* WHEN...Until 10 AM CST this morning.

* IMPACTS...Hard freeze conditions will result in damage to
  exposed pipes and may result in additional water main breaks.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take steps now to make plans for how you will remain warm
tonight. To prevent additional bursting of outdoor water pipes
they should be wrapped, drained, or allowed to drip slowly. Those
that have in-ground sprinkler systems should drain them and cover
above-ground pipes to protect them from freezing.

.AVIATION...

While VFR conditions are mostly expected for this entire TAF
period, some afternoon clouds may develop across the region.
There actually remains the question as to just how widespread
these clouds will be, and just how low/dense. As such, I decided
to hold off on them with this package. Areas of patchy fog may
also be possible this morning, but confidence was also not high
enough to prevail it at any sites.

SHORT TERM.../Today through Saturday/

A Hard Freeze Warning will remain in effect until 10AM today, as
very cold conditions will spill over into the morning hours.
Additionally, some areas may see some freezing fog, as T/Td's may
support fog development. While this freezing fog is not a surefire
thing, I felt the need to include it in the short-term given
current travel conditions. These freezing fog chances will spill
over into tonight, where I have once again introduced them area-
wide. Much like this morning, I'm not overly confident this
scenario will fully unfold, but I at least wanted this activity
mentioned in the grids, in the event some areas do see it.

The warming trend will finally kick off today, aiding in the
clearing of the snow and ice pack. While temperatures today won't
get too toasty, they will get above freezing, with some of our
southern zones pushing 40 degrees. However, it's worth noting that
overnight lows tonight will once again drop like a sack of bricks.
In the event snow and ice do melt during the afternoon hours, this
water will likely freeze again during the overnight hours. In
fact, I'm sure the possibility of another Hard Freeze Warning will
be evaluated with the afternoon forecast package. With that all
being said, the true warm push this short-term will be on
Saturday, when afternoon high temperatures will push the mid 40s
and low 50s area-wide.

LONG TERM.../Saturday night through Friday/

Zonal flow aloft will quickly transition to SW flow on Sunday as
the warm up across the Four-States region continues. This SW flow
transition will be in part to the next trough that begins moving
through the plains. This trough will clip the region into Monday,
bringing with it an increase in precipitation chances. However, no
winter weather is anticipated with this passing system, as
temperatures will be much warmer at this point. In fact,
afternoon highs on Wednesday might creep into the 60s as SW flow
takes back over. Behind the trough on Monday, another brief dry
period will settling in until the end of the coming workweek. Here
is when long-range guidance favors the passing of another trough
and weak cold front. At this time, it looks again like this front
will not be potent enough to drop temperatures to a point where
winter weather is a concern. However, rain chances will once again
increase, and remain into the end of this long-term forecast
period into next weekend.

This Hazardous Weather Outlook is for portions of south central
Arkansas, southwest Arkansas, north central Louisiana, northwest
Louisiana, southeast Oklahoma, east Texas and northeast Texas.

.DAY ONE...Today and Tonight...

A Hard Freeze Warning will remain in effect until 10AM to account
for very chilly morning temperatures. Some areas may also see some
patchy freezing fog, but this activity remains uncertain. Patchy
freezing fog may also be possible tonight, but again, confidence
is not the highest in this regard. Aside from roads and traveling
conditions remaining atrocious from the passing system, no
hazardous weather is expected.

.DAYS TWO THROUGH SEVEN...Saturday through Thursday...

No hazardous weather is anticipated.

Activation of emergency management personnel...amateur radio
operators...and storm spotters will not be needed. Please relay
