.SYNOPSIS...Complex wintry precipitation expected to continue to the
north through Sunday morning, before transitioning to more of a
freezing rain threat for Sunday afternoon through Sunday night.
Wintry precipitation is most likely to occur over and near the
Columbia Gorge. Becoming warmer on Monday with widespread rain and
Cascade snow. A series of fronts keeps the region active through
Friday.

.SHORT TERM...Saturday evening through Monday night...Models are in
good agreement a shortwave trough dropping southeastward will spread
a batch of steadier precipitation into far northwest Oregon and
southwest Washington this evening into tonight. This is already
beginning to show up via radar imagery. This will likely fall in the
form of snow across interior southwest Washington. Model soundings
suggest a mixture of snow, sleet and freezing rain will fall more
towards the Portland metro, but any additional accumulations should
be relatively light in comparison to everything that has already
fallen. Ice accumulations should remain less than a tenth of an inch.
Surface temperature observations generally remain limited across the
central Willamette Valley and southern Portland metro due to the
widespread power outages in those areas. However, from the few
observations that exist, it appears most locations across the central
Willamette Valley have climbed above freezing temporarily. Areas to
the north and west of Salem are the most likely to drop back below
freezing overnight. HREF and other high resolution model guidance
does suggest some of the precipitation this evening will fall as
freezing rain in the central Willamette Valley, but this is primarily
in the northwestward quadrant of central Willamette Valley Yamhill
County. Additional ice accumulations should remain a tenth of an inch
or less. Will likely extend the Winter Wx Advisory for the central
Willamette Valley to account for the continuation of ice
accumulations.

Things become even more interesting on Sunday. Both the deterministic
GFS and the UWWRF keep surface temperatures below freezing through
mid Monday morning over through the Columbia Gorge and across the
entire Portland/Vancouver metro area. It appears all other available
deterministic/MOS guidance keeps the Portland/Vancouver metro area
above freezing beginning sometime Sunday afternoon. This makes the
precipitation type forecast very tricky, as well as additional snow
and ice amounts. For now, the most likely outcome appears to be
conditions stay below freezing through mid Morning morning for areas
east of I-205 in the Portland/Vancouver metro area. Areas to the west
of I-205 will most likely warm into the mid 30s Sunday afternoon,
aside from the West Hills which could remain right around the
freezing mark. The Columbia Gorge and Hood River may not rise above
freezing until late Monday afternoon when the surface pressure
gradient begins to favor westerly flow through the Gorge, which
should help scour out the cold air. For the aforementioned areas that
are expected to be at or below freezing, the threat for additional
ice and snow accumulations is high through Sunday night and possibly
into mid Monday morning. This is when models and their ensembles
continue to show considerable QPF amounts associated with a series of
fast-moving fronts pushing inland and moving across the region.
Overall forcing with each front is modest enough for light to
moderate precipitation, but not strong enough for heavy
precipitation.

Forecast NAM/GFS soundings and the HREF ensemble mean for dominant
precipitation type all favor a wintry mix of snow, freezing rain, and
sleet across most of the northern Willamette Valley Sunday morning.
The thermodynamic profile begins to change Sunday afternoon as a warm
layer aloft begins to strengthen between 975-850 mb. If model
soundings verify, this warm layer aloft would be more than enough to
support complete melting of falling hydrometeors, which means there
is a good chance of freezing rain for areas that see surface
temperatures stay at or below freezing Sunday afternoon through at
least Sunday night. Total ice accumulations could be quite
significant over the west Columbia Gorge, where 0.50 to 0.75 inches
of ice cannot be ruled out. Ice accumulations of this magnitude would
likely cause damage to trees and power lines. For the Portland metro
to the east of I-205, 0.25 to 0.50 inches of ice is possible, which
is also enough for significant impacts. Around 0.25 inches of ice is
possible over the West Hills, with a tenth of an inch or less for the
remainder of the Portland/Vancouver metro area. It appears Hood River
will stay cold enough for all snow, where another 4-8 inches is
possible Sunday morning through Monday morning. It is also worth
mentioning that the north Coast Range could see some additional snow
and ice accumulations, albeit rather minor. Some light freezing rain
is also possible over parts of the central Willamette Valley, but to
the north and west of Salem where colder air may stay trapped due to
the local topography. It appears Salem will stay too warm for any
additional wintry precipitation. Rather mild conditions are forecast
over the south valley and along the coast with highs in the 40s on
Sunday and around 50 on Monday.

Widespread precipitation looks to continue Monday through Monday
night across the region, however it should be in the form of rain for
elevations below 2500 feet. Forecast rain rates and amounts are not
high enough to warrant any flooding or debris flow concerns at this
time, even when combined with the melting snow and ice. Do expect
some decent snowfall accumulations for the Cascades over the next
couple of days, with 10-18 inches expected at the passes Sunday
through Monday morning. Another 10-18 inches is possible Monday
afternoon through Tuesday morning. -TK/Neuman

.LONG TERM...Tuesday through Friday night...Remaining fairly active
throughout the long term forecast, however there are no signs of any
high-impact weather Tuesday through Friday night. The 12Z
deterministic GFS/EURO both depict northwest flow aloft Tuesday
through Wednesday evening, before becoming westerly for Wednesday
night through Friday. Aside from a few impulses, there are no
well-defined shortwave troughs aloft during this time. At the
surface, a series of fronts is evident with each front bringing a
round of rain and Cascade snow.

The latest blend of model guidance suggests slightly below normal
temperatures each day, helping to keep snow levels relatively low but
not nearly low enough for snow over the valley floor. Right now,
forecast snow levels are around 2500 feet on Tuesday and lower to
around 2000 feet on Tuesday night. Snow levels may fall to around
1500 feet on Wednesday, before gradually rise Wednesday night into
Thursday. The WPC QPF forecast was used for rain and snow amounts
throughout the long term forecast, which does agree well with the
GEFS and EURO ensemble guidance. Interestingly, the GEFS plumes for
QPF shows very little ensemble member spread over the next week,
which would suggest uncertainty is not as high as usual this far out
in time. This implication is backed up by the WPC cluster analysis
for 500 mb heights, which shows very little model disagreement when
it comes to the large scale height pattern on days 4-7. All of this
said, the long term forecast appears to be highlighted by active but
typical weather for February standards in the Pacific Northwest, with
no signs of any high-impact weather systems at this time. -TK

.AVIATION...Warm moist air will continue to flow over the top of
cold air entrenched across the area. The placement of these warm and
cold pools will continue to bring a mix of MVFR and IFR conditions
and a mix of snow, sleet, freezing rain and rain to the northern
inland terminals. In areas where temperatures are hovering right
above freezing, recent snow and ice is creating an cooling effect on
the ground with the evaporated precipitation which is producing
fog...especially around KSLE and KMMV. The warm air will gradually
erode at the cold air at the surface from south to north. These
trends are already occurring through much of the area with
temperatures in the 40s around KCVO south, and along the central
coast. As the warm air takes over, expect precipitation to
transition to mostly rain. Around 00z-06Z Monday, the warm air and
correlating southerly winds will have reached the northern
Willamette Valley which is where the challenging part of the
forecast remains.

With a continued easterly wind through the Columbia River Gorge, a
funnel of cold air persists stretching from the Cascades to the
coast and south to KSLE. This cold air should erode over time but
will struggle to do so near KPDX, KTTD and other local airports near
the Gorge. Here, the cold air will hold on the longest so will be
the last areas to transition from snow to freezing rain.
However, once the freezing rain starts it will become the dominate
precipitation type. This freezing rain will impact KPDX and KTTD
where there could be more significant accumulations after 00Z
Tuesday. Snow expected east of KTTD.

KPDX AND APPROACHES...Mix of IFR and MVFR conditions with the main
CIG levels around 1500-2500 ft. Warm air aloft (around 2000 ft) will
persist and slowly eat away at the cold air that remains at the
surface. Until that time, expect snow and maybe a snow/sleet mix
through Sunday afternoon. There is a chance temperatures will warm
above freezing Sunday afternoon, but confidence this will come to
fruition remains low. If conditions warm it would likely occur
around 00Z-06Z Monday;but still a chance for near freezing
temperatures again overnight. If surface temperatures remain at or
below freezing, expect freezing rain and sleet after 18Z Sunday.
Heaviest accumulating ice will be focused after 00Z Monday when
precipitation is heaviest.      -Muessle

.MARINE...A continued lull in the winds as a weak ridge of high
pressure moves across the coastal waters. Another low, albeit
weaker, will move over the waters on Sunday bringing a return of
gusty winds. While initially they will start off southerly, they
will quickly become westerly by Sunday evening. Expect winds rising
from 10 to 15 kt to 15 to 20 kt with gusts to 25 kt. Winds likely
will begin to ramp up in the central waters then move north. These
winds will persist through the next few days as there continues to
be one front after another passing over the area. Expecting winds to
reach their peak with gusts up to 30 kt Monday afternoon but should
still gust to around 25 kt through mid week.

A westerly swell will dominate the waters through the next week with
very little change in direction or period. Expecting seas to build
from 11 to 13 ft at 15 seconds to around 17 to 19 ft at 14 seconds
by Tuesday morning. These sees will be quite steep and could be
hazardous for boaters. A Small Craft Advisory is in effect for the
next few days and likely will persist as seas will not fall below 10
ft until mid week. Slightly more settled weather expected towards
the end of the week as high pressure builds over the waters.   -
