.SYNOPSIS...
Stalling front brings isolated to scattered storms today. With
an abundance of moisture ahead of, and then with, Fred, the
chance for locally heavy rain persists into midweek.

.NEAR TERM /THROUGH MONDAY/...
As of 140 PM Sunday...

Surface high pressure backs off through today allowing the
meandering front to our south to retrograde some. This will
support increasing chances of convection throughout the rest of
the day, especially over the higher elevation areas, and chances
will stay elevated enough to make it possible for an isolated
storm even for the overnight. Anomalously high PWATs will exist
through the period which will fuel the potential for heavy
downpours or prolonged steady rainfall under convection which
will consequently entertain the possibility of flash flooding to
low lying or flood prone areas.

Chances for showers and storms ramp up again for the daytime on
Monday as the Bermuda high continues to funnel in moisture from
the deep south. Even though temperatures will only increase to
around 5 degrees below normal, showers and storms will remain on
tap through the day. Storms will generally be sub-severe
although the threat that will remain on the table within storms
will be flash flooding, especially with any backbuilding or
training cells. This will be the main theme through the rest of
this period and beyond as the area becomes primed very well
from recent rainfall amounts and future amounts which will
continue to lower flash flood guidance over the area.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY NIGHT/...
As of 215 PM Sunday...

Overall little change in the forecast thinking in the short term
period. Moisture streaming north from remnants of Fred on
Tuesday, with Fred moving over the area on Wednesday.
Anomalously high moisture content associated with remnants of
Fred will create a good soaker across the region, with a general
2 to 4 inches of rain expected. Area continues to remain in a
slight risk for excessive rainfall, and a flood watch may be
necessary in future shifts, but for now, will continue to
monitor the situation, especially with abnormally dry conditions
continuing across the area at this time.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
As of 220 PM Sunday...

Extended period remains unsettled with multiple upper shortwaves
crossing the area. Showers and storms will continue at times,
particularly during peak heating hours in the humid, unstable
conditions.

.AVIATION /18Z SUNDAY THROUGH FRIDAY/...
As of 140 PM Sunday...

Light northeasterly flow switches over to southerly by
overnight. Chances of isolated thunderstorms will remain through
the period as plenty of moisture is funneled into the area
along with a meandering frontal boundary along our south. The
majority of the time, borderline MVFR CIGs will prevail along
with showers and MVFR reductions to VIS. At times, IFR VIS/CIGs
will make an appearance, especially in the late morning at most
terminals since fog will likely form over any area that was
previously saturated from the daytime. Chances are slim for
overnight storms although we cannot rule them out, however the
chances will increase for Monday afternoon.

...Strong thunderstorms will impact portions of Buchanan, McDowell,
south central Raleigh and southern Wyoming Counties through 545 PM
EDT...

At 517 PM EDT, Doppler radar was tracking strong thunderstorms along
a line extending from near Camp Creek State Park to 8 miles northeast
of Davenport. Movement was north at 10 mph.

HAZARD...Winds in excess of 30 mph.

SOURCE...Radar indicated.

IMPACT...Gusty winds could knock down tree limbs and blow around
         unsecured objects.

Torrential rainfall is also occurring with these storms and may lead
to localized flooding. Do not drive your vehicle through flooded
roadways.

Locations impacted include...
Beckley, Welch, Grundy, Pineville, Mullens, Sophia, Gary, War,
Northfork, Shady Spring, Beaver, Coal City, Twin Falls State Park,
Daniels, Crab Orchard, Macarthur, Davy, Bradshaw, Iaeger and
Keystone.

This includes the following highways...
 West Virginia Turnpike between mile markers 28 and 40.
 Interstate 64 in West Virginia between mile markers 120 and 127.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to travel across
flooded roads. Find alternate routes. It takes only a few inches of
swiftly flowing water to carry vehicles away.

At 729 PM EDT, Doppler radar was tracking a strong thunderstorm near
Summersville, moving north at 10 mph.

HAZARD...Wind gusts up to 50 mph.

SOURCE...Radar indicated.

IMPACT...Gusty winds could knock down tree limbs and blow around
         unsecured objects.

Locations impacted include...
Summersville, Widen, Kesslers Cross Lanes, Bickmore and Drennan.

This includes Route 19 between mile markers 37 and 47.

Delbarton, or near Williamson, moving northwest at 15 mph.

IMPACT...Gusty winds could knock down tree limbs and blow around
         unsecured objects.

Locations impacted include...
Williamson, Delbarton, Red Jacket, Chattaroy, Mount Gay-Shamrock,
