.SYNOPSIS...Cold temperatures are forecast from late tonight into
Wednesday morning, especially in the interior valleys. A potent
storm system will then bring strong, potentially damaging winds and
heavy rain to the region from Tuesday into Wednesday with lingering
precipitation likely to continue into Thursday.

.DISCUSSION...as of 04:15 PM PST Monday...Lingering showers
continue to move to the southeast over the Pacific and along the
Monterey County coastline as well, likely producing snow showers
over the Santa Lucia Range. While these showers may persist
through the the evening, the main short- term concern will be very
cold temperatures across the interior tonight into Wednesday
morning. As winds diminish and cold air settles in over the region
tonight, temperatures will drop into the mid/upper 20s to around
32 deg F in the coldest interior valleys by sunrise Wednesday.
Elsewhere, upper 30s to lower 40s are likely region-wide even near
the coast.
All attention then turns to the atmospheric river that will move
from north to south across the region Tuesday afternoon/evening into
Wednesday morning. Strong, potentially damaging southerly winds will
develop out ahead of an approaching frontal boundary as well with
the strongest winds likely along southwest facing slopes and coastal
areas. Additionally, cannot rule out isolated thunderstorms as the
frontal system pushes southward over the region. All this said, a
High Wind Warning has been issued beginning at 7 PM Tuesday along
the entire coastline and in the Santa Cruz Mountains and Santa Lucia
Range where we could see wind gusts in excess of 70 mph. Elsewhere,
a Wind Advisory is in effect beginning at the same time. A Flash
Flood Watch also remains in effect for the North Bay, Santa Cruz
Mountains and Santa Lucia Mountains from Tuesday afternoon through
Thursday afternoon as rainfall intensities may trigger debris flows
in recent burn areas. The East Bay Hills/Diablo Range has also be
added to the Flash Flood Watch which includes the SCU Lightning
Complex.
Now for the details - the weak to moderate atmospheric (AR) river
will begin to advect inland over the North Bay Tuesday
afternoon/evening with light to moderate rain developing first over
the coastal ranges. This activity will begin to fill in southward
along the coast as southerly winds increase and the deeper moisture
advects inland. The main cold front is forecast to drop southward
across the region from late Tuesday evening through early Wednesday
morning and will be the main focus for heavy rain rates and
associated flooding/debris flows concerns over recent burn areas.
Some of the high resolution models are depicting a fairly dynamic
frontal passage with some signatures of a NCFR (narrow cold frontal
rainband) developing. If this occurs, we could see rainfall rates
exceed 0.75" per hour and even the potential for thunderstorms
associated with the frontal passage. As mentioned above, strong and
damaging winds will be possible just ahead of the frontal boundary
with gusts of 60-70 mph near the coast and in the coastal slopes.
These types of events in the past have resulted in widespread downed
trees, power lines and associated property damage. By Wednesday
morning, the AR is forecast to stall either over southern Monterey
County or San Luis Obispo county which will be the focus of of the
heaviest rainfall and strongest winds. There still remains some
questions on whether or not this boundary stall and/or retrograde
back northward. As mentioned in a previous discussion:
"stalling/pivoting moisture plumes with AR events are always tricky
and we may not know more details until the event begins to unfold."
Rainfall amounts are currently forecast to range from 2.00" to 3.00"
for most lower elevation/urban locations, locally up to 4.50 in
southwest facing locations such as Santa Cruz. Meanwhile, rain
shadowing of the coastal ranges may result in lower totals in places
such as the Santa Clara Valley and around the Salinas Valley.
Meanwhile, 3.00" to 5.00" will be possible in the North Bay and
interior hills/mountains of the South and East Bay. Rainfall totals
of 6.00" to 8.00" are more likely in the Santa Cruz Mountains
southward into the mountains of Monterey and San Benito Counties.
Isolated totals in excess of 10.00" cannot be ruled out across the
southwest facing coastal slopes and historically wetter locations.
Much of this will also depend on if the AR stalls over any way
location.
While the threat for intense rainfall and strong winds
diminish from north to south Wednesday afternoon/evening, rainfall
will continue at times into Thursday/Thursday night as main
mid/upper level trough swings inland. An additional boundary is
forecast to drop across the region Friday night into Saturday with
another round of rainfall. However, this system will be quick moving
and likely not produce widespread impacts. The longer range pattern

the coastal waters. Gusty NW winds persist this afternoon with
observations showing sustained winds between 15 to 25 kt and gusts
25 to about 35 kt. This is expected to persist into this evening
before gradually diminishing tonight. Winds will turn southerly
mid to late tomorrow morning and increase into the afternoon
ahead of a potent cold front that will move through tomorrow night
and into Wednesday. This front will have a significant tropical
moisture tap bringing our first atmospheric river of the winter
season. This will result in moderate to heavy rainfall, lowering
cigs (MVFR/IFR), and gusty southerly winds through mid-week.
Patchy fog/freezing fog will also be possible overnight tonight
in the North Bay Valleys as temperatures drop below freezing
overnight and low level moisture lingers. Additionally, northwest
winds are expected to remain breezy aloft over the North Bay
tonight bringing a brief period of LLWS, mostly for KSTS.
Vicinity of KSFO...VFR. Sustained winds 15-22 kt with gusts 30 to
40 kt, weakening after sunset. Given that winds remain gusty,
issued an AWW until 02Z (6 PM PST) this evening. Winds will back
towards the south through tomorrow morning ahead of the arrival of
an atmospheric river and strong cold front. Gusty southerly winds
will arrive after 03Z WED with periods of moderate to heavy rain.
SFO Bridge Approach...Similar to KSFO.
Monterey Bay Terminals...MVFR to VFR. Post frontal cumulus
continues generating SCT to BKN cigs around 3,000 ft AGL. This
will continue into this evening before VFR conditions are then
expected into late tomorrow afternoon. Gusty W/NW winds this
afternoon still around 25 to 30 kt before winds gradually diminish
this evening. Winds will turn southerly by tomorrow afternoon and
become gusty ahead of a potent cold front and atmospheric river.
Expect lowering cigs and developing showers beyond the current taf
package.

.MARINE...as of 01:41 PM PST Monday...Gusty gale force winds out
of the northwest will persist into tonight across the majority of
the waters. These winds will drive very steep combined seas of 12
to 20 ft at 11 to 13 seconds while a longer period northwest swell
at around 16 to 18 seconds moves through the waters today. Then,
an approaching atmospheric river will force winds to back from the
northwest towards the southwest during Tuesday morning. Very
strong gale to storm force winds are then anticipated ahead of the
next storm system as early as Tuesday afternoon and will persist
through mid week. Very steep fresh seas will arise from the south
due to these winds with a periodicity of 6 to 9 seconds. Extreme
caution is advised due to strong winds and very steep seas through
midweek.
