  Green River at Paradise affecting Muhlenberg County.

.Heavy rain forecast across the Ohio Valley tonight into Sunday will 
force the Green River at Paradise to rise above flood stage by 
Sunday night. Moderate flooding is forecast to begin Monday night as 
the river rises above 386 feet. Some of this rise incorporates 
forecast precipitation and may be adjusted in later forecasts 
depending on how much actually falls.

For the Green River...including Paradise, Calhoun...Moderate 
flooding is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Motorists should not attempt to drive around barricades or drive 
cars through flooded areas.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

.SHORT TERM...(Today through Tomorrow night)

Lingering drizzle activity is diminishing as the band of rain
showers is positioned southeast of the CWA. Despite skies being
mostly cloudy to overcast, the damp surface is contributing to
patchy fog development. Today will provide a break in the wet
weather. A shift towards southeasterly winds, influenced by a
surface high reaching the Appalachians and a surface low emerging
into the Central Plains, will bring much warmer air to the Quad
State with highs closer to 60.

The main weather event this weekend is heavy rainfall tonight into
Sunday. This evening, showers are expected to make their way into
the Quad State from the Southwest. A warm front in the Deep South
will lift into Tennessee. Along and north of the warm front has
been a focus area for a plume of moisture this weekend.
Precipitable water and specific humidity values of 3-3.5 standard
deviations above normal tonight through Sunday morning and
integrated water vapor transport reaches over 4 standard
deviations above average show up in both the NAEFS and ECMWF
ensembles for portions of Western Kentucky and/or along the Ohio
River. Portions of the Quad State are in the 99th percentile or
higher for each of these variables.

Models have, on average, shifted slightly further north with the
axis of heavy rain tonight with many positioning it near or
slightly north of the Ohio River. Later on in the course of the
night into Sunday, the heavy rain axis will trend southward. The
Plains low pressure system will move towards the Great Lakes, and
its trailing cold front will move through the Quad State Sunday
from the northwest. Temperatures are likely to warm overnight
tonight ahead of the front, and highs tomorrow are expected to
occur earlier in the day before the front passes. Rainfall Sunday
will be focused in Western Kentucky, decreasing later in the day
as the front pushes the heavy rain band into Tennessee. Some
shower activity Sunday night is possible, mainly in Western
Kentucky, though these rain showers will be lighter.

Overall, 2 inches of rain is possible in an area stretching from
just north of the Ohio River southward through Western Kentucky.
This has resulted in the Flood Watch area being expanded to cover
all counties in the Quad State except for the northernmost
counties in Southern Illinois. The expansion area has a watch
from this evening to noon tomorrow and is likely to experience the
highest 6-hr rainfall totals tonight. The original watch area
remains in effect from this evening through tomorrow evening to
account for the longer duration of rainfall.

Locally higher rainfall amounts are possible, especially with
some thunderstorm activity expected tonight into tomorrow. With
decent mid-level lapse rates, dew points of 55-60 degrees, and
CAPE of a few hundred J/kg, a couple strong thunderstorms are
possible while a severe storm cannot be ruled out. SPC has most of
the Quad State in a marginal risk of severe weather.
Thunderstorms may produce some flash flooding, but the primary
flooding threat is expected to be from hours of sustained rainfall
on already fairly saturated soils, particularly in vulnerable
locations such as low-lying areas and low-water crossings.

Rain is finally expected to move out of the Quad State by the end
of tomorrow night. Northwesterly winds following the cold front
will bring lows tomorrow night to the 30s.

.LONG TERM...(Monday through Friday)
Issued at 431 AM CST Sat Feb 27 2021

Forecast confidence is reasonably high for Monday, but deteriorates
quickly by Tuesday and remains rather low through next Saturday.

A northern stream trough will move through the Great Lakes on Monday
and that will push any lingering precipitation south of our region
by 12Z Monday. A fresh shot of Canadian high pressure should
eventually reach the area by Monday night with north winds and cold
advection expected to drag temperatures down a few degrees below
normal Monday night and Tuesday.

Forecast solutions from the medium range models and their ensembles
seem to be clustered in 2 general camps. The 00Z GFS and many of its
ensembles represent one camp and keep our region dry Tuesday and
Wednesday as the flow aloft becomes zonal. However, it brings a
rather potent closed storm system eastward from the southern Plains
Thursday to the Tennessee Valley Friday. This solution results in
considerable QPF from warm advection Thursday and then in the
deformation zone Friday into at least Saturday morning. It is even
generating some elevated instability.

The second camp is more indicative of the operational ECMWF and a
majority of its ensembles. The 00Z NAM falls into the camp as well.
In this solution, a potent closed storm system will move eastward
right over our region Tuesday and Tuesday night. In its wake zonal
flow will eventually bring another storm system into the southern
Plains by 12Z Friday. More amplified troughing in the northeast U.S.
shunts this system southeast toward the Gulf Coast and for the most
part keeps our region dry heading into next weekend.

WPC mentioned in their discussion that teleconnections favor more
amplified troughing in the northeast, so would prefer to lean toward
the ECMWF solution. Unfortunately our forecast blends the two out of
phase solutions, resulting in so much mush in virtually all forecast
elements, from PoPs/QPF to sky cover, winds and temperatures. We end
up with a lot of lower chance PoPs beginning Tuesday and continuing
through Friday night. At this time, both solutions indicate that
Wednesday and Wednesday night would be dry and that does actually
show up in the blend.

Temperatures early Tuesday morning and Tuesday night are cold enough
to support a mention of snow, but if we get wet at either of those
times, we will likely be warm enough that it would not have any
impact. For the potential late week system, the current temperature
forecast is plenty warm enough to avoid any wintry concerns.
However, it would not be surprising if the forecast trends cooler in
this time frame.

The bottom line is that it will take some time for the models to
converge on a solution. Until they do there will be little clarity
in our forecast.

Issued at 555 AM CST Sat Feb 27 2021

Cigs have been primarily IFR overnight, with MVFR cigs becoming
more frequent at KCGI and KMVN the last hour. Early morning vsby
has been shifted a little higher this TAF run as drizzle has
moved east and fog development so far has been mainly MVFR. Cigs
are expected to rise to MVFR this morning, with coverage
decreasing some, especially at KMVN. The next round of lower
clouds will move in this evening from the southwest, with cigs
dropping to IFR tonight. Rain, heavy at times, is expected to
develop, with the primary focus area tonight most likely near the
Ohio River. Some thunderstorms are possible towards the end of the
TAF period, though are left out at this time due to the fairly
wide range in possible timing. Light southeasterly winds this
morning will turn towards southerly and increase as rain moves in.
In the southernmost couple rows of counties in Western Kentucky
and SE Missouri, wind gusts to 20 kts are possible tonight.
