* WHAT...Very low wind chills expected. Brisk northwest winds will
  produce wind chills from zero to 10 above zero.

* IMPACTS...The low wind chills could result in hypothermia if 
  precautions are not taken. Gusty winds could blow around 
  unsecured objects. Tree limbs could be blown down and a few 
  power outages may result.

The rain area has pushed south and east and the rain should be
ending here within a few hours. The latest satellite imagery
depicted the cloud cover holding strong over Central Alabama.
These clouds may rise, fall, and temporarily have a few breaks,
but will stay cloudy for the most part overnight. If some breaks
were to occur, some fog may develop and temperatures may be
affected. Otherwise, temperatures will slowly fall and range from
30 to 40 by daybreak. Winds aloft swing back around to the south
on Wednesday afternoon allowing moisture to increase.

Wednesday.

Dry conditions are expected through the day Wednesday though
skies will remain partly cloudy northwest to mostly cloudy
southeast through much of the day. Winds will become more easterly
with time from 5-10 mph. High temperatures will range from the
upper 40s in the higher elevations east to the mid 50s far south
and southeast.

...ARRIVAL OF VERY COLD CONDITIONS STILL ON TRACK...

No large changes to the ongoing forecast in the long term. Much
advertised invasion of Arctic air is still on track for a Thursday
night arrival into central Alabama.

After a dry Wednesday, rain chances come back into the forecast
from the east starting Wednesday night, with a bit of a CAD wedge
situation developing. Meanwhile, the big eastern states upper
trough really digs into the area, and the Gulf surface low move
inland into northwest FL, spreading moisture and POPs across the
entire area on Thursday into Thursday evening. But, to be honest,
moisture return is not really all that impressive in this
situation. The trough digs in so fast, and then the big Arctic
front moves through with such velocity, that the time frame of
synoptic level forcing is relatively short before the arrival of
the cold and dry air mass behind the front. Thus, even though some
spots will have likely to categorical POPs (60-90 percent), QPFs
are still going to be less than a tenth of an inch.

Additionally, the speed at which the cold air arrives and moves
through will also help to limit the time and location of
potential changeover to wintry precip. Perhaps to the tune of just
30-60 minutes immediately post-frontal, before things dry out.
Thus, will continue to not mention any accumulations. The
messaging focus with this event, in our area, remains the
magnitude of the cold rather than the possibility of wintry
precip. Latest model solutions and blends remain in line with
previously forecast lows and highs from Friday through the holiday
weekend. Will continue with Hard Freeze Watch and Wind Chill
Watch as previously issued, and pass the option on upgrading to
Warnings and Advisories to the overnight shift.

Ceiling heights will continue to be the challenge this period.
Expect ceilings to dominate the 24 hour period, but also expect
these clouds to rise and fall or even briefly clear. The latest
satellite images still depict widespread clouds, but they range
from 004 to 035. Easterly low level flow will keep things cool
under the clouds and mostly overcast. Every now and then, some
thinning or lifting of the clouds is anticipated due to weak
isentropic flow and some mixing near the strong inversion. For the
terminals, some start VFR and others IFR based on observations and
satellite. But the overall trend will be for the terminals to have
a large part of the period MVFR from 015-022. MGM/TOI will have
the best chance for experiencing longer times of IFR mainly night
time. No rain or fog mentioned at this time. Winds stay easterly
throughout becoming 06-11kts on Wednesday.

.FIRE WEATHER...

More rain comes in Thursday ahead of a strong cold front, with a
very dry but also cold air mass moving in Friday through the
weekend. 20ft winds will be out of the northwest at 20 mph gusting
to 30 mph on Friday, with RH values dropping near 25 percent for
a few hours. However, KBDI values are low due to recent rainfall
and temperatures will be below freezing.

...BITTER COLD AND BLUSTERY CONDITIONS EXPECTED THURSDAY NIGHT INTO
SUNDAY...

This Hazardous Weather Outlook is for the counties served by the
National Weather Service office in Birmingham.

.DAY ONE...Outlook through Tonight.

No hazardous weather is expected at this time.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday.

A bitterly cold air mass will move into Central Alabama late
Thursday night. Low temperatures Thursday night through Sunday night
will be in the single digits and teens. High temperatures will be in
the upper teens and 20s Friday. Below freezing temperatures will
last 48 to 84 hours with the longest duration north. A Hard Freeze
Watch is in effect for all of Central Alabama.

As the arctic front moves in, winds increase substantially.
Sustained winds of 20 mph or greater are possible, with gusts of 35
to 40 mph. These winds are expected Thursday night into Friday. A
Wind Advisory will likely be needed.

The combination of the aforementioned temperatures and winds will
drop wind chill values to critical levels. Wind chill readings are
expected to fall below zero Friday morning across the northwest half
of Central Alabama, and across much of Central Alabama Friday night
into Saturday morning. Wind chills as low as -10 to -15 are possible
north. A Wind Chill Watch is in effect for much of Central Alabama.
