.SHORT TERM...(Today through Thursday night)
Issued at 342 AM CST Tue Feb 9 2021

Freezing rain scenario advertised for the Tuesday through Thursday
time frame since this Sunday still looks be the dominant weather
concern at this time. The biggest challenge with this package has
been the southward translation of the deeper Arctic cold Layer
building into the area from the north. This is forcing the more
shallow cold layer from the center of the WFO PAH CWA further to
the south over southeast Missouri, extreme southern Illinois, the
Purchase area of west Kentucky and the southern half of the
Pennyrile region of west Kentucky. Higher ice accumulations will
be possible in that area.

Around 05z Tuesday (11 pm Monday) KVWX (Evansville) and KPAH
(Paducah) VAD wind profiles suggested a south to north upglide
zone of 300 to 800 feet AGL. The 12km NAM, RAP, 3km NAM-WRF NMM,
and to a lesser degree the Canadian guidance seemed to model this
thermal profile well and was verified based on freezing rain,
rain, and sleet reports late this evening. Utilized these models,
as well as WPC, NBM, and GFS guidance for the QPF, temperature,
precipitation type and coverage for the time period from today
through Thursday.

For the rest of tonight, will keep the current Winter Weather
Advisory going at least through 4 am CST Tuesday. Radar trends
suggest that the vast majority of the impactful precipitation
should move out of the WFO PAH forecast area before 6 am CST this
morning. Will make that decision at press time.

In collaborative discussion with neighboring NWS offices to the
west of the WFO PAH forecast area, briefly entertained
introducing an Winter Weather Advisory for the southeast Missouri
counties around 00-03z Wednesday (6 to 9 pm) for some isolated
patches of freezing drizzle, but the primary accumulations would
not really start until plus or minus two hours from the start of
the current Winter Storm Watch. At this time, will see what pans
out with respect to QPF with the 12z Tuesday model runs.

Based on model trends will extend the end time of the current
Winter Storm Watch to 00z Friday (6 pm Thursday) to handle
lingering freezing rain potential along the southern KY/northwest
TN border.

At this point in time, still have two time periods of concern with
this freezing rain event. The first period begins around midnight
tonight over southeast Missouri, stretching across the majority
of the WFO PAH forecast area into earlier Wednesday morning. Ice
accumulation amounts would be within advisory level. The second
period would begin Wednesday afternoon and persisting into mainly
Thursday morning, focused across the southeast half of southeast
Missouri, the southern tip of southern Illinois, and the southern
half of west Kentucky. It is in this area that ice accumulation
potential could approach or exceed ice storm warning potential.
Some of the concern is with a higher wind forecast over this area
which will likely lead to increased ice accretion on elevated
surfaces and power lines. Depending on the final QPF, wind, and
ice accumulation, could see some power line issues over parts of
the southern Purchase and Pennyrile region of west Kentucky late
Wednesday night into Thursday morning. Will try to highlight this
potential with the continues watch issuance with this package.

Again, as stated at the beginning of this discussion, the
challenge will be where the inflection point of the baroclinic
zone/lift will generate the most QPF. Right now, the shift with
this package has been further to the south.

.LONG TERM...(Thursday Night through Monday)
Issued at 342 AM CST Tue Feb 9 2021

A strong northern stream cyclone will be ushering in much below
normal temperatures this weekend, While cluster analysis reveals
there are some clusters offering more of a glancing blow to the
absolute coldest air vs a direct hit, both the NAEFS and ECMWF/ENS
indicate return intervals from 10-30 years on the context of the
actual cold air incoming, with SD's exceeding 3. The NAEFS appears
a little stronger with the extremes, overall. Cluster analysis
does show some argument, and the CPC is the outlier on Days 5-6,
though comes into more agreement by Day 7. There are, overall,
strong indicators to message the cold for the coming weekend. The
moisture available for wintry pcpn is definitely more of an iffy
prospect. The same examination of the ensembles suggests the
weekend prospects are fading, while early next week may see
increasing chances. The NBM is picking up on this trend,
diminishing to slight chance pops for Saturday night, as the shot
of arctic cold strengthens...but any amounts should stay a half
inch or less. The hints at a little better snow chance appear late
Monday, and just beyond, when a whitening of the ground or minor
accumulations may occur.

Single digits sneak into our northwest as early as Thursday night,
and range to near 20 degrees in our southeast. This trend holds thru
the day Friday, with Highs from the lower 20s northwest, to just
above freezing in our southeast. Friday will be the last day any
portion of our FA sees temperatures as warm as freezing, however.
Single digits and teens Friday night drop to all single digits
Saturday night, with the potential for a negative low temperature in
our far northwest. Saturday highs in the teens and 20s will be only
in the teens Sunday. Another night of negative temperatures in our
northwest, to single digits in our southeast, makes Sunday night the
coldest night. So you can see how the coldest air infiltrates and
expands across the FA, with Sunday-Sunday night the forecast peak
cold. This is right in line with the 10-30 year return intervals and
3+ standard deviations for this time frame.

Wind chills will also be at our coldest of the season during this
time frame, into negative territory each night Friday night through
Sunday night. The peak cold air temperatures will be Sunday night,
but the best winds/peak cold wind chills will be Saturday night,
when we'll range from -5 in our southeast, to -15 in our northwest.

MVFR to at times IFR cigs/vsbys in pcpn will continue during these
pre dawn hours, particularly north, where snow is possible. Further
south, where the precipitation is rain or a mix, cigs will be a
little slower in lowering to IFR, til around daybreak...but may
linger so restricted through the day, as opposed to some improvement
to MVFR conditions elsewhere later in the day, as pcpn winds down.

This Hazardous Weather Outlook is for portions of southern
Illinois, southwest Indiana, western Kentucky, and southeast
Missouri.

.DAY ONE...Today and Tonight

Isolated very light freezing rain and flurries will be possible
during the morning hours.

Light freezing rain will begin to develop over southeast Missouri
late this evening and expand across the remainder of the outlook
area overnight. A Winter Storm Watch is in effect beginning at
midnight for the entire outlook area. Please see the Winter Storm
Watch for details.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday

Intermittent periods of freezing rain is expected late Tuesday
night through Thursday across parts of the outlook area may
generate ice accumulations from one to two tenths of an inch over
southern Illinois and southwest Indiana, most of southeast
Missouri and northwest Kentucky. At this time, the highest amounts
ranging from one quarter to locally one half inch will be possible
over the southeast Missouri Delta, southern sections of the west
Kentucky Pennyrile and the Purchase area of west Kentucky.

Travel issues are likely to occur, along with some localized
damage to trees and power lines possible.

Minor snow accumulations may also be possible over parts of the
outlook area between Tuesday night and Thursday.

The coldest air and wind chills of the season will hit this
weekend. Wind chills are forecast to drop below zero each night
Friday night through Sunday night.
