Warning for the following rivers in Washington...

  Samish River At Burlington affecting Skagit County.

.Steady moderate to heavy rain is causing area rivers to respond and 
rise today. Multiple rivers will reach flood stage later today and 
tomorrow.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

* WHERE...Samish River At Burlington.

* WHEN...From this morning to Tuesday morning.

* IMPACTS...At 4500.0 cfs, the Samish River will spill over its 
  banks causing flood waters from west of Interstate 5 down to 
  Samish Bay, flooding Sam Bell Rd., Farm To Market Rd., Allen Rd. 
  near the town of Allen, and also Thomas Rd. and Green Rd. Some 
  residences, businesses, and farmland along the river will also be 
  flooded.

* ADDITIONAL DETAILS...
  - At 9:00 AM PST Sunday the flow was 2170.0 cfs.
  - Forecast...The river is expected to rise above flood stage
    this morning to a crest of 4542.1 cfs late tomorrow morning.
    It will then fall below flood stage late tomorrow evening.
  - Flood flow is 3000.0 cfs.
  - Flood History...This crest compares to a previous crest of

...Forecast flooding changed from Minor to Moderate severity and 
increased in duration for the following rivers in Washington...

  Samish River At Burlington affecting Skagit County.

.Heavy rain will continue in the North Central Washington Cascades 
this morning then decrease rapidly this afternoon. Snow levels will 
also drop quickly this afternoon.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists should not attempt to drive around barricades or drive 
cars through flooded areas.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the 
dangers of flooding.

* WHAT...Moderate flooding is occurring and moderate flooding is 
  forecast. This approaches the flood of record.

* WHERE...Samish River At Burlington.

* WHEN...Until tomorrow morning.

* IMPACTS...At 7000.0 cfs, the Samish River will cause moderate 
  flooding from Old Hwy 99 down to Samish Bay, flooding many areas 
  of farm land along the river and further away. There will also be 
  flooding of residences, businesses, and the following roads: Sam 
  Bell, Farm To Market, Allen, Thomas, Green, and Steelhead Lane. 
  Levees could breech as well.


* ADDITIONAL DETAILS...
  - At 12:15 AM PST Monday the flow was 7950.0 cfs.
  - Recent Activity...The maximum river flow in the 24 hours
    ending at 12:15 AM PST Monday was 7950.0 cfs.
  - Forecast...The river is expected to rise to a crest near 8400
    cfs this morning. It will then fall below flood stage late
    this evening.
