.SYNOPSIS...
Tonight will mark the start of a warming trend that will last
through Thursday, with temperatures climbing up into the 50s
throughout the vast majority of the area. A combination of the warm
temperatures and a period of rain from a passing warm front may
bring flooding concerns Wednesday Night through Friday evening.

.NEAR TERM /THROUGH WEDNESDAY NIGHT/...
Surface high pressure overhead will cause temperatures to fall
quickly this evening with low temperatures met by midnight. Low
temperatures will drop to the mid teens across western NY and the
single digits east of Lake Ontario. A warming trend then begins as
high pressure moves east and warm air advection moves into the
region. A 50-60kt low level jet will move over head by sunrise
Wednesday with 850mb temperatures at +2C. An inversion will be in
place across the region keeping the strongest winds aloft however, a
southeast wind along the ridges will make it favorable for
downsloping winds across north facing slopes especially off the
Chautauqua Ridge late tonight through Wednesday. A Wind Advisory is
in effect for Chautauqua and southern Erie counties from 4AM
Wednesday to 7PM Wednesday. Winds up to 50 mph are especially along
the Lake Erie shoreline, west of the Chautauqua Ridge. Elsewhere,
breezy conditions expected Wednesday as a tight pressure gradient
resides across the area. There will likely be a brief period of
downsloping off the Tug Hill Plateau mid-day Wednesday however it
should be brief and localized. Temperatures will climb to the upper
40s to low 50s by Wednesday afternoon.

The region remains dry through Wednesday evening. Moisture and low-
level convergence increase ahead of an advancing cold front. Rain
will enter the region by late Wednesday night into Thursday morning.
A strong southwest wind field will remain across the region and
result in downsloping and therefore a lull in rainfall amounts
across the Finger Lakes region. Rainfall amounts of up to two tenths
expected across the Niagara Frontier and Tug Hill region. Elsewhere,
less than a tenth of an inch expected. Temperatures will hover and
rise and fall a few degrees but stay in the upper 40s to low 50s
Wednesday night.

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
...Flood Watches in Effect This Period for Far Western Counties...

The deterministic guidance packages have generally come into line at
this point for a consensus forecast of a major warm up that will
result in significant snow melt during this period. Part two of this
potentially impactful event will be rainfall that will range from a
half to one inch over the Finger Lakes to nearly an inch and a half
near Lake Erie and across the Eastern Lake Ontario region. The
combination will definitely lead to significant rises on area
tributaries with the POTENTIAL for flooding. The risk for flooding
will be greatest in ice jam prone areas...as mentioned in the flood
watch.

The event will actually be underway when this period starts...as
temperatures Wednesday night will be WELL above freezing all night.
In fact...temperatures that may settle back into the mid and upper
40s early are forecast to climb into the lower 50s across the lake
plains by daybreak Thursday. This will be accompanied by dew points
that will be in the 30s and 40s...do very efficient snow melting
will be underway as this period begins.

A cold front will be slowly approaching our forecast area during the
day Thursday. A 60 kt low level jet ahead of the front will help to
reinforce the previously mentioned warmth. H85 temps climb to around
6C...and with nominal mixing within the warm advective pattern...
that should easily support max temps in the mid to upper 50s. That
may even be conservative. Bottom line...the current snowpack is
going to undergo significant melting with runoff draining into local
tributaries. Given the current ice pack on area tributaries...this
will the specter of ice jam flooding.

The risk for flooding will be greatly exacerbated by the onset of
steady rain during the course of the day. While rainfall amounts
will not be overly impressive during the first half of the day... an
initial wave approaching our forecast area along the aforementioned
frontal boundary will increase synoptic scale forcing during the
afternoon. Rainfall amounts could approach an inch over the far
western counties by nightfall...while amounts over the Finger Lakes
will likely be under a quarter inch. Given the amount of snowmelt
from a snowpack that has 2-4" of water locked up in it...the risk
for flooding along ice jam prone tributaries will be significantly
raised.

Widespread steady rain...moderately heavy at times late in the
afternoon and during the first half of Thursday night...will then
precede the main wave that will approach from the Ohio valley. This
will be the time with the greatest threat for flooding...not just
localized ice jam flooding...but more widespread flooding.

As the main sfc wave moves across the Finger Lakes and exits to the
northeast Thursday night...a strong baroclinic zone in its wake will
move through the forecast area. This will change the rain over to
snow...possibly including a short period of freezing rain during the
transition period. Along with the hydro concerns...this could very
well lead to winter based headlines...most likely in the advisory
category.

All of the remaining synoptic pcpn will be in the form of snow by
daybreak Friday as strong cold advection will plunge H85 temps into
the minus teens C. The snow should be relatively light by this
point...but it will likely be enhanced for the counties south of
Lake Ontario.

The lake snows south of Lake Ontario will greatly weaken by Friday
evening...with the leftover flurries being push north by a backing
wind environment.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
Clipper shortwave and associated sfc low tracking from Upper Great
Lakes to Quebec will bring a cold front across the region late
Saturday into Saturday night. Southwest winds ahead of the cold
front will be breezy on Saturday and could ramp up further late
Saturday into Saturday night as cold air advection leads to better
mixing of stronger winds aloft. Increased gusts to 35-40 kts now
near Lake Erie and across the lake plains. Even higher gusts could
occur from the west-northwest late Saturday though. Just one of many
items to watch in this upcoming period of active and changeable
weather. Some light snow possible ahead of this system especially
across eastern Lake Ontario region on Saturday though marginal temps
near sfc should limit snow accums. Colder air spilling across lakes
Saturday afternoon into Saturday evening will support light lake
effect for areas favored by west-northwest flow especially south of
Lake Ontario.

Warm air advection and winds backing southwest as high pressure
ridge crosses will end the lake effect late Saturday night into
Sunday morning. Southwest winds will increase through the day and
could be gusty again. The southwest flow will increase temps once
again, with highs on Sunday afternoon to around 40 or even into the
40s. A bit cooler with readings around freezing for the higher
terrain east of Lake Ontario. Dewpoints staying well below freezing
will limit melting and runoff. However, warm air advection persists
into early next week ahead of stronger low pressure system
developing across the central CONUS later Monday. Eventually this
system brings rain to the lower Great Lakes and Northeast. The rain
and warmer temps (max temps above 50 again) along with dewpoints
eventually rising above freezing will likely melt more of the
remaining snowpack and could lead to more flooding issues at the
very end of this long term forecast or just beyond.

.AVIATION /02Z WEDNESDAY THROUGH SUNDAY/...
For the 00Z TAF VFR flight conditions are found across the region
and these conditions will continue through the TAF period.

The biggest concern this period will be the development of strong
winds. A 60 knot LLJ will reach the TAF region between 06 and 12Z,
with the base of this strong wind flow down to just 1500 feet where
40 to 45 knots will product LLWS across the WNY TAF sites.

Decent mixing tomorrow will develop gusty winds by mid-morning
across the TAF region. This will begin to negate the LLWS, though
with the jet still overhead and slackening of surface gusts will
yield LLWS.

Outlook...

Wednesday Night and Thursday...MVFR/IFR with rain developing from
west to east. LLWS possible early.
Thursday Night...MVFR/IFR with rain ending as snow.
Friday and Friday Night...Mainly VFR/MVFR with a chance of lake
effect snow showers and localized IFR possible to the south and
southeast of the Lakes.
Saturday...A chance of snow showers. Windy.
Sunday...Mainly VFR.

.MARINE...
Surface high pressure over the waters will support light winds and
low waves into tonight.

The next approaching weather system supporting active weather will
arrive during the later half of the week. Southerly flow tonight
into  Wednesday will support downsloping off both the Chautauqua
Ridge and Tug Hill, which will ramp up winds on both Erie and the
east end of Lake Ontario and therefore increase waves towards Small
Craft conditions on the open waters of eastern Lake Ontario
Wednesday.

.HYDROLOGY...
Low pressure will track near our region Thursday. Warmer weather
will precede this system Wednesday and Wednesday night, and this
will result in considerable snow melt. There is a significant
snow pack in place across the entire region, with widespread snow
water equivalent values between 1 and 4 inches with locally
higher amounts up to 5 inches. A significant portion of this
snow will melt during a prolonged period of warm weather such
as this which will add to run-off.

In addition to snow melt, a storm system coming from the Ohio
Valley is likely to produce between an inch and an inch and a
half of rain before changing over to snow. Rainfall amounts have
trended upwards in recent model runs.

At this point our greatest concern is for the potential development
of ice jams. Buffalo Creek, Cayuga Creek, and Cazenovia Creek
tend to be most vulnerable to ice jam flooding, however ice jams
can occur on other rivers and creeks. Thawing degree hours
(TDH) will depend on how quickly the colder air mass moves in,
but TDH may approach 600 in the Buffalo creeks basin which
would likely cause ice in place to break up and potentially
cause ice jams.

GEFS and NAEFS ensembles show a risk of flooding of
approximately 50 percent at forecast points in the Buffalo
Creeks, Allegheny, and Genesee basins with a lower risk in the
Black River basin where it will be colder. Some ensemble members
even show a risk of moderate flooding at some of the Buffalo
Creeks if QPF exceeds an inch and a half. HEFS ensembles which
can account for some model bias show a lower (but still
significant) risk for flooding.

High flows can make ice jams more dangerous, potentially leading
to rapid rises and flash flooding.
