Tonight into Wednesday...

.A winter storm brings accumulating snow and strong winds to the 
region starting between 9 pm and 3 am and persisting through 
Wednesday morning before conditions slowly improve in the 
afternoon. Winds will gust to 45 mph across much of the area from 
late tonight through Wednesday morning, with some higher gusts to 
50 mph at times west of the Mississippi River. Combined with 
falling snow, these strong winds will lead to significant 
reductions in visibility with periodic whiteout conditions, 
especially in rural, open areas. Wind-prone areas of southeast 
Minnesota will be especially susceptible to prolonged poor 
visibility and strong winds where a Blizzard Warning is in effect.
Accumulating snow will be highest north of I-94 where 3 to 7 
inches is expected, though winds will be a bit lighter over 
north-central WI. Generally 1 to 3" expected between I-90 and 
I-94 with an inch or less south of I-90.

There will be travel impacts, including the Wednesday morning
commute. Plan now and be prepared to adjust travel if conditions
warrant it. Isolated power outages will be possible.

.SHORT TERM...(This evening through Wednesday)

A deepening low pressure system will move east out of eastern South
Dakota late this afternoon east northeast into northern Lake
Michigan by sunrise Wednesday and across northern Lower Michigan and
southern Ontario during the day Wednesday. Soundings show a deep
dendritic growth zone (up to 200 mb at times) late tonight. However,
with the strong winds near the surface, there are some questions on
how many of these dendrites will reach the ground. This will likely
impact the snow to liquid ratios some. As a result, we will likely
start out as snow to liquid ratios in the 10-15 to 1 range and then
increase this to 15-20 to 1 range for late tonight and Wednesday.
This results in snow totals up to 1 inch across northeast Iowa and
southwest Wisconsin, 1-2 inches in southeast Minnesota, 1-3 inches
in west-central and central Wisconsin, and 3-7 inches in north-
central Wisconsin.

In addition to the snow, sustained west winds will be in the 20 to
30 mph with wind gusts of 40 to 50 mph along and south of Interstate
94. Due to inconsistent reports on how much of the snow pack will be
susceptible to blowing by these strong winds, there remains
uncertainty on how much the snow pack will add to the blowing snow
threat. As a result, looked carefully at the additional snow amounts
on deciding whether we needed to upgrade the Winter Weather Advisory
to a Blizzard Warning or not. With northeast Iowa only expecting up
to 1 inch, any whiteouts in that area would be short lived, so opted
not to go with one there. Meanwhile, with southeast Minnesota now
expecting 1 to 2 inches of snow and maybe some of the existing
snowpack also adding to this blowing snow, we decided that a
Blizzard Warning was needed there. With slightly lighter wind gusts
expected in western Wisconsin, opted not to go with a Blizzard
Warning there.

.LONG TERM...(Wednesday night through Tuesday)
Issued at 232 PM CST Tue Jan 4 2022

Main focus of the extended period will be a couple shots of Arctic
cold.

Looking like light snow will linger at least north of I-90 into
Wednesday night as a secondary weak shortwave swings through the
region. Forecast soundings remain nearly saturated through this
timeframe to support additional light snow, so have increased PoPs
into Thursday morning when the feature finally exits. Looks like up
to another inch possible along/north of I-90 out of this.

Thereafter doesn't look like much for precip chances, though there
will be periodic weak disturbances tracking through the area that
could perhaps bring some light snow at times into the weekend.
Confidence just isn't high enough to add anything to the forecast at
this time.

Main story Wednesday night and beyond will be periodic bouts of
frigid conditions behind a couple Arctic fronts. 850mb temps will
plummet to near -20C by Thursday morning, with wind chills dipping
to -20 to -30 west of the Mississippi River -- will likely need a
wind chill advisory. The heart of the cold air will be overhead by
Thursday night with low temps in the negative teens and wind chills
of -20 to -35 across the forecast area, coldest west of the
Mississippi River. Some moderation in temps expected heading into
Friday and Saturday before another influx of Arctic air by Sunday.
Additional wind chill advisories look likely for Sunday night and
perhaps for part of the area Monday night. Some additional
moderation by Tuesday, but medium range guidance differences don't
lend a whole lot of confidence for temperature trends thereafter.

.AVIATION...(For the 18Z TAFS through 18Z Wednesday afternoon)
Issued at 1157 AM CST Tue Jan 4 2022

The conditions will rapidly deteriorate west of the Mississippi
River between 05.03z and 05.06z and across the remainder of the
area between 05.06z and 05.10z. During this time period, the wind
speeds will be dramatically increasing. This will likely result in
areas to widespread blowing snow and there will be falling snow.
Visibilities will likely become IFR. In addition, ceilings will
become LIFR/IRF. These conditions will likely continue through the
remainder of the TAF period. Additional snow amounts at KLSE and
KRST will likely range from 1 to 2 inches.
