.SYNOPSIS...
Dry and cool weather is expected this evening through
mid-day Thursday, but a powerful winter storm is expected to bring a
a mix of rain and snow to the region Thursday as well as strong
gusty winds. This will be a multi hazard event with accumulating
snow in the Adirondacks, potential for flooding across most of the
region, and potential for damaging wind gusts for much of eastern
New York and western New England. Drier and much colder weather is
expected behind this storm system through the weekend.

.NEAR TERM /UNTIL 6 AM THIS MORNING/...
Update as of 1215 AM...Small adjustments to reflect current temp
and dewpoint obs, but no changes to cloud cover as cirrus clouds
continue to overspread the region and thicken. Otherwise,
forecast remains on track. See previous discussion below...

PREVIOUS DISCUSSION [3:45 PM]...Tonight, zonal flow aloft
becomes more meridional as an upper ridge amplifies off the east
coast. The surface high strengthens to 1038 mb, but moves off
to the northeast of our region overnight tonight. With a weak
pressure gradient across the region, this should lead to
favorable radiational cooling conditions to start the night,
especially where a deep snowpack remain in the higher
elevations. Went a few degrees below NBM guidance in these
areas for overnight lows. However, mid and high clouds begin to
increase from the southwest to northeast after midnight ahead of
our next weather system, which will slow the radiational
cooling. Lows will generally range from the 10s to around 20 in
the Mid Hudson Valley.

.SHORT TERM /6 AM THIS MORNING THROUGH FRIDAY NIGHT/...

***Winter weather advisory in effect from Thursday late
 afternoon through late Thursday night for portions of the
 Adirondacks...

Thursday starts off tranquil with surface high continuing to
retreat to the northeast while we remain under the influence of
the upper ridge off the east coast. However, a large, potent
closed low embedded in a full-latitude longwave trough will be
dropping into the upper Midwest Thursday. At the same time, a
southern stream shortwave will be moving up the east coast
Thursday around the base of the upper trough. These features
will be reflected at the surface with surface cyclogenesis
taking place over southeastern MO and IL, as well as over the
coastal Carolinas. This will be the beginning of a strong,
multi- hazard storm that will impact our region Thursday
afternoon through Friday.

Thursday night through Friday...The upper low then intensifies
as it tracks south of the Great Lakes Thursday night and into
western PA/NY Friday. The surface low over the midwest rapidly
deepens as it through the Great Lakes region during this same
timeframe. Accordingly, precip overspreads the region Thursday
afternoon and evening as the southern stream shortwave and
corresponding surface low move up the east coast. Precipitation
may initially start as a mix of rain/snow, with more rain
favored in the valleys and more snow in the higher elevations.
Precipitation should eventually transition to all rain Thursday
evening or Thursday night. Little to no snow is expected for
valley locations, but a couple inches is possible in the higher
elevations of the Catskills, southern Greens, and portions of
the Berkshires. Further north in the Adirondacks, several hours
of snow is possible (up through 6-9z) Thursday night before the
changeover to rain, so higher amounts of up to 5" are possible
across the higher elevations here. Therefore, a winter weather
advisory was issued to cover this threat.

Also, wind threat will increase Thursday night into Friday due
to a strong pressure gradient between the departing high to the
northeast and the rapidly deepening low to our west. Strong
southeasterly winds will lead to the highest gusts in the
southern Greens, Taconics, and Adirondacks as well as the areas
just west where downslope enhancement of winds appears likely
at this time. These areas could see wind gusts in excess of 60
mph Thursday night into Friday morning, which could lead to
downed limbs/trees and scattered to potentially widespread power
outages. The high wind watch was expanded to include these
aforementioned areas, and a wind advisory was also issued for
portions of western MA and CT as well as the southern Taconics
and the western Mohawk Valley where downsloping off the
Catskills is possible. Winds will be breezy for valley areas but
should remain short of advisory criteria as presence of sharp
low-level inversion should help prevent mixing down of winds
here.

Wind will also be quite impressive in the mid and upper levels,
with 60+ kt low-level jet (LLJ) expected at 850 mb. NAEFS
suggest u wind anomalies of -3 to -4 sigma with v winds of +3 to
+4 sigma per latest NAEFS. This is an impressive signal, and is
accompanied by an equally impressive signal for strong IVT and
PWATs of +2 to +3 sigma of the NAEFS. Overlap of anomalous
moisture with very strong forcing for ascent through the column
(divergence and cyclonic vorticity advection aloft, low/mid-
level warm advection, isentropic lift, and frontogenesis) will
lead to widespread QPF amounts of 1 to 2.5 inches with locally
over 3 inches possible in the southeast facing slopes of the
Catskills where upslope enhancement due to low-level southeast
flow is expected. Combination of rain and snow melt may lead to
minor to moderate flooding of creeks, streams, and main stem
rivers, hence the issuance of the flood watch. The southern
Adirondacks were not included in the flood watch as snow melt
here is expected to be lower with cooler temperatures expected
through the day Friday. There is some uncertainty as to how much
snow will melt in the southern Greens, but per internal
collaboration and collaboration with NERFC, feel that best
chance for more snow melt will be across the Berkshires and
eastern Catskills, where warmer temperatures are expected. There
is 2-3" of liquid equivalent in the snowpack per
NOHRSC/Mesonet/Cocorahs obs, and some uncertainty remains as to
just how much of this will melt, so will continue to monitor
this over the coming days. The fact that warm up/higher dew
points will be short-lived may help mitigate the amount of snow
melt, as will the fact that snowpack is not yet ripe and
continued cold temperatures are expected tonight.

Friday evening and Friday night, the upper low tracks across
western NY and a strong cold front tracks through the region as
the surface low deepens to sub 970 mb and tracks west and north
of our area. A few rumbles of thunder and gusty winds are
possible with this cold frontal passage. 850 mb temperatures
fall from +5C to -15 to -20C in a matter of hours behind this
front, suggesting the potential for a flash freeze of any wet
roads/sidewalks. Rain tapers to snow showers after the cold
front moves through. Additional minor snow accumulations are
possible, but with precip ending shortly after the cold air
works in not expecting snow to be the primary issue. Cold
temperatures and gusty winds will also lead to apparent
temperatures below 0F for may areas by Saturday morning.
However, given the complexity of the forecast, decided to hold
off on any headlines for the post frontal timeframe for at least
another shift cycle. Will note here, however, that additional
headlines for flash freeze potential, winds, and/or wind chills
may be needed in the next couple days if forecast confidence
increases over the coming days.

.LONG TERM /SATURDAY THROUGH WEDNESDAY/...
Below normal temperatures will continue through the long term
period, with main precipitation chances limited to the southwest
Adirondacks where occasional Lake Effect snowbands will be possible.

Daytime highs below freezing through Tuesday, perhaps rising
slightly above for some southern areas by Wednesday. Overnight lows
mainly in the single digits and teens. Wind chills will likely
remain between zero and 10 below through Monday morning, except
colder on some higher ridgetops.

There could be some slightly more widespread snow showers late
Tuesday or Wednesday, depending on the track of a clipper system and
offshore low pressure system.

.AVIATION /06Z THURSDAY THROUGH MONDAY/...
VFR conditions expected through this morning, with increasing
high/mid level clouds.

A lower cloud deck, with MVFR ceilings, should expand northward
across the TAF sites between roughly 18Z-22Z this afternoon.
Precipitation will also expand northward, mainly between 19Z-23Z
Thursday. Precipitation types should be mainly rain at KPOU, a
rain/snow mix at KALB and KPSF, and all snow at KGFL. Conditions
may drop to IFR toward 00Z Friday, especially for visibilities
in any areas which receive some snow.

During the evening between 00Z-06Z, steady precipitation occurs
at all TAF sites. KGFL may be slow to transition to rain, and
keeping it borderline MVFR/IFR with snow and rain. KALB and KPSF
mainly rain with some mixed snow and borderline MVFR/IFR. KPOU
should be all rain with also borderline MVFR/IFR ceilings and
visibilities, too.

Winds will light and variable to near calm through mid morning,
becoming south southeast around 3-6 Kt by midday, then east to
southeast at 5-10 Kt by late this afternoon. East winds increase
near 10 Kt through this evening and may gust to 15 Kt or 20 Kt
at KALB and KPSF.

Low level wind shear may develop at KPOU toward 00Z/Fri as
surface winds remain relatively light from the east at 5-10 KT,
while winds around 2000 FT AGL increase from the east/southeast
to 40-45 KT. Low level wind shear may develop at KGFL, KALB and
KPSF through the evening as well.

.HYDROLOGY...
A major storm tracking northeast across the Great Lakes region
will bring periods of moderate to heavy rain to our area
Thursday night and Friday. The heaviest rain will mainly be late
Thursday night into early Friday afternoon, associated with a
surge of warm/moist air and strong, gusty winds. QPF amounts of
1 to 2.5 inches are expected, with locally higher amounts
possible across the southeast facing slopes of the higher
terrain areas (E. Catskills, SE Adirondacks, S. Greens,
Berkshires, Litchfield Hills).

Snow pack is significant over higher elevations from last
week's storm, with water equivalent values of 1 to 3 inches.
Snow melt on Friday along with the potential for 2-3+ inches or
more of rain will cause rises on area rivers and streams with
flooding possible. Ensemble river forecast guidance indicating
several main stem river points with good chance of at least
minor flooding, with some moderate flooding possible. A flood
watch has therefore been issues for all of western New England
and eastern New York, except for the southwestern Adirondacks
and southern Herkimer County. There remains some uncertainty as
to just how much of this snowpack will melt, so we will
continue to refine these forecasts regarding magnitude and
coverage of potential flooding as the event draws closer.
