.SYNOPSIS...Several wet weather systems will move through the area
today into Wednesday with periods of heavy rain, rising snow levels
and rivers, and gusty winds.

&&

.SHORT TERM /TODAY THROUGH WEDNESDAY/...The proverbial calm before
the storm early this morning as first in a series of systems with
atmospheric river tap moves across the area. Initial frontal
system will move inland early this morning and into the Cascades
this afternoon. For most areas, there will be little break before
second wave pushes up from the southeast with even more moisture
and periods of heavy rain into Tuesday afternoon. A third wave
arrives Tuesday night into Wednesday morning. This one is looking
wetter/stronger than previous runs so have adjusted forecast
accordingly. Nearly all short-term and ensemble guidance is in
fairly good agreement now with details of the atmospheric river
which lends to better confidence in the forecast. IVT with the
second and third waves will be robust on the order of 500-750 kg
m-1 s-1 into SW Washington (even higher across coastal Oregon)
with PWATs close to 1" - near the 97th percentile for both. With
strong southeasterly 850 mb upslope flow injecting into the
Olympic Peninsula - all signs point toward periods of heavy
rainfall. This warm moist air will also serve to boost snow levels
and increase the potential for runoff. We'll also see periods of
gusty winds with each wave - strongest for the typical windy spots
along the coast and northern inland waters. The tangible
details/impacts are as follows.

RAIN/FLOODING: While there won't be a noticeable break between
waves, periods of higher rainfall rates are expected Monday night
into Tuesday afternoon and again Tuesday night into Wednesday
morning. Rainfall totals into Wednesday will range from a half
inch to an inch in the typical Olympic rain-shadowed areas, 1 to 3
inches elsewhere in the lowlands, and 3 to 6 inches in the
mountains. A few spots may exceed that in the higher reaches of
the Olympics and Cascades. Given the potential for river and
urban/small stream flooding and the elevated threat for
landslides, have issued a flood watch for the entire area. See
hydrology section below or FFASEW for more details.

SNOW/SNOW LEVELS: Snow levels will rise considerably from today into
Tuesday as warm sub-tropical air mass arrives. With initial system
today, we're looking at 3500 to 4500 feet with snow at the passes
starting out. Then with second wave tonight into Tuesday morning,
snow levels rise further - to 6000-7000 feet on the Olympic
Peninsula and 5000 to 7000 feet in the Cascades. The tricky part of
this forecast remains focused on Stevens Pass. Easterly flow may win
out longer than currently forecasted, keeping heavy snow going there
into Tuesday morning. Switchover time is still uncertain and
accumulations may hinge drastically on this. More confident in
earlier switchover at Snoqualmie Pass limiting amounts to several
inches there before rain. Have upgraded winter storm watch to a
winter weather advisory for the north and central Cascades.
Heaviest accumulations expected from Stevens Pass northward.

WINDS: Gusty winds expected with tonight into Tuesday's wave and
Tuesday night into Wednesday's wave. Models have shifted a bit and
now focus stronger winds on second wave instead of tonight. Gusts
along the coast and northern inland waters should remain just
below advisory criteria in the 25 to 40 mph range tonight.
Elsewhere expect winds 25 mph or below. For Tuesday night into
Wednesday, guidance in decent agreement as well. We'll likely near
advisory criteria at the coast and northern inland waters with
gusts of 40 to 50 mph. Elsewhere looking like the 20 to 35 mph
range but will continue to monitor trends. Given saturated soils,
it might not take as much wind to bring down trees/powerlines and
cause local power outages.

COASTAL FLOODING/HIGH SURF: Minor coastal flooding is likely along
the coast today through Wednesday and all other waters Tuesday and
Wednesday mornings due to King Tides and storm surge. Tidal
anomalies will be near or above HAT. Along with high tides, waves
will build to near 20 feet along the coast with Tuesday's storm.
Have issued a coastal flood advisory for the coast to account for
this. Additional advisories likely needed for the other waters
later today.

Carpenter

.LONG TERM /THURSDAY THROUGH SUNDAY/...A quieter long term in
store for Western Washington. Aforementioned system moves out of the
area Wednesday night into early Thursday and ridging builds over the
eastern Pacific and local area. This should lend itself to a dry
day. A quick-moving weaker system arrives for Friday with much
lighter rain and mountain snow than earlier in the week. Snow levels
may remain in the 4000-5000 foot range for bulk of the moisture so
not expecting too many impacts overall. Ensemble guidance and
cluster analysis continues to hint at the possibility of a more
prolonged period of ridging for the weekend into next week.
Deterministic guidance tries to drop a few systems into the area
on the periphery of said ridge - but we'll see.

Carpenter

.AVIATION...Rain will continue to move into the area early this
Monday morning. Expect a drop in ceilings for all interior
terminals starting around 1500 UTC. MVFR conditions will dominate
for most of the day throughout Western Washington. However, the
low ceiling prone terminals of KPWT and KOLM will likely spend
most of the day in IFR, with the occasional few hours in LIFR when
stronger rain showers move through the area. Winds will mainly be
southerly throughout the day at 5-10 knots. Winds will start
picking up after 0000 UTC near KHQM and closer to 0800 UTC for the
more inland terminals. At this time we are expecting gust 15-20
knots, and closer to 25-30 knots for KHQM, KBLI and KPAE.

KSEA...Ceilings will continue to lower this morning as rain moves
into the area. Rain is expected to begin around 1500 UTC and
continue throughout the day. MVFR conditions should be expected for
the majority of Monday, with occasional times of IFR due to
heavier precipitation. Southerly winds 5-10 knots will dominate
throughout the day. Expect gusts 15-20 knots to begin after 0800
UTC Tuesday.

.MARINE...Expect a series of marine warning and advisory products
for the duration of this week. The current set of Gales over the
coastal waters will ease throughout this morning. However this
easement will be short lived as winds will pick back up Monday
night ahead of another frontal system. As this front moves through
the area the southerly winds will also create a round of Gale
force winds for Admiralty Inlet, East Entrance of the Strait, as
well as the Northern Inland Waters.

Seas will remain high for the foreseeable future, with west
swells greater than 10 feet. Tuesday morning is expected to be the
time of the greatest swell heights that will range 20-22 feet.

Conditions at Grays Harbor Bar will be rough to severe through
the week due to large waves.

HYDROLOGY...A series of wetter frontal systems will arrive today
with periods of heavy rain and higher snow levels into Wednesday.
National Water Model shows deep ground saturation across the area
and streamflows running above average in most basins. Rainfall for
the past 7-14 days is running some 150-300% of normal across the
area. All this combined with additional heavy rainfall will create
renewed concern for landslide threat as well as localized urban
and small stream flooding. Renewed rises expected on rivers, area-
wide. The extent of river flooding will hinge on where the
heaviest precipitation falls and how much. Current area of focus
is across the Olympic Peninsula and lowlands from Seattle
southward. The Skokomish River is likely to flood again and will
need to monitor other rivers. Given all this, have opted to expand
flood watch across the entire area. See FFASEW for the details.
