.SYNOPSIS...
A highly active weather pattern is affecting the Western United
States. Strong low pressure will move from California this morning
through Arizona tonight. The cold front associated with this
feature will bring a period of gusty winds to the region. These
gusty winds will affect Southeast California first this afternoon
before shifting over Arizona tonight. Some rain will accompany the
front. Rainfall will be light in desert areas, but higher
rainfall totals are forecast in higher terrain. These areas will
be monitored for a low flooding risk. Much colder but more
tranquil weather returns Wednesday to the Desert Southwest.

.DISCUSSION...
We begin the morning hours with thick mid-level cloud cover
spilling northeastward across SE California and Arizona. Area
radars show precipitation falling from this cloud deck - and in
the past hour or so, a few obs are indicating light rain reaching
the ground near Metro Phoenix. Expect trace to only a few
hundredths of an inch of rain this morning with any showers that
will mainly pass over the eastern third of the CWA.

NBM guidance moves these showers out of PHX metro by mid-morning
but holds onto 30-40 PoPs through the early afternoon over Gila
county with this feature. In fact, models are fairly insistent on
some sunshine breaking through for a few hours late this morning
through much of the afternoon. This will allow temps to rise in
the upper 60s to lower 70s across most lower elevation locations.
Wind impacts from an approaching strong low pressure system will
begin to affect our western zones as early as late morning/early
afternoon, and this is covered in much greater detail below.

QUICK-HITTING STORM TONIGHT WITH GUSTY WINDS & BURST OF RAIN...

Setup:
A major winter storm is in progress over California this morning.
To give you some perspective of the power of this storm, snowfall
amounts from 3 to 5 feet are expected from Tuolumne Meadows in
Yosemite NP to the northern Sierra Nevada. 0Z Model guidance
compared with WV imagery confirms a strong shortwave is
approaching the base of a deepening trough off the California
coast. OAK 0Z sounding (San Francisco area) observed 100+KT winds
in the core of the jet stream extending from 200 hPa to 400 hPa.
SREF shows the core of this jet streak will reach the Lower
Colorado River Valley by this evening, peaking at over 120KT. In
the lower levels, median winds >40KT at 850 hPa, according to the
SREF, arrive over our SE California zones after midday today
before expanding eastward over Arizona tonight.

Surface low pressure will race from approximately LAS to DEN between
sunset tonight and sunrise Wednesday. The attendant sharp cold
front, nearly vertically stacked from the surface to 800 hPa, will
sweep across SE California and S Arizona during this time as
well. Immediately ahead of the cold front, a sliver of dew points
from 45- 50F may be advected out of the Gulf of California. Model
soundings at PHX still show the potential for marginal MUCAPE
(<200 J/kg). Wind speeds at 2KFT are progged from 30-40 KT,
increasing to 40-50 KT around 4KFT. PBL flow veers from S/SW to W
immediately following FROPA, becoming unidirectional and well-
mixed up to at least 900 hPa as strong CAA arrives.

Wind Impacts:
As early as late morning-early afternoon, NBM guidance indicates
an abrupt increase in winds over the higher elevation zones of SE
California (places like JTNP and far SW Imperial Co. for example.)
Wind gust potential exceeding 58 mph are shown in these locations
as early as midday. The NBM-experimental shows a 70% probability
for wind gusts to exceed 55 mph along I-8 in far SW Imperial Co.
These locations are covered by a high wind warning. By mid-late
afternoon, most areas along and west of the Colorado River will
experience an increase in wind speeds, with gusts moving upward
into advisory criteria.

The cold front will then arrive in our western zones and quickly
begin sweeping from west to east across the entire CWA between 4pm
and 5am MST. Wind speeds will increase ahead of the front,
especially outside of the PHX valley initially. For Metro Phoenix,
gusty winds will likely be strongest on the cold front and just
after passage. A band of showers is expected to accompany this
boundary.

With all this in mind, we continue to believe that there is a
good chance for strong to isolated damaging wind gusts to
accompany this frontal passage over much of the CWA. This
potential necessitates the Wind Advisory in our lower elevations,
including PHX. Specifically for Metro Phoenix, model guidance
shows the cold front arriving sometime between 10pm and 2am MST.
Our explicit forecast mentions wind gusts up to 45 mph in lower
elevations of AZ, however these gusts may locally exceed 50 mph
right on the cold front. As previous forecaster mentioned, now is
the time to consider securing loose objects and holiday
decorations, or you may end up donating them to your neighbors!

From mid-evening through the rest of the overnight, our higher
terrain N & E of PHX (esp Gila Co) has the greatest risk to reach
high wind warning criteria - thus the upgrade for these locations.

Following the cold frontal passage at any given location, gusty
winds will continue for 2-4 hours before quickly diminishing early
Wednesday morning. Some blowing dust is also expected during the
windiest periods across our favored locations. Travelers along
our rural interstates may experience these conditions. We will
continue to monitor this threat as new data arrives today. We have
added a blowing dust advisory to our zones below aprx 1500 feet
elevation that may be impacted by these conditions. This will
include Phoenix.

Rain/Snow Impacts:
NBM and HREF data continue to show light rainfall amounts <0.25"
for most lower desert locations including Metro Phoenix. However,
for our higher terrain zones including JTNP and Tonto NF,
localized rainfall will be enhanced by orographic effects, with
totals from 0.5" to 1" indicated using these products.
Probabilities for >0.5" of rain in these areas according to the
NBM are anywhere from 40% to 60%. WPC marginal risk for excessive
rainfall is in effect for these locations. Rainfall amounts from
0.5" to 1" fell in this region just late last week. So, we will be
monitoring our burn scar areas for any potential flooding -
although the threat is low due to the fast movement of this
system. We will also keep an eye on Tonto Basin - where latest
river forecasts explicitly show Tonto Creek reaching action stage
Wednesday.

A brief period of snow is being shown by the NBM in our highest
elevations as CAA chases the remaining moisture. Dry air will be
rushing in, shutting off precipitation quickly. Thus, <1" amounts
are forecast for these areas.

Confidence Levels For This Storm:

High: Strong wind gusts from 30-45 mph, highest with cold front.

High: Localized winds 55-75 mph in higher elevations.

Medium: Isolated damaging wind gusts with cold frontal passage.

Beyond this system, much colder air quickly infiltrates the
region. Morning freezing temperatures in our higher terrain and
coldest rural valleys can be expected Thursday through the
weekend. T850 climbs from +2C on Wednesday to +9C on Sunday -
suggesting a warming trend is in store. PHX probability for TMax
below 60F is 23% on Wednesday, but by Monday the odds of reaching
70F exceeds 50%, according to the NBM. Will keep the forecast dry
with quite a bit of sunshine each day as any passing disturbances
will be weak and moisture-starved.

South-Central Arizona including KPHX, KIWA, KSDL, KDVT:

Easterly winds will continue through the overnight hours with speeds
remaining mostly below 10 kts. Light showers/virga are expected to
push near/through the metro area within the next several hours but
do not currently expect these to be heavy enough to warrant mention
of VCSH in any of the TAFs. As this activity moves through, CIGs are
expected to briefly drop to around 7-8 kft.

Strong winds will increase across the area tomorrow as a result of
an approaching Pacific weather system. Breezy southerly
crosswinds will develop tomorrow morning after 17Z with sustained
speeds around 10 kts and perhaps a few gusts into the teens. Gusty
southerly winds will increase tomorrow evening as the cold front
approaches. The strongest winds will occur as the cold front
pushes through the area around 06Z with westerly wind gusts
upwards of 35 kts. Showers will push through with FROPA while
chances for any thunderstorms are expected to remain low. CIGs
are expected to fall to around 5 kft and perhaps briefly lower as
showers move through. Winds thereafter will weaken through the
overnight hours.

Southeast California/Southwest Arizona including KIPL and KBLH:

Winds will favor the west at KIPL and southwest at KBLH through
tomorrow morning with speeds mostly aob 10 kts. Southerly winds will
start to ramp up by late morning and continue to increase through
the afternoon with gusts in excess of 25 kts. As the cold front
moves through, expect westerly gusts to climb near or in excess of
35 kts. May see some slantwise and surface visibility concerns due
to the potential for blowing dust associated with the strong winds.
Expect some showers across southeast California with the front
with the best chances expected at KBLH. CIGs will mostly remain
aoa 20 kft through much of the period before dropping around 8
kft, though SCT decks around 5 kft may become BKN briefly as
showers pass through.
