.UPDATE...We are in between systems this morning, with only minor
changes to the going forecast to reflect current short term trends.
Temperatures have risen comfortably above freezing in all valley
locations as of 10 AM PST, so the threat of local black ice and
frost on roads has ended for today. We still have quite a bit of
stratus and local patches of fog as of mid-morning, especially over
the northern Willamette and Columbia River Valleys (including much
of the greater Portland metro area). As is typical, this will likely
take a few more hours to dissipate into the early afternoon, but
valley locations should see progressively more filtered sunshine as
the afternoon progresses. We say "filtered" because at the same time
that the low clouds are dissipating, high level cirrus from the next
system is already streaming in overhead, and will continue to
thicken as the day wears on, with chances for precip (valley rain
and mountain snow) rapidly on the increase from northwest to
southeast tonight. Updates to the forecast are already available,
and an updated marine and aviation discussion covering the 18z TAF
issuance are below.

.SYNOPSIS...A mild and dry day expected today. Then, back to rain for
Thursday as a front pushes inland from the Northwest. Cooler
unsettled weather late Thursday through Friday. Mostly dry this
weekend, but rain returns by the start of next week.

.SHORT TERM...Today through Saturday...A shortwave ridge develops
across the area today, that will bring a rather mild day across the
region with the likelihood of most areas seeing some blue skies.
However, this break in the precipitation looks to be short lived as
the next frontal system moves across the area Wednesday night.

Wednesday night, a front will bring cold temperatures and a new
infusion of QPF across the region. While temperatures along the
valley floor and lower elevations look to remain above freezing
through Saturday, snow levels will drop to around 2500 to 3500 feet.
Perturbations within the upper level flow look to maintain the lower
snow levels, in addition to providing additional shots of QPF with
notable orographic precipitation enhancement along the Cascades
through Saturday.

As a result this will likely bring 10 to 20 inches of new snow
accumulation for the south Washington Casacdes and northern Oregon
Cascades through Saturday. Therefore, have issued a Winter Storm
Watch for snow for areas above 2500 ft for the south Washington
Cascades and 3500 ft for the north Oregon Cascades.
The Lane County Casacdes could also see some accumulations similar to
those mentioned above starting Friday but have chosen to not issue
anything at this time given that some uncertainty remains as to
snowfall amounts and timing.

Saturday, another pattern shift is in store as an upper level ridge
of high pressure builds in over the area resulting in drier weather
returning. /42

.LONG TERM...Saturday night through Wednesday...Saturday night looks
to be dry but as Sunday approaches precipitation re-enters the
forecast. The GFS, ECMWF and Canadian models have a trough diving
down from Canada bringing the next round of precipitation as a shot
of colder air. Models have 850 mb temperatures between -4C to -8C
with varying amounts of precipitation. Given that model solutions
diverge significantly by Tuesday have chosen to not deviate much from
the NBM solution at this time. /42

.AVIATION...Covering the 18Z TAF issuance...
Dry and stable northwest flow aloft. Areas of IFR fog and low
stratus inland, including mountain valleys. But, this will all
dissipate by 20Z as air mass warms and dries further.

Next front approaching, with increasing high clouds this
afternoon into the evening. Will have VFR rest of the day into
tonight. But, CIGS gradually lowering after 04Z, with lower VFR
inland and increasing MVFR along the coast after 08Z. Rain should
arrive on the Washington and far north Oregon coast by 12Z Thu.

KPDX AND APPROACHES...Still have areas of stratus and fog across
local area, with CIGS 500 to 1500 ft, and tops near 2000 ft. But,
this stratus/fog will dissipate through 18Z to 19Z. Then, VFR
under mostly clear skies. Will see increasing high clouds later
today, with cigs lowering to 5000 to 6000 ft tonight. No MVFR or
rain until after 14Z Thu.                          /Rockey

.MARINE...No changes to the going forecast. Variable winds this
morning, with some variant of easterly winds. This will continue
today as the high pressure slides farther inland.  Next front will
be approaching later tonight, with winds becoming more south to
southeasterly, and picking up after midnight. Likely to get winds 20
to 25 kt after midnight, with strongest winds north of Cascade Head.
Front will push across the waters early Thu am, and inland by mid-
Thu morning. Then winds will turn more westerly.

As day progresses, pressure gradients tighten again, with gusty west
to northwest wind in the afternoon, and especially late in the
afternoon through Thu night. Moderate potential of gales for the
northern waters, with gusts to 35 kt. With all the showers, good bet
will see that, but will wait until afternoon before deciding to go
Gale warning or let the watch ride a bit longer.

In addition to the winds a decent wave fetch will be pointed in our
direction and bring seas near 20 ft Thu night and Fri. The current
forecast peak is late Thu night 24 ft for buoy 46029, and 21 ft for
buoy 46050 per Wave Watch model. The ECMWF wave is similar.

A High Surf Advisory will eventually be needed for this event,
through not out of the question for a High Surf Warning for the
south WA and north OR coasts given the current model output. Will
refine the forecast for the next forecast cycles.
