[Through 06z Wednesday] A few patches of MVFR to IFR ceilings are
possible this morning. Otherwise, shower and thunderstorm coverage
is expected to increase through the day with widespread coverage
expected during the afternoon into the early evening.

.PREV DISCUSSION [619 PM EDT]...
.NEAR TERM/SHORT TERM [Tonight Through Wednesday Night]...
The official forecast from NHC as of 5 pm EDT calls for the center
of Elsa to be over the southeast Gulf of Mexico west of the Florida
Keys around daybreak Tuesday. Elsa is forecast to maintain tropical
storm status as it moves NNW on Tuesday before turning more
northward Tuesday night and making landfall in Dixie county around
or shortly after daybreak Wednesday. Accompanying and ahead of Elsa,
deep tropical moisture will surge northward across the eastern gulf
and into our region. PoPs during both daytime periods will be in the
likely to categorical (70-80%) range with chance PoPs (30-50%) for
the nighttime periods. PW's will be above 2.0" and the rain will be
heavy at times, especially along and east of the track of Elsa. This
would include at least our 4 easternmost Big Bend zones along with
Lowndes and Lanier counties in south-central Georgia. The Day 2
Excessive Rainfall Outlook from WPC has a Slight Risk (level 2/5)
outlined for those zones as does their Day 3 Outlook. A flood watch
will likely be issued for those zones sometime later tonight or
early Tuesday morning. For more detailed information on expected
rainfall, see the hydrology section below.
On Tuesday as the gradient tightens ahead of Elsa, winds will become
gusty and possibly strong at times. However, the greatest impacts
will be felt Tuesday night and Wednesday based on the current
forecast. Tropical storm conditions are possible for Apalachee Bay
and the southeast Big Bend Tuesday night, followed by the eastern
Big Bend into the Valdosta area by Wednesday morning. Tropical
storm force winds could cause downed tree limbs, power outages,
and loose items blown around. A Storm Surge of around 3 to 5 feet
will be possible across Apalachee Bay but will remain heavily
dependent on any track and intensity changes. An isolated tornado
or two will also be possible across the far southeast Big Bend
late Tuesday through Tuesday night.

Highs temperatures will be in the mid to upper 80s Tuesday with
lower to mid 80s on Wednesday. Overnight lows will be in the lower
to mid 70s.
.LONG TERM [Thursday Through Monday]...
The departure of Elsa results in a decrease in diurnal convection
early Thursday morning. However, deep-layer southwest flow, combined
with a series of upper-level impulses should force renewed
convection across much of the forecast area through the afternoon.
Thereafter, subtropical ridging builds across the region heading
into the weekend allowing for a return to a more typical summertime
weather pattern. High temperatures climb back to the upper 80s to
low 90s, while lows remain in the lower to mid 70s.
.MARINE...
Tropical Storm Elsa is forecast to move northwest through the
Straits of Florida and enter the southeast Gulf on Tuesday morning.
Mariners should monitor the progress of Elsa. Tropical storm
conditions are possible over Apalachee Bay Tuesday night through
Wednesday, with elevated seas arriving at our waters from swells
generated by Elsa on Tuesday afternoon. Conditions look to improve
by Wednesday night; however, cautionary conditions are expected to
remain. Tropical storm force winds could arrive as early as Tuesday
afternoon. The waters east of Apalachicola stand a higher chance of
tropical storm force winds than the waters west of Apalachicola.
However, boaters should be mindful of the aforementioned high seas,
occasionally heavy rain, chances for thunderstorms, and gusty winds.
.FIRE WEATHER...
There are no fire weather concerns expected for the next
several days with wet conditions in place.
.HYDROLOGY...
Main focus over the next 48-72 hours will be the approach of Tropical
Storm Elsa. Antecedent conditions have been especially wet across
the entire region with some localized rainfall totals in the last
3 days exceeding 6 inches. Area rivers are running above normal
for this time of year, but most are just below action stage.
Rainfall with Elsa is expected to be track dependent, especially s
the system may be slightly tilted by the time it makes landfall,
with the heaviest rains along the east side of the track. Given
that Elsa will be moving forward at a moderate pace, rainfall
amounts of 3-4 inches with isolated amounts up to 6 inches are
expected. These amounts occurring over already wet conditions in
the Southeast Florida Big Bend could lead to localized flooding.
Additionally if these heavier amounts fall into the Withlacoochee
Basin in South Georgia, minor river flooding could occur in this
basin upstream of the confluence with the Suwannee River.
Longer term, depending on the exact placement of the heaviest
rains, only modest rises would be possible on the Suwannee River,
though this system does not appear to have enough rainfall to
generate water levels above minor flood stage on the mainstem
Suwannee.
