moving southeast at 10 mph. This
band will pass through the Rochester metro area between 2 p.m. and 3
p.m.

LOCATIONS IMPACTED INCLUDE...
Rochester, Greece, Irondequoit, Chili, Brockport, East Rochester,
Medina, Albion, Hilton, Webster, Fairport, Brighton, Gates-North
Gates, Hamlin Beach State Park, Penfield, Newfane, Spencerport,
Byron, Churchville and Middleport.

...BAND OF HEAVY LAKE EFFECT SNOW EAST OF LAKE ONTARIO WILL MOVE
SOUTHWARD THROUGH 400 PM...

HAZARDS...A band of heavy snow which can rapidly reduce visibility to
less than a quarter of a mile. This band of heavy snow is producing
extremely heavy snow at the rate of 2 inches per hour. Winds gusting
to 45 mph will result in areas of blowing snow.

LOCATION AND MOVEMENT...At 237 PM EST, a band of heavy snow was
across Oswego County extending eastward across southern Lewis
County. This band will drift southward across southern Oswego County
and northern Cayuga counties through 400 PM EST.

LOCATIONS IMPACTED INCLUDE...
Oswego, Fulton, Sandy Island Beach State Park, Fair Haven Beach State
Park, Lowville, Pulaski, Central Square, Redfield, Selkirk Shores
State Park, Highmarket, Mexico Point State Park, Nine Mile Point,
Battle Island State Park, Whetstone Gulf State Park, Hastings,
Scriba, Volney, Richland, Palermo and Sterling.

This includes Interstate 81 between exits 33 and 38.

SAFETY INFO... Traveling through this band will be extremely
difficult, with near whiteout conditions. Avoid travel during this
