basin, causing water levels to rise.

.UPDATE...
The wet weather pattern has already started well ahead of Tropical
Storm Elsa's arrival. The 00Z evening sounding is showing a drastic
increase in moisture from just 6 hours ago. The PWAT has jumped up
from 1.69 inches at 18Z to 2.29 inches on the 00Z sounding. This has
translated to numerous showers and storms this evening, with some
thunderstorm gusts in the 35 to 45 mph range. This wet pattern is
expected to continue through the overnight hours.
The big weather concern of the week with be with Tropical Storm
Elsa, currently located over west-central Cuba. Tropical Storm Elsa
remains very disorganized this evening with bursts of convection
quite a distance from the actual center. The latest advisory has the
storm moving northwestward exiting the northern coast of Cuba later
tonight and slightly strengthening in the Florida Straits as it
tracks NNW through the eastern Gulf of Mexico on Tuesday and
Wednesday, before making landfall over northern Florida on Wednesday
morning. Some slight shifts in the track to the east or west are
still possible, but as it stands now, west central and southwest
Florida will feel the effects of this storm as it moves northward
through the middle of the week. This has warranted the issuance of
Tropical Storm and Storm Surge Warnings for portions of the eastern
gulf waters and coastal counties along western Florida. Additional
Watches and Warnings will likely be issued over the next 24-36
hours. You should continue to monitor the latest on Tropical Storm
Elsa from our office and the National Hurricane Center.

Brief MVFR cigs/vsbys from scattered SHRA/TSRA may impact the
terminals through 02Z tonight, otherwise VFR is expected through
early Tuesday morning. VFR early Tuesday morning will give way to
widespread MVFR/IFR cigs/vsbys after 14Z across the southwest
terminals and after 18Z for the northern ones as an expanding area
of RA/TSRA associated with Tropical Storm Elsa spreads north into
the region. East southeast winds in the 8 to 10 knot range the rest
of tonight will become southeast and increase 15 to 20 knots with
gusts up to 25 knots after 15Z, then increasing to 20 to 30 knots
after 18Z with gusts of 35 to 40 knots after 20Z with even higher
gusts possible in squalls between 22-00Z as Elsa approaches from the
south.

Marine conditions will begin to deteriorate across the coastal
waters beginning later tonight and lasting through mid week as
Tropical Storm Elsa approaches from the south. Tropical Storm force
winds, very rough seas, heavy downpours, thunderstorms and
waterspouts are expected with the passage of Tropical Storm Elsa.
Winds and seas begin to subside late in the week as a more typical
summertime pattern returns.
