* WHAT...Heavy snow is expected startingas early as late this 
  evening and lasting through early Tuesday morning locally. In 
  the San Bernardino and Riverside County Mountains, total 
  accumulations up to 6 inches between 3,000 and 4,000 feet, and 5
  to 10 inches above 4,000 feet, with local amounts to 12 inches 
  above 5,000 feet. In the San Diego County Mountains, 2 to 6 
  inches between 3,000 and 4,000 feet, and 8 to 12 inches between 
  4,000 and 5,000 feet. Local amounts to 18 inches possible, 
  especially at the higher elevations. Significant accumulations 
  likely on Interstates 15 and 8.

* WHERE...Mountains above 3000 feet Sunday night through Monday 
  evening.

* WHEN...Sunday evening through early Tuesday morning.

* IMPACTS...Severe travel disruptions with treacherous driving
  conditions. Heavy snow likely to impact major freeways,
  including I-15 through Cajon Pass, and especially I-8 between
  Viejas and Boulevard. Low-elevation snow may result in more
  widespread travel impacts compared to typical winter storms.

* ADDITIONAL DETAILS...Be prepared for reduced visibility at times
  with areas of dense fog resulting in dangerous driving
  conditions. Another storm system looks likely to impact the
  region late in the week, with additional high elevation snow
  expected.

.An unusually cold Winter Storm will bring low elevation snowfall
and the potential for severe travel disruptions starting tonight 
and continuing through Monday in the mountains. The Cajon Pass and
the I-8 corridor will likely be impacted. The Ortega Highway may
be impacted as well due to the low snow levels expected.

  possible to 2500 feet.

.SYNOPSIS...
A cooler and wetter weather pattern is developing over the West
Coast and will provide periods of rain and mountain snow, along with
gusty southwest to west winds at times through next week. The first
round of precipitation will arrive tonight and continue into
Saturday with a second for Sunday night and Monday. Additional
rounds of precipitation are expected for the latter half of next
week.

.DISCUSSION...FOR EXTREME SOUTHWESTERN CALIFORNIA INCLUDING ORANGE...
SAN DIEGO...WESTERN RIVERSIDE AND SOUTHWESTERN SAN BERNARDINO
COUNTIES...

Satellite imagery at 8 AM PST showed low clouds streaming north over
the coastal waters and extending well inland along the coastal basin
of SoCal. Areas of higher clouds were moving from west to east.
Thicker bands of SW_NE bands of clouds were evident farther north
over the Central Coast. The 12Z Miramar sounding had a very weak
inversion near 1650 FT MSL, and another just below 7K FT. Below 5K
FT winds were SW-W 10 KT or less. The sfc pressure gradient from
KSAN to the high deserts was trending onshore at around 5 MBS.
Southwest winds over the mountains are already 25 MPH with several
sites gusting 35-45 MPH.

Based on the short-term high resolution guidance and trends, a Wind
Advisory has been issued for the mts/high desert areas. Some
mountain wave activity, combined with the strengthening sfc pressure
gradient could sfc wind gusts of 50 MPH or more onto the desert
slopes and foothill areas. Farther out across the high deserts gusts
of 40 to 45 MPH are likely with some blowing dust. A forecast update
was issued earlier this morning. No other changes at this time.

From previous discussion...

.SHORT TERM (Today through Sunday)...
Low clouds have returned to some coastal areas overnight and
spread into portions of the western valleys. A cold low pressure
system is moving southward just of the coast of northern
California. A few showers may develop by late afternoon with the
cold front an initial round of precipitation arriving this
evening. Showers will follow for tonight and Saturday, ending late
Saturday night.

The most widespread precipitation is expected for Saturday into
Saturday evening. There is also a slight chance for thunderstorms
on Saturday, mainly for portions of the coast and valleys. Rainfall
is expected to range from one third to one half inch near the
coast to one half to one inch in the mountains with locally
greater amounts. The snow level will lower from 4500 feet tonight
to around 4000 feet for Saturday and Saturday night. Snowfall of a
few inches is possible down to 4000 to 4500 feet with 4 to 8
inches above 5000 to 5500 feet.

Gusty southwest to west winds will develop today in the mountains
and deserts and continue into Saturday with the stronger gusts to
45 mph and isolated gusts to 55 mph. High temperatures today will
be 5 to 10 degrees cooler than Thursday and another 5 to 10
degrees cooler on Saturday with Saturday high temperatures around
10 degrees below average for the lower elevations and 15 to
locally 20 degrees below average for the mountains and valleys.
Much of the day Sunday will be dry with high temperatures a few
degrees warmer.

.LONG TERM (Sunday night through Thursday)...
The next cold low pressure system from the northwest will arrive
on Sunday night and Monday, then move east on Tuesday. This storm
is expected to be colder and bring greater amounts of
precipitation. Snow levels could lower to 2000 to 2500 feet for
Monday night and Tuesday. Travel is expected to be impacted by
snow through the Cajon Pass and along Interstate 8 through the San
Diego County mountains. Travel could possibly be impacted along
portions of the Ortega Highway trough the Santa Ana Mountains and
along Interstate 10 through the San Gorgonio Pass. Some snow is
expected across portions of the high deserts with smaller chances
for snow in some of the higher elevations in the Inland Empire.
Some showers could continue into Tuesday with showers more likely
from San Diego County southward into northern Baja. There is some
potential for thunder for portions of the coast and valleys for
late Sunday night into Monday.

This much cooler and breezy pattern is expected to persist for
much of the week with periods of precipitation. The ECMWF Extreme
Forecast Index continues to show winds exceeding the 90th
percentile on Monday over the coastal waters relative to the
long-term climatology of the ECMWF for this time of the year.
Winds could reach gale force over the coastal waters on Monday
with those gusty northwest to west winds extending inland across
coastal areas and into portions of the valleys with winds gusting
to 35 mph at the coast with isolated gusts to 45 mph.

Additional low pressure systems from the northwest will arrive
during the middle and latter part of next week with some spread in
the amplitude and timing of those systems among the ensemble
members of three of the global models. The next storm may arrive
some time around Wednesday night and Thursday.

High temperatures will be well below average for much of the week
with the ECMWF EFI having high temperatures for portions of the
area on Tuesday and Wednesday exceeding the 90th percentile toward
the coldest temperatures in the climatology of the ECMWF for this
time of the year with high temperatures for the valleys into
portions of the coastal areas mostly in the 50s to around 60 at
the coast, 40s in the high desert, and around 60 in the lower
deserts.

.AVIATION...
2201615Z...Coast/Valleys/Mountains...Areas of low
clouds with bases 2000-3500 feet MSL will continue today with random
and intermittent scatter out anywhere in the coastal basin today.
Partial obscuration of terrain above 2500 feet MSL. Scattered
showers after 03Z this evening and into Saturday morning. Cloud
bases locally down to 2000 feet and vis 3-5 miles in -SHRA.

Deserts...Low clouds 800-1200 feet MSL through 18Z this morning
around TRM and PSP. Strong winds to develop today in the high desert
around KVCV with 25-35 kt after 22Z. Otherwise, SCT-BKN clouds at or
abv 15000 feet MSL with unrestricted vis through Saturday morning.

.MARINE...
No marine weather hazards are expected through the weekend, though
light showers are possible tonight through Saturday night. Another
winter storm will likely bring strong winds and hazardous seas
Sunday night into Tuesday. Gales are possible. Combined seas over 10
feet in the inner waters and over 12 feet in the outer waters are
also possible.

.Beaches...
Elevated short-period west northwest swells could bring surf of 7+
feet for late Monday into Tuesday. This will produce hazardous
swimming conditions and a higher risk for rip currents.
