What forecasters said that day

The local office's own words before this excessive heat warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Phoenix, AZ wrote its last area forecast discussion before this excessive heat warning went out at Jul 7, 10:59 AM PDT, 2 hours 43 minutes earlier.

Area forecast discussion, Jul 7, 10:59 AM PDT, 2 hours 43 minutes before
Area Forecast Discussion
National Weather Service Phoenix AZ
1059 AM MST Wed Jul 7 2021

.UPDATE...Updated Aviation Discussion.

&&

.SYNOPSIS...
Drier conditions will continue today before a slight increase in
moisture Thursday into Friday likely leads to increased storm
activity over the Arizona high terrain, but little if any chances
over the lower deserts. Above normal temperatures will also affect
the area through the rest of the week with highs mostly in a 109
to 113 degree range across the Arizona lower deserts and mostly
between 110 to 115 degrees over southeast California and the Lower
Colorado River Valley. Saturday will likely be the hottest day
across much of the area. For early next week, storm chances are
likely to increase while we see a bit of a reprieve from the above
normal temperatures.

&&

.DISCUSSION...
The weather pattern through the rest of the week will revolve
around a nearly stationary upper level high pressure ridge parked
across the Southwestern U.S. The center of the high is currently
across SW Utah/NW Arizona with water vapor imagery showing a
dearth of moisture over the entire region except for portions of
New Mexico and southeast Arizona. For today, we will see a near
carbon copy of yesterday with a few isolated afternoon storms
mainly in the White Mtns and southward, while the lower deserts
sees temperatures topping out in a 109-113 degree range.

A gradual eastward shift in the high over the next day or so while
strengthening at the same time will shift our flow more out of
the east instead of the northeast. This should advect in at least
some moisture starting tonight while we also see an increase in
shallow boundary layer moisture from daily GoC moisture surges.
This will definitely increase shower and storm chances along the
Mogollon Rim starting Thursday, but the big question is will the
moisture be deep enough to provide a shot of some storms into the
south-central Arizona deserts. This type of scenario where
moisture is sufficient for high terrain storms, but not
necessarily for the lower deserts doesn't mean some weakening
storms won't survive into the Phoenix area. The NBM is only
painting single digit PoPs for the lower deserts Thursday and
Friday, but these low PoPs may not show the actual potential for
a few storms surviving on the modest (but still somewhat weak)
easterly flow that develops by Thursday. The storms will be
fighting against marginal moisture (10-11 g/kg mixing ratios) and
likely a slight capping inversion, but the strong heating, fairly
favorable lapse rates, and modest easterly mid-level flow may be
enough to overcome the negatives. Have increased PoPs slightly to
account for a few storms surviving into the foothills areas of
Phoenix both Thursday and Friday. Gusty outflow winds will also be
a possibility both days, as well as locally moderate to heavy
rainfall over the high terrain northeast and east of Phoenix.

The continuation of the anomalously strong upper level ridge over
the region will keep temperatures several degrees above normal for
the rest of the week. The increase in boundary layer moisture from
the GoC moisture surges will push surface dew points into the 50s
during afternoon and into the 60s at night starting Thursday.
This will help to keep high temperatures Thursday from rising much
past 110-113 degrees, but it will also lead to very warm
overnight temperatures will lows mostly in the upper 80s. As the
high pressure ridge strengthens on Friday, some lower desert areas
may be flirting with high HeatRisk, but the hottest temperatures
still look to occur on Saturday with forecast highs showing
113-117 degrees across the western deserts to 112-114 degrees in
the Phoenix area. A farther westward shift of the high center on
Sunday should allow temperatures to begin falling, but areas of
high HeatRisk may persist.

Rain chances over the weekend are likely to diminish with models
showing some northeasterly drying flow and a fairly strong capping
inversion likely being in place. We should still see some
afternoon isolated storms over the high terrain, but no realistic
chances into the lower deserts.

Model ensembles show the upper level ridge slowly weakening early
next week and becoming a bit elongated from southwest to
northeast. At the same time, there is a fairly good signal for a
large inverted trough tracking westward across northern Mexico.
This feature along with the weakening of the ridge may allow for
deeper moisture to begin working back into our region at some
point during the first half of next week. NBM PoPs also reflect
this with chances increasing from east to west early next week.
Temperatures should also continue their downward trend next week
with forecast highs dropping back to around normal readings
starting Tuesday.

.AVIATION...Updated at 1755Z.

South-Central Arizona including KPHX, KIWA, KSDL, and KDVT:
Little change in forecast thinking for today. Monsoon impacts
will generally remain well outside of the Phoenix area. Only
exception will be for late this evening, where there is a low
probability of an outflow boundary containing blowing dust and
reduced visibilities at KIWA/KPHX. However, chances are generally
less than 10 percent. Otherwise, winds will follow typical,
diurnal patterns.

Southeast California/Southwest Arizona including KIPL and KBLH:
No aviation weather concerns anticipated. Winds will generally
retain a southerly component at both KIPL and KBLH. At KBLH, there
is also the potential for occasional gusts up to 20 this
afternoon.

.FIRE WEATHER...
Friday through Tuesday:
Somewhat drier than normal conditions will generally confine the
threat of storms to the higher terrain north and east of Phoenix
through the weekend. Strong high pressure affecting the region
will also result in above normal temperatures. Increasing moisture
early next week is likely to bring more widespread shower and
storm chances, eventually spreading westward through most of
southern Arizona. Min RH values will generally be in a 15-20%
range over the lower deserts and 20-30% across the eastern Arizona
high terrain. Max RHs will recover into the 35-45% range for
lower deserts locations to 50-60% across the high terrain. Wind
patterns should follow diurnal patterns for much of the period
with daily afternoon gusts to around 20 mph likely.
