  Coastal Ocean and Southeastern Burlington.

* IMPACTS...At this level, widespread roadway flooding occurs in

  waterways. Many roads become impassable. Some damage to

  vulnerable structures may begin to occur. At this level, 
  flooding begins on the most vulnerable roads in coastal and 
  bayside communities, and along inland tidal waterways. Some 
  partial or full road closures are possible.

  part of Delaware Bay to a greater degree.

.SYNOPSIS...
High pressure builds over the area today and moves offshore
tonight through Sunday. A complex storm system will affect the
region Sunday night through Tuesday. High pressure returns for
the mid-week period, and then another storm system may affect
the area late next week.

&&

.NEAR TERM /THROUGH TONIGHT/...
Made some minor adjustments to the temperatures and dew points
to account for current trends, but otherwise no significant
changes for the mid morning update.

High pressure builds across the Mid- Atlantic through today,
cresting overhead this afternoon. A less windy day across the
region as the high takes control across our area. While there
are some clouds around this morning, they should start to lift
and break up by mid-morning and make way for a relatively sunny
day. With the continued northwest flow, temperatures will not
really warm up too much and highs will only reach into the upper
20s to near mid 30s across the region. Temperatures will remain
int he low to mid 20s across the southern Poconos and portions
of northwest New Jersey.

The high weakens and retreats to the north tonight as low
pressure starts to make its way towards our region. For the most
part, we will have quiet weather for tonight though we will see
an increase in cloud cover, especially as we head towards
morning. With the clouds moving in and thickening, we will have
a slightly more mild night across the forecast area with
overnight lows generally in the teens to lower 20s. Clouds may
take longer to spread into the southern Poconos and northwest
New Jersey and as a result, overnight lows will be able to drop
off more and into the single digits. With less wind overnight,
we won't be contending with those wicked wind chills we have had
the past couple of days.

.SHORT TERM /SUNDAY THROUGH TUESDAY/...
A complex and prolonged storm system will affect the area
starting Sunday morning in the southern portion of the forecast
area, but the main impacts will occur from Sunday night through
Monday night, tapering off on Tuesday.

With high pressure entrenched over eastern Canada and extending
down into the Northeast, a cold and dry airmass remains over the
area, and it will take some time for the atmosphere to saturate
enough for precip to develop. Surface dew points will be in the
single digits for most of the area, and in the teens in
Delmarva. Low pressure over the Great Lakes and Ohio Valley
builds east on Sunday, and overrunning precip will develop ahead
of a warm front extending out from that low. A secondary low
will form over the Carolinas during the day Sunday and will
begin to lift north along the coast by Sunday evening.

Since it will be quite cold and dry Sunday morning, it will
take time for precip to develop, as precip is likely to
evaporate before reaching the ground, and then light snow
develops by midday or so. Snow will really get going late in
the day over Delmarva, creeping north into New Jersey and the
Delaware Valley, and then into northern portions of the forecast
area by evening. For southern Delaware and into Cape May county,
the rain/snow line should begin to lift far enough to the north
to allow for at least a mix, if not a change to plain rain late
Sunday afternoon.

From there, the coastal low lifts north towards the New Jersey
coast, and the primary low that was over the Great Lakes and
Ohio Valley will merge with it during the day Monday. This
surface low will then meander off the New Jersey coast into
Tuesday morning. Meanwhile, a closed upper low builds east
towards the area on Monday, and eventually builds over head
Monday night before slowly departing on Tuesday, carrying the
surface low out to sea with it.

Compared to the previous forecast, 00Z suite of models have
brought the surface low a bit farther north and a bit farther
west. As a result, bands of heavier precip have lifted a bit to
the north, up the I-95 corridor and into the Lehigh Valley.
However, with the surface low so close to the coast, it also
looks like bands of moderate to heavy precip will affect the New
Jersey shore during this time. As a result of this slight shift
with the track of the low, some warmer air aloft will also lift
into Delmarva, southern New Jersey, and portions of the
Delaware Valley Sunday night and Monday. This will result in a
period of snow and sleet mixing a bit farther north, and the
rain/snow line will lift north into much of Delmarva and
southern New Jersey. A period of freezing rain is now possible
in portions of the eastern shores of Maryland. This also means
that an area of heavier snow will lift north into areas north of
the I-95 corridor and into the Lehigh Valley and northern new
Jersey.

As the low begins to lift away from the coast Monday night,
winds shift to the north, and the rain/snow line will drift back
down to the south. So areas where there is a mix, or even a
change to plain rain, on Monday will change back to snow on
Monday night.

Bands of snow will wrap around the departing low on Tuesday, but
during this time, additional snow accumulations will be
minimal.

A tight pressure gradient will also form over the area between
the low off the New Jersey coast and high pressure to the north.
In addition, a 60-70 kt LLJ will lift north along the coast,
and strong and potentially damaging winds are possible along the
coasts Monday and Monday night with winds gusting as high as
45-55 mph.

In terms of snow accumulations, generally 1-3 inches of snow is
possible on Sunday in portions of the eastern shores of Maryland
and northern Delaware, as well as far southeastern Pennsylvania
and into southern New Jersey, and less than an inch elsewhere.
The snow really gets going Sunday night, and then on Monday.
Based on the change to the forecast, the highest snow
accumulations during this time will be along and north of the
I-95 corridor, with about 7-10 inches of snow, and 3-5 inches
elsewhere. These numbers will be greatly impacted by mixing and
changing to rain, especially in the southern areas. In general,
an additional 2-4 inches of snow is possible Monday night.

highs in the 50s possible by Friday. Depending on how much snow
falls, and depending on the lingering snowpack, conditions
Thursday night may be ripe for a dense fog event as that warmer
and relatively more humid airmass lifts north. The next low
pressure system looks like it will be lifting from the southern
Great Plains to the Great Lakes through this period.
Consequently, we should stay in the warm sector if we see any
precipitation with this next system, it would be mostly rain for
our area.

The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

This afternoon...VFR. Northwest winds 8-12 knots with a few local
gusts up to 20 knots. High confidence.

Tonight...VFR with increasing clouds overnight. Northwest winds
becoming light and variable to locally calm. High confidence.

Sunday...VFR ceilings lower to MVFR through the day, with IFR
ceilings possible late in the afternoon at ILG and MIV. Some snow
develops at RDG, PHL/PNE, MIV and ACY mainly after 18z with lowering
visibilities as a result. Light and variable winds becoming east or
east-northeast 5-10 knots. Moderate confidence.

Outlook...

Sunday night through Tuesday...MVFR to IFR ceilings with varying
visibilities due to snow. Snow changes to rain at ACY and MIV, with
even some sleet getting to ILG to PHL/PNE Sunday night into Monday,
then all areas change back to snow by later Monday. The snow lingers
into Tuesday with conditions slowly improving. Areas of heavier
snowfall rates probable, however where this sets up is more
uncertain at this time. Northeast winds 15-25 knots with gusts 25-35
knots (gusts to 40 knots possible at ACY), then winds becoming north
or northwest Monday night and Tuesday and diminish some Tuesday. Low
confidence with the main details.

Wednesday...VFR. Northwesterly winds 5-15 knots. Moderate confidence.

Thursday...VFR. Northwest winds 5-10 knots, becoming southwest.
Moderate confidence.

Seas have diminished below 5 ft. Therefore, the SCA for today
has been cancelled. Winds and seas should stay below SCA
criteria through tonight.

Outlook...

Sunday...SCA conditions develop late.

Sunday night and through Tuesday...NE winds increase to 25-35 kt
with 40-50 kt gusts. Will hoist a Storm Watch for the New Jersey
ocean waters and a Gale Watch for the Delaware ocean waters and
Delaware Bay for Sunday night and Monday. Gales continue into
Tuesday. VSBY restrictions in snow and/or rain. Seas build to
15-20 feet on Monday.

Wednesday...SCA conditions are likely to continue for much if
not all of the day time on Wednesday, but winds and seas should
gradually diminish.

.TIDES/COASTAL FLOODING...
Low pressure will move towards our coastal waters late this
weekend and then be slow to move away early next week. It appears
than a strong onshore flow will develop in association with the
system. It looks like we will get through the weekend without
an tidal flooding issues, but that will change next week. On
Monday and into Tuesday, minor to moderate tidal flooding is
possible. Out latest fcst incorporates some NYHOPS data along
with the usual ETSS/ESTOFs fcsts. It is too early to issue any
CFW flags, especially with the uncertainty with storm track and
intensity, but it is looking more likely that this could happen
over the weekend. Prepare!
